SILVERDALE PARISH COUNCIL – Trustees of Silverdale Childrens Playground Charity
Trustees are hereby summoned, and members of the public are invited, to attend an extra Ordinary Meeting of the Playground Charity 521323 Trustees, on 5th June 2017 following the Parish Council Meeting, in the Silverdale Institute, Spring Bank, Silverdale, for the purposes detailed in the following Agenda:
1. To receive apologies for absence.
2. To confirm the Minutes of the last meeting held on 4th May 2017.
3. To raise any matters arising.
4. To receive declarations of Trustees interests relating to any items appearing on the Agenda.
5. To review whether there is a need to keep the Charity 521323.
6. To consider the issue of Risk Assessment for the Playground.
7. To receive an undate on Playground Issues
a) Condition of new safety surface and turf under Zip Wire;
b) situation regarding installation of re-worked entrance gate;
c) issues raised in the weekly playground inspection reports.
d) To consider the list of “wearing parts” for Playdale equipment (JB)
8. Matters Raised by Members of the Public for Future Consideration.
9. To confirm the date for the next meeting of the Trustees.

473 Un-confirmed Minutes of an Extraordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 5th June 2017.
474 Present: Chairman – J. (John) Bennett, Councillors T.G. (Terry) Bond, A.J. (Tony) Houghton, K. (Keith) Palmer and (Nigel) Ribbons, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and 2 members of the public.

476 Minutes of Previous Meeting
The minutes of the Extraordinary meeting of the Playground Charity Trustees held on Thursday, 4th May were approved then signed by the Chairman.
477 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
No information received.
478 Receipt of Declarations of Trustees’ Interests Relating to any Items Appearing on the Agenda
None.
479 Playground Charity
RESOLVED that the Clerk circulate a copy of the “Declaration of Trust for the Children’s Playground” (2004) to the Trustees prior to a review of the arrangements for the management and maintenance of the playground at their next meeting.
480 Risk Assessment
It was noted that RoSPA suggest a Risk Assessment of children’s playgrounds be carried out every 5 years. RESOLVED that the Clerk ask RoSPA to carry out a Risk Assessment in August if possible (when their Inspectors will be in Lancashire). It was noted that the charge for this will be £66.50.
481 Playground Repairs etc.
It was noted that:
1. the aerial slide will remain ‘taped off’ until the new grass is established;
2. the existing playground gate has been reworked to include new posts and hinges together with an automatic closing mechanism. The gate is now ready to be refitted. Councillor Bennett will liaise with Mr Paul Holgate to agree the installation date and arrangements;
3. no significant issues have been identified in the weekly playground inspection reports;
4. RESOLVED that the Clerk order 5 bags of anti-snagging caps and 2 sets of anti-wrap bearings for the toddler swings from Playdale (Councillor Bennett will give the part numbers to the Clerk);
5. It was noted that a new picnic bench, donated by Mrs Anne Turnbull, is with Councillor Bennett and will be delivered to the playing field and installed when Mr Tim Lambert returns from holiday. RESOLVED that Councillor Bennett circulate a photograph of the picnic bench and that the Trustees suggest where it might be best placed (it was noted that it may need to be on a paved area because of grass-cutting).
481 Matters raised by Members of the Public for Future Consideration
A resident read item 3 from the “Declaration of Trust” which states that the grounds, as well as the equipment, shall be provided for the principal benefit of children not exceeding 14 years and asked that the notices in the playground be changed to reflect this. The residents felt that the Trustees should each have a copy of the “Declaration of Trust” as it is their duty to honour it. They expressed concerns if the playground was ever to lose its charitable trust status.
