8537 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 2nd July 2007.

8538 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors S. (Susan) Fletcher, E. (Eve) Holden, A.J. (Tony) Houghton, S.L. (Shirley) Mason, J. (John) Taylor, P.N. (Paul) Williams, the Clerk – V. (Vivienne) Shiels, the Deputy Clerk – S.D. (Sue) Hayward, PCSO 7301 Gerald Hurtley, County and District Councillor S.M. (Sarah) Fishwick and one member of the public.

8539 Apologies for Absence: Councillor A.W. (Arthur) Graves.

8540 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 None.

8541 Minutes of the Previous Meeting
 It was noted that two typing errors appear in item 8520 where ‘bridal’ should be ‘bridle’ and that the correct title for PC 7301 Gerald Hurtley is PCSO (items 8512 and 8519). RESOLVED to amend items 8512, 8519 and 8520 on the Minutes of the Ordinary Meeting held on Monday, 4th June 2007 accordingly. The Minutes were duly amended, approved and then signed by the Chairman.

8542 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 Members referred to item 8527 relating to Ridgway Park and RESOLVED that Councillors Holden and Fletcher arrange to meet with staff to discuss how interaction between the school and this Council might be encouraged. RESOLVED that the Deputy Clerk establish if a letter has been sent to the Lancashire Constabulary, on behalf of this Council, regarding the possibility of regular updates.
8543 Matters Raised by Members of the Public for Future Consideration
 None.

8544 Update from the Community Police Officer
 PCSO Hurtley gave a verbal update: (1) 3 cars have been broken into on Storrs Lane, (2) an electric fence unit on the RSPB site has been vandalised, (3) there has been an assault in the village and the offender has been charged, (4) police were called to a ‘rave’ at The Cove, (5) there had been an incident of truancy (lasting an hour) from Ridgway Park.

 Councillor Houghton expressed concern over a recent incident involving a large number of birdwatchers who came to the village, following the rare sighting of a bird, and had obstructed the road. It was noted that contact with the RSPB should be made and that Councillor Fishwick has mentioned the incident to Inspector Gary Roberts.

 Councillor Holden referred to incidents of drug taking at The Cove, PCSO Hurtley confirmed that the police are aware of the problem and it was noted that if members of the public are able to report the car registration numbers, of any cars involved, to the police this information would be very helpful.

 Councillor Fletcher reported that a number of white posts have appeared in the village to prevent parking in certain areas, it was noted that this is a matter for the Highways department and that inconsiderate parking remains an issue in the village.
8545 Report from County and District Councillor Sarah Fishwick Councillor Fishwick gave a verbal report on the following: (1) signage – there is a  concern about the lack of directional signs in the village. Councillor Fishwick is liaising with Lancashire County Council (Lancs. CC) about this. It was noted that it would be useful to invite a representative from Lancs. CC to a meeting of this Council regarding their policy on signage. There remain concerns as to the number of people walking out into the bay. It was noted that there is a need for signs warning of the danger of quicksand etc and that signs should not be fitted directing people onto dangerous bridle paths, (2) the next Lancashire Locals meeting is to be held on Tuesday, 24th July at 1.30pm in the Gaskell Hall. Members of the public are invited to attend, (3) Silverdale level crossing is to be inspected on 10th July by HM Railway Inspectorate, (4) every County Councillor has a budget of £1,000 aimed at providing grant aid to local groups, subject to the approval of the Members in their Lancashire Local. Organisations are encouraged to apply to Councillor Fishwick, (5) rubbish at Gaskell Close – Environmental Health have still not dealt with this, (6) Councillor Fishwick will contact British Telecom regarding an incident on Shore Road in May when they dug up the road and did not reinstate it immediately, thus causing traffic problems, (7) traffic speed – Councillor Fishwick will make enquires regarding Lancs. CC’s plans to reduce traffic speed in the village.

8546 Reports on any Meetings Attended by Members, or the Clerk
 None.

8547 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 1.  AONB  –  “Waymarker”, June.
 2.  Mr & Mrs Spenley  –  damage to grass verge outside 41a Lindeth Road (Chairman  has replied).
 3.  KR & J Jones  –  copy of letter to Planning re 43 Stankelt Road.

8548 Planning
 (1)  It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
  07/00566/FUL – 19 The Row – retrospective application for the creation of additional access steps to the front:  NO PLANNING OBJECTIONS.
  07/00848/FUL – Emesgate Cottage, 12 Emesgate Lane – erection of a single storey extension to replace existing porch and erection of a conservatory to the front:  NO PLANNING OBJECTIONS.

 (2)  It was noted that there were no planning applications requiring comment at this meeting.
  
 (3)  It was noted that the following decisions had been advised by Lancaster City Council (Lancaster CC):
  07/00503/FUL  –  33 St. Johns Avenue  –  erection of a single storey  extension to the rear:  GRANTED.

