SILVERDALE PARISH COUNCIL – Trustees of Silverdale Childrens Playground Charity
Trustees are hereby summoned, and members of the public are invited, to attend an ordinary Meeting of the Playground Charity 521323 Trustees, on 3rd April 2017 following the Council meeting, in the Silverdale Institute, Spring Bank, Silverdale, for the purposes detailed in the
following Agenda:
To receive apologies for absence.
To confirm the Minutes of the last meeting held on Monday 6th March 2017.
To raise any matters arising.
To receive declarations of Trustees interests relating to any items appearing on the Agenda.
Matters Raised by Members of the Public for Future Consideration.
To discuss any matters of concern following the March meeting and inspections and make any necessary decisions about them.(Inspection 16/3, emailed 18/3)
To receive confirmation that the zip wire ground cover will be replaced. To discuss what preparation needs to be done as the work should start 18/3/17 weather permitting.
To receive an update with regard to the HSBC bank.
To confirm the date for the next meeting of the Trustees.

451 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 3rd April 2017.
452 Present: Chairman – T.G. (Terry) Bond, Councillors J. (John) Bennett, S.L. (Shirley) Mason, K. (Keith) Palmer, (Nigel) Ribbons and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and no members of the public.

454 Minutes of Previous Meeting
The minutes of the Ordinary meeting of the Playground Charity Trustees held on Monday, 6th March 2017 were approved then signed by the Chairman.
455 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda

457 Matters raised by Members of the Public for Future Consideration
None.
458 Inspection Reports/ Repairs
Councillor Bennett advised that Mr Tim Lambert has been inspecting the playground weekly and carrying out repairs as and when necessary. Councillor Bennett reported that:
1. Mr Lambert has noticed that some of the rails to the fence around the toddlers’ play area are broken and some posts are rotten at ground level. RESOLVED to pay Mr Lambert for up to 6 additional hours work to repair the fence and, if more than £50 worth of materials are required, that Councillor Bennett will purchase them and claim the cost back from the parish council;
2. wooden log train – the unsafe parts have been taped off pending repair;
3. gate at entrance to the playground – Mr Paul Holgate has fitted a wooden gate as a temporary measure and that Councillor Bennett has attached a notice to it asking users to close the gate when not in use (as it does not self-close); there has been no update from Mr Holgate regarding the permanent metal gate. RESOLVED that Councillor Bennett ask Mr Holgate to put the gate in place by 14th April and that Councillor Bennett notify Members by email if this has not been done.
459 Aerial slide (Runway Surfacing)
It was noted that Lancaster City Council have said they will start the work on 18th April, RESOLVED: that they be asked to delay the work until the following week (when both Lancashire and Cumbria schools are back); to specify that the area be turfed rather than seeded and to display a notice advising users/parents/carers that the equipment will be out of action temporarily whilst the work is carried out.
460 Bank Account
The Clerk reported on the issues around reactivating the bank account for the playground (with HSBC) which is in ‘dormancy’.; in view of the difficulties involved RESOLVED: 1. to close the account before 7th April; 2. that the Clerk and Councillors Mason and Bond sign the necessary papers to close the account; 3. to itemize future expenditure on the playground under a separate heading on Silverdale Parish Council’s accounts (rather than open a new account) ;the Clerk will show playground reserves beside a separate heading (as with gratuities) on the annual summary and continue accruing the reserves by £25 per month.
It was noted that a resolution had been taken at the Silverdale Parish Council meeting earlier to cancel their monthly standing order to the Silverdale Children’s Playground Charity account [Silverdale Parish Council minutes – item 11557 b)].
