Following agreement from 4 Councillors a letter has been sent regarding the felling of trees on parish land at Woodwell requesting that the damage be repaired and felled trees be replaced by the person responsible.

11481 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Thursday, 5th January were approved then signed by the Chairman.
11482 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
11435 – the Clerk informed that PC Massingham has not commented on the Co-operative store’s CCTV footage of materials being purchased in connection with the vandalism to the toilets. RESOLVED that the Clerk seek an update from PC Massingham.
11466 – Councillor Bennett advised that he has researched counter sensors for the toilets and the most suitable ones he has found so far need wiring in – the cost of 2 sensors (one for the ladies’ toilets and one for the gents’) would be £50. An electrician would not be needed to wire in the sensors as they are low voltage; RESOLVED to spend up to £50 on sensors (these or alternatives should Councillor Bennett find some at a lower price).
11483 Matters Raised by Members of the Public for Future Consideration
Matters raised were as follows:
1. it is believed that the Cove is being used as a meeting place for drug-users;
2. a resident wondered which site has been identified by Vodafone for the mobile antenna;
3. an informal planning meeting has been held on the land behind St. John’s church – representatives from South Lakeland District Council and Lancaster City Council (Lancaster CC) visited the site and the resident made various objections to the land being developed.
11484 Report from City Councillor Nigel Goodrich
Councillor Goodrich reported that: 1. he has communicated with the Officer in charge of the garden waste collection service and, in practice, it is unlikely that garden rubbish placed in a bin by a professional gardener would be charged as commercial waste; 2. Lancaster CC have awarded a 1% increase in the Allowances paid to elected Members; 3. Lancaster CC’s council tax is due to increase by an average of £5 a month; 4. Lancaster CC’s final budget for 2017/18 has not been published as yet; 5. a series of consultation meetings about the new Local Plan are being held on various dates across the district including one at Carnforth Heritage Centre, Carnforth Station on 9th February (4-7pm) and one at Carnforth Civic Hall, North Road on 21st February (3-6pm).
Councillor Bennett asked if there was any news following the Road Safety meeting in January at which the junction of Nineteen Acre Lane and the A6 was to be discussed. Councillor Goodrich said he will request an update and report back.

11486 Bus Service
Councillor Bennett advised that the service will continue into 2017/18 and he will be arranging a meeting with the bus service operator to discuss any issues with the service.
11487 Defibrillators
Mr Tony Orrell, Chairman of Silverdale/ Community First Responders (CFRs), had been invited to speak to Members in connection with their discussion about the possibility of installing a defibrillator in the Elmslack/ Cove Road phone box. Mr Orrell described how the ‘Community Public Access Defibrillator’ (CPAD) works and explained that in instances of cardiac arrest the chances of a successful recovery are reduced by 10% a minute until a CPAD is used and so it is essential that, if one is needed, that it is near at hand. Currently, there are CPADs at the Gaskell Hall, Silverdale Golf Club and Holgate’s caravan park and the CFRs have some of their own. To date none have been used. One CPAD (with lockable storage cabinet) costs around £1,500 including VAT. A power supply is necessary. The CPADs are registered with the North-West Ambulance Service (NWAS) who hold the key codes for the cabinets. The key code is given out when 999 is called and an ambulance is dispatched at the same time. A volunteer custodian takes charge of the maintenance of the CPAD which must be checked every week and a form completed, the form is sent to the NWAS control centre. Mr Orrell offered to use Silverdale CFR’s funds to pay for a CPAD should the Council decide to have one (the parish council would buy the CPAD and recover the VAT element and the CFRs would refund them). It was noted that the CFRs would not want to act as the custodians of the CPAD.
Mr Orrell advised that where CPADs are supplied by the British Heart Foundation (BHF) they are not locked (this is a stipulation of the BHF) and that vandalism to CPADs is rare both in city and rural locations. He suggested that it might be possible to negotiate with NWAS to leave the CPAD cabinet unlocked, although 999 would need to be called anyway to request an ambulance.
11488 Elmslack Lane Phone Box – Defibrillator
It was noted that the Clerk had been advised by British Telecom that the kiosk at Elmslack Lane is available for adoption to house a CPAD.
Members noted that availability of a mobile phone signal to access the emergency services is an issue in certain areas of the village and that there is a need for a mobile phone mast in the village.
Members discussed whether or not Elmslack Lane was the best place to house a CPAD. RESOLVED to: 1. consider suitable sites for one (or 2) more CPAD(s); 2. once a site(s) has been identified that the CFR be contacted regarding their offer to fund a CPAD; 3. that NWAS be approached about the possibility of a Co-Responders scheme in Silverdale (where the Fire & Rescue Service and the Ambulance Service work in partnership).