8549 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
 25(a)  Parish Council Property and Functions
 It was noted that:
 1.  a duplicate cheque (600249) had been issued to Allianz Cornhill Insurance for £1,372.80 because the original had been lost in the post and had now been stopped.
 2.  the National Trust had made safe a tree at Woodwell which was considered to be in a dangerous situation. RESOLVED that Councillor Fletcher meet with Mr. Alan Ferguson of the National Trust to ascertain which trees are the responsibility of this Council and which of the National Trust.

 25(b)  Non-Parish Council Property and Functions
 1.  Further to previous discussion it was RESOLVED that the Clerk write to the RSPB, with a copy to the Police Chief Superintendent, expressing concern over: (i) the danger to the birdwatchers, the traffic on the road and members of the public whilst the highway was blocked, (ii) the damage to the bench on Slackwood Lane, due to the number of people standing on it. This Council would like to know what measures will be taken in future to prevent such a dangerous incident recurring.
 
 2.  It was noted that Mr Phil Hargreaves had removed trees from the hedge bordering the playing field/ bowling green and that this has left gaps in the hedge; the hedge concerned belongs to the bowling club. RESOLVED that the Clerk meet with Councillor Graves and refer to Mr Hargreaves to establish this Council’s position with regards the maintenance of the hedge.

8550 Honorarium
 RESOLVED that this Council award an honorarium of £150 to the Deputy Clerk, as a gesture of thanks for the extra work undertaken during the incapacity of the retiring Clerk.

8551 Bank Account
 RESOLVED that:
 1.  this Council continue banking with the Alliance and Leicester.
 2.  there may be a need for the Clerk to investigate an alternative bank account.
 3.  the new bank signatories, following the recent election, will be the Chairman and Councillors Fletcher and Mason; the Clerk will arrange to effect this as soon as possible.

8552 Election of Representatives
 RESOLVED to elect representatives to the organisations listed below as follows:

 (It was noted that the next meeting of LAPTC will be held on 23rd July at 7.30pm at Morecambe Town Hall).

 to Mr John Eden, as the previous Parish Council representative, about the possibility of attending meetings on behalf of this Council.

 Carnforth Market Town Initiative Executive Committee  No representative elected-
 it was noted that Councillor Fishwick attends meetings and can report back to this Council.

8553 LAPTC AGM
 RESOLVED that Councillor Williams and the Clerk attend the AGM of LAPTC on Saturday, 3rd November at 10.30am at County Hall, Preston.

8554 Training
 RESOLVED that:
 1.  the Clerk make arrangements for LAPTC to run a training day in Silverdale for those Members who would like to attend and herself (at least 4 people will need to attend).
 2.  the other training needs of the Clerk (e.g. CiLCA) be considered at a later date.

8555 Publicity
 RESOLVED not to pursue the publication of photographs of Councillors and to consider other ways of publicising the work of the Council before the next Parish Assembly (March 2008).

8556 Web Site
 RESOLVED:
 1.  not to publish the scanned photographs from  the Millennium Commemorative Album on the web site because of concerns regarding the legalities of publishing pictures of children.
 2.  that the Clerk find out the reasons for publishing the minutes of meetings of the Parochial Church Council on the Parish Council web site.

8557 Dog Nuisance
 RESOLVED that Councillor Williams contact the Lancaster CC dog warden regarding particular problems with dogs. It was noted that there are concerns about dog fouling and villagers are requested to clear up after their dogs.

8558 Allotments
 RESOLVED to defer to the next meeting a discussion on the possibility of establishing allotments.

8559 IT Requirements
 RESOLVED to defer a review of the IT/equipment needs of the Council to the next meeting.

8560 Retirement Gratuity
 It was noted that the gratuity payable to the former Clerk cannot be finalised until the salaries for 2007-08 have been  agreed, but that it is likely to be in the region of £500.
 
8561 Finance
 (a)  Councillor Mason conducted the monthly check of all money received by the Council and found the bank statements to be satisfactory.
 (b) RESOLVED to authorise payment for the following account subject to ascertaining the  ownership of the tree(s) concerned and the reason for the choice of contractor:
  Dave Pearce Tree Services (tree surgery at Bank Well) 200.00  (250)

8562 Amenities Under Threat
 Nothing to Report.

8563 Items for Information
 1.  Councillor Houghton advised that he has reported the blocked gully on Shore Road (opposite Whinney Fold) to Lancs. CC.
 2.  Councillor Mason commented on the difficulties of gaining access to the houses on Cove Road because of parking on both sides (near the Methodist Chapel).
 3.  Councillor Holden referred to the hedges on Moss Lane which cause problems for drivers, but which cannot be cut until after July.
 4.  Councillor Fletcher advised that it is a legal requirement for planning authorities to consider the need for a bat survey when planning applications are made.
 5.  Members advised of a tree which could be in a dangerous position at The Chase.

8564 Suggestions for Future Agenda Items
 1.  The implications of the public houses in Silverdale changing hands – to be discussed under the agenda item ‘amenities under threat’ (Councillor Houghton).

8565 Date of Next Meeting
 It was noted that the date of the next meeting is Monday, 6th August 2007. Items for the agenda to reach the Clerk before Friday, 27th July and copies of reports to reach the Clerk before Monday, 30th  July.
