SILVERDALE PARISH COUNCIL – Trustees of Silverdale Childrens Playground Charity

Trustees are hereby summoned, and members of the public are invited, to attend an extra Ordinary Meeting of the Playground Charity 521323 Trustees, on 4th September 2017 following the Parish Council Meeting, in the Silverdale Institute, Spring Bank, Silverdale, for the purposes detailed in the following Agenda:
1. To receive apologies for absence.
2. To confirm the Minutes of the last meeting held on 5th June 2017.
3. To raise any matters arising.
4. To receive declarations of Trustees interests relating to any items appearing on the Agenda.
5. To receive Matters Raised by Members of the Public for Future Consideration.
6. To consider a formal proposal received from Silverdale Parish Council to Silverdale Children’s Playground Trustees to take over responsibility for all ongoing Playground inspections, maintenance repair and the costs thereof.
7. To receive an update on Playground Issues and consider the reports emailed
8. To record the acceptance of Paul Holgate’s offer to replace the missing named trees in the playground.
9. To decide where to obtain the new rubbish bin from and approve the expenditure.
10. To confirm the date for the next meeting of the Trustees.

483 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 4th September 2017.
484 Present: Chairman – J. (John) Bennett, Councillors T.G. (Terry) Bond, A.J. (Tony) Houghton, K. (Keith) Palmer, (Nigel) Ribbons and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and no members of the public.
485 Apologies for Absence: Councillors S.L. (Shirley) Mason and D. (David) Sandiford.
486 Minutes of Previous Meeting
The minutes of the Extraordinary meeting of the Playground Charity Trustees held on Monday, 5th June were approved then signed by the Chairman.
487 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda

488 Receipt of Declarations of Trustees’ Interests Relating to any Items Appearing on the Agenda

489 Matters Raised by Members of the Public for Future Consideration
None.
490 Proposal from Silverdale Parish Council
RESOLVED to accept Silverdale Parish Council’s proposal to take over responsibility for all ongoing playground inspections, maintenance/ repair and the costs thereof.
491 RoSPA Inspection
The Trustees considered RoSPA’s report (following their inspection of the playground on 23rd August) which had been circulated to the Trustees by email.
It was noted that:
1. the seat for the aerial slide needs replacement. RESOLVED to ask Lancaster City Council (Lancaster CC) to quote for a new seat;
2. the bar to which the net is fixed has been identified as an obstacle. RESOLVED to ask Playdale and Lancaster CC how best to deal with this;
3. there is wear to the surfacing under the swings due to foot drag – the height of the seats has already been adjusted (made higher) and it was thought that the wear may be historic. RESOLVED to ask Mr Tim Lambert to monitor this;
4. the toddler gate opening onto the pathway to the Bowling Club has been identified as a possible collision risk – the Trustees felt that there is no risk of injury to children. RESOLVED that the Clerk ask Lancaster CC to advise and explain the Trustees’ position;
5. the playground is inspected weekly by the Parish Contractor and quarterly by Lancaster CC. RESOLVED to ask RoSPA to inspect the playground every 5 years.
492 Trees
It was noted that Mr Paul Holgate has kindly offered to replace the missing trees in the playground. RESOLVED to ask Mr Holgate for details of which trees are to be replaced, who will be planting them and any costs.
493 Bins
It was noted that Mr Holgate has a bin which he has said could be used as an extra bin to go alongside the existing bin by the entrance to the playground, RESOLVED to offer to buy the bin for £50 and to ask Lancaster CC if an additional bin can be provided outside the playground.