11492 Public Toilets
a) The wording of the tender document for the cleaning of the public toilets and the weekly replenishment of the dog waste disposal bags was discussed. RESOLVED to: (1) add the following wording to the tender document: “In the event of the leasehold of the toilets being relinquished by either Silverdale Parish Council or Lancaster City Council a period of 2 months’ notice of termination will be given on this contract”; (2) authorise the advertisement of the tender which will take effect from 1st April for a period of one year.
b) It was noted that the new toilet lease with Lancaster CC has been signed by both parties and commences on 1st April 2017 for 10 years, but with both parties having the right to terminate giving no less than 2 months’ written notice.

(d) RESOLVED to ask Mr Malcom Richardson to carry out the internal auditing of the accounts and to authorise the sum of £100 for so doing.
(e) RESOLVED to pay £800 for fitting a new gate in the children’s playground from capital funds (if necessary after discussion with Mr Paul Holgate).
11494 Emergency Plan
Councillor Sandiford gave an update on the Emergency Plan: the wiring to the Gaskell Hall has been completed ready for a generator (and enclosure) to be fitted and checked; low power lighting has been ordered – this will be funded jointly by the Gaskell Hall and the Emergency Plan grant; Mr Mark Bartlett, Civil Contingencies Officer with Lancaster CC, has given him copies of some Emergency Plans drawn up by other authorities for reference. It is hoped that the works will be completed by the end of March.
11495 Benches
Councillor Bennett reported that three benches need repair – at Hazelwood, the War Memorial and opposite the Royal Hotel, he has removed two of the benches and Mr Stefan Laws has been asked to remove the bench opposite the Royal which is concreted/ tarmacked into the ground. It was noted that Councillor Bennett has the oak replacement slats ready for the benches to be repaired. RESOLVED that Lune Valley Engineering shot blast and repaint the bench frames/ bench ends. Members discussed the colour of the bench ends, Councillor Ribbons proposed that they be painted (moss) green, however, it was felt that this would be a difficult colour to match should subsequent repairs be necessary and it was RESOLVED to have the bench ends painted black.
11496 Gate at the Cove
It was noted that someone has locked the gate on RSPB land at the Cove, that Councillor Bond has spoken with the RSPB about it and that they will deal with it.
11497 External Services Report
It was noted that this had been circulated with the agenda. The report was updated to record that the solar panels and display panels at the bus stops have been removed. It was noted that there is a problem with continual flooding at Woodwell cliff, Councillor Bennett will notify the responsible authority and it will be added to the report.
11498 Matters to be Followed Up from Previous Meetings
a) 11419 – delivery parking restrictions outside the Co-operative store. It was noted that Mr Graeme Kidd, Risk Assessor/RTA Investigator for the Co-op, is awaiting a response from Highways and has asked to meet their representative on site.
b) 11369 – BT Openreach – agreeing locations of new BT cabinets. It was noted that Morrison Utility Services (acting on behalf of BT Openreach) have said that, for various reasons, they cannot put the BT cabinets on Stankelt Road and The Chase in the locations suggested by this Council, RESOLVED that the Clerk ask them for a site meeting with Members and to bring service diagrams with them.
11499 Travel Expenses
RESOLVED to follow HMRC’s guidance on petrol allowances for essential travel on parish council business.
11500 Library and Information Hub
Councillor Bennett reported on the current situation regarding the library. Members of the Library Working Sub Group have visited Grappenhall Community Library, near Warrington which is highly regarded. They met with two of the key people involved with setting up the Grappenhall library who gave a lot of information and advice and have offered help. The Sub Group have met with the Headteacher of Silverdale School who will form a children’s library committee. Councillor Bennett and Councillor Mason will arrange to meet with residents on Bank House Lane regarding the B4RN connection through Bank House Farm to the library. Councillor Bond advised that because the parish council pledged £5,000 to B4RN it is entitled to three free connections. RESOLVED that one of those be at the library. A meeting for residents is to be held at the Gaskell Hall on 8th February to give an update on the library.
11501 Roadside Verge Maintenance
Members discussed whether or not the parish council should employ a contractor to cut back roadside vegetation at critical spots in the village if there are concerns about road safety. RESOLVED to report any critical areas to Highways as and when they arise and to agree a price for a contractor to be on call if, and when, necessary.
11502 Items for Information
1. Councillor Ribbons reported two instances of fly-tipping at Burton Well Scroggs.
2. The Clerk advised that she has received an email from a resident regarding the Cleveland Drive water main which has burst 3 times recently affecting a bigger water main which serves a large part of the village. United Utilities (UU) plan to start work to deal with this problem on 13th February and it was noted that UU has paid £25 compensation to affected customers.
