8231 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 3rd July 2006.

8232 Present: Councillors C.J. (John) Eden, T.B. (Bernard) Fryer, R.M. (Ralph) Henderson, the Clerk – P.G. (Peter) Challenor, the Deputy Clerk – S.D. (Sue) Hayward, PC 1118 John Bassinder, County and District Councillor S.M. (Sarah) Fishwick and two members of the public.

 In the absence of the Chairman and Vice Chairman, Councillor Eden chaired the meeting.

8233 Apologies for Absence: Chairman – Councillor P. (Peter) Roberts, Councillors J. (John) Burrow, A.W. (Arthur) Graves and A.J. (Tony) Houghton.

8234 Resignation
 It was noted that Councillor Greenwell had resigned with effect from 8th June 2006.

8235 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 None.

8236 Minutes of the Previous Meeting
 The Minutes of the Ordinary Meeting held on Thursday, 8th June were approved and then signed by the Acting Chairman.

8237 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 Councillor Henderson referred to item 8216 regarding the playing field, he reported that he will meet with Mr Paul Holgate to prepare a draft schedule for maintenance, which can be brought to a meeting of this Council with a view to being used as a tender document next year.

8238 Matters Raised by Members of the Public for Future Consideration
 None.

8239 Update from the Community Police Officer
 PC Bassinder gave a verbal update. Two crimes were reported in June: some solar garden lamps had been stolen from a garden in Northern Terrace and about £1,000 worth of slates had been stolen from outside a house in Stankelt Road which is in the process of being renovated. PC Bassinder explained that PC 3488 Bromilow and he have been given training on the use of hand held radar equipment in connection with speed enforcement and reported that there have been a number of break-ins to cars in nearby villages recently, he will put up notices in the Silverdale car parks to alert people.

8240 Report from County and District Councillor Sarah Fishwick
 Councillor Fishwick gave a verbal report on the following: (1) Carnforth Connect – Councillor Fishwick has asked Lancashire County Council (Lancs. CC) if more bus timetables can be provided throughout the village (2) Silverdale Field Day which she said was a successful event.

8241 Reports on any Meetings Attended by Members, or the Clerk
 1.  Silverdale National Trust Liaison Committee
 Councillors Fryer and Henderson had attended a meeting on 30th June and reported that the organic farm would like to have access to another 20 acres of grazing land to maximise efficiency and that the Ramblers Association have asked for better signage to the Pepperpot.

8242 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as
 indicated:
 1.  Lancaster City Council (Lancaster CC)  –  withdrawal of planning application for 15 Lindeth Road.
 2.  AONB  –  increase in CMS daily charges.
 3.  NALC  –  Community Empowerment Awards.
 4.  Lancaster CC  –  TPO 383, 29 Emesgate Lane.
 5.  Lancaster CC  –  proposed work (TPO 49), 12 Wallings Lane.
 6.  Lancaster CC  –  report from Councillor for Rural Affairs.
 7.  Lancaster CC  –  TPO390, Fire Station.
 8.  Playdale Playgrounds Ltd  –  Repairs to play areas.
 9.  Playdale Playgrounds Ltd  –  Repairs to wetpour surfacing.
 10.  Lancashire CC  –  possible withdrawal of school bus services / fares increase.
 11.  ASCT  –  monthly inspection report, June.
 12.  LFRS  –  progress report.
 
8243 Planning
 (1) It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
  06/00682/FUL – 8 Levens Way – erection of a new single storey rear extension: NO PLANNING OBJECTIONS.
  06/00679/FUL – 59 Emesgate Lane – demolition of existing garage and erection of a two-storey side extension to form new garage/workshop/store with bedroom over: NO PLANNING OBJECTIONS.

 (2) The following planning application was considered and comments made as indicated:
  06/00732/FUL – 29  St. John’s Avenue – erection of a conservatory to the rear: NO PLANNING OBJECTIONS.

 (3) It was noted that no decisions had been advised by Lancaster CC.

8244 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
 25(a)  Parish Council Property and Functions
 1.  It was noted that authority had been given for the increased cost (£150) of the new public noticeboard to replace the one situated on the end of the butcher’s shop. RESOLVED that the Clerk expedite the replacement of the notice board by the Parish Contractor.

 25(b)  Non-Parish Council Property and Functions
 It was noted that:
 1.  there had been a query from Councillor Houghton regarding the length of time that ‘portaloos’ would be positioned at Silverdale railway station but that these have since been removed.
 2.  information had been received from Councillor Fryer regarding the closure of the footpath adjacent to Hazelwood Hall.
 3.  there had been a query from Councillor Fryer regarding the mowing of Ford Lane footpath.
 4.  there had been a query from Councillor Fryer regarding AONB policy for maintenance of footpaths on behalf of Lancs. CC. RESOLVED that the Clerk ask the AONB to resume their previous practice of clearing footpaths after cutting.

8245 Grant Application to AONB Landscape Trust
 RESOLVED to defer consideration of the choice of a suitable project to put forward as a grant application, to celebrate the 20th Anniversary of the AONB Landscape Trust (<£1,000) to the next meeting. Ideas so far include: another seat at Jenny Brown’s Point or a woodland burial ground. Members would welcome suggestions from members of the public. 8246 Plaque at Playing Field Entrance  RESOLVED that the Clerk ask Mr Paul Holgate to add the names of DEFRA and Silverdale Parish Council to the plaque at the entrance to the playing field along with the other organisations which have made donations towards the playing field. 8247 Hazelwood Hall Footpath  It was noted that the footpath behind Hazelwood Hall is likely to remain closed until 2007, because of the dangers created by building work at the Hall. The site foreman has undertaken to provide a regular update on the progress of building works. 8248 Threat to Local Post Offices  It was noted that there is a need to raise awareness of the perceived threat to local post offices. Members of the public are encouraged to sign the petition at Silverdale post office. RESOLVED that the Clerk contact LAPTC and ask for this matter to be an agenda item. 8249 Risk Assessment  The risk assessment for 2006, circulated with the agenda, was noted. 8250 Accounts  It was noted that the combined bank balance as at 31st March was £31,884. It was also noted that this figure is artificially high because the Council had already received the final instalment of the grant from Living Spaces, but had not paid Playdale Playgrounds Ltd for Phase 3 of the new playground development until after 31st March. 8251 Finance  (a) Councillor Fryer conducted the monthly check of all money received by the Council and found the bank statements to be satisfactory.  (b) Cheques for the following accounts were signed:   Lancaster City Council (rat-catching fee)  £66.39 (165)   British Gas (Electricity for Clock)   £15.76 (166) 8252 Suggestions for Future Agenda Items  1. To discuss the maintenance of seats (Councillor Eden).  2. To discuss the suitability of the stile from the footpath between The Green and Bottoms Lane (Councillors Fryer and Henderson). 8253 Date of Next Meeting  It was noted that the date of the next meeting is Monday, 7th August 2006.
