11768 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Monday, 6th November were approved then signed by the Chairman.
11769 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
11719 (a) – the Clerk has cancelled the agreement to buy the British Telecom phone box on Elmslack Lane for £1 in the light of the cost of having an electricity supply connected.
11727 – Councillor Bennett has spoken with the PA to Lancashire County Council’s (Lancs. CC) Heads of Service regarding the meeting about Highways issues with Councillor Iddon, she apologised for the delay in arranging the meeting and will arrange one for January or early February.
11749 – with regards to the Emergency Plan, the Clerk was concerned about being the keeper of a list of people in vulnerable circumstances, and who have elected to be contacted in the event of an emergency, as the list would not be available should she be away. RESOLVED that the Clerk be the official holder of the list, but that a copy be kept in a locked cabinet at the Gaskell Hall – the details will be finalised in January. Members discussed the need for interim arrangements pending the Emergency Plan/ Procedure being finalised. RESOLVED that the Clerk contact Councillor Sandiford to arrange a meeting between himself and Councillors Bennett and Houghton to discuss the interim arrangements.
11757 – Councillor Bond advised that he has heard that the decision to implement parking penalties on those who park at the Golf Club and are non-members was prompted by the car park having been used by some for long-term (holiday) parking. It was noted that the Golf Club offer social membership for £25 a year (2016/17 rate). RESOLVED to discuss the issue of parking at the station (and elsewhere in Silverdale) at the next meeting and that the Clerk try to find out the up-to-date position on the situation with access to the RSPB car park from the station platform before then.
11770 Matters Raised by Members of the Public for Future Consideration
The following points were raised:
1. the number of gullies and drains that are blocked which contributed to the recent instances of flooding in the village. It was noted that the drains by 55 and 59 Emesgate Lane were unable to cope with the rain water in the dip. Concern was expressed about any new developments and subsequent hard surfacing contributing to problems with run off; a resident is objecting to the proposed new bungalow at 15 Cove Road and a comment was made about a planning application being refused for 15 Cove Road several years ago apparently because the application was for backland development in an AONB area. A suggestion was made that photographs be taken of areas of flooding as these might provide useful evidence when objecting to planning applications. A request for Highways to deal with the footpath by the churchyard which is felt to be unsafe when there has been heavy rain;
2. a resident expressed the thought that if planning consent is granted for the former Leeds Children’s Holiday Camp she would consider the Development Plan Document (DPD) to be worthless;
3. the lack of ‘proper’ parking in the village (with reference to the issue of deliveries to the Co-operative store);
4. a comment on the plans for the Hawes Water nature reserve and questioning why cows are acceptable in the reserve, yet horses are not;
5. concern about the safety of the planned North-West Coast Access path for the Silverdale stretch;
6. concerns about the safety of the slide in the playground which is designed for use by older children, but which had been used by a 4-year old who might have been injured had she not been caught on exiting the slide by her grandfather;
7. a request for parish council support of funding applications for refurbishing the waiting room at Silverdale station. It was noted that the Friends of Silverdale Station can update the parish council on their discussions with the RSPB regarding possible access to the platform from the RSPB car park (with reference to the parish council’s agenda item on car parking next month). The matter of plants having been destroyed by Carillion’s (acting on behalf of Network Rail) indiscriminate use weed killer was also raised.

11771 Police Report
PC Massingham was not present at the meeting – it was noted that he had emailed the police report for Carnforth, Silverdale and Upper Lune Valley Area for the period 1st October to 30th November, but that not all the crimes and incident, known to have been reported, were recorded there.
It was noted that PC Massingham has conducted observations using both marked and unmarked vehicles in Silverdale at peak times and that he considered that some vehicles appear to be travelling too fast for the conditions, rather than at excessive speed. Due to health and safety limitations there are very few locations where PC Massingham can conduct speed enforcement in the village. Councillor Bennett reported on a Speed Indicator Device (SpID) that he has seen (which collects data and displays a ‘slow down’ message) for £3,250 + VAT. The Clerk reported that grants of £1.5K are available for the prevention of crime. Members noted that street parking can help with traffic calming. RESOLVED to: 1. apply for a grant towards the cost of a SpID; 2. ask PC Massingham to continue to patrol the village and educate drivers on the dangers of speeding; 3. write to Highways about the possibility of having double yellow lines at strategic points in the village to stop parking and to allow room for cars to pull in when there is oncoming traffic (and only sufficient space for one-way traffic); 4. press Mr Clive Grunshaw, the Police and Crime Commissioner for Lancashire, for a response to the council’s query about why Silverdale does not have a SpID.
11772 Report from City Councillor Nigel Goodrich
Councillor Goodrich reported that: 1. he has sent photographs of the recent flooding to Lancs. CC via Councillor Williamson and has raised the issue of gulley clearing with the Overview and Scrutiny Committee; 2. sensors are being introduced to litter bins as a part of Lancaster City Council’s (Lancaster CC) roll out of their digital strategy- these will indicate when they are full to the refuse collectors; 3. CCTV is to be used in areas prone to fly-tipping. Councillor Goodrich asked if there are any areas in Silverdale where the parish council would like CCTV cameras to be installed; 4. Councillor Williamson has asked for funding in the 2018/19 budget for road safety works to the A6. Councillor Goodrich is seeking a breakdown of the figures pertaining to fatal injuries in the area to see how many have taken place on the A6 around Yealand; 5. the signpost at the bottom of Bottoms Lane – the AONB have said that they will look at putting an additional sign on the post which currently only signifies ‘The Row’.

11777 Gait Barrows/ Hawes Water
Councillor Bennett reported on a meeting he attended at Gait Barrows on 17th November with three residents, representatives from the RSPB, the Forestry Commission and NE where the following matters were discussed: 1. publicity and communication in general; 2. the water level at Hawes Water; 3. the path from Challan Hall entrance/ wet meadow; 4. Little Hawes Water; 5. the area of beech trees near the sluice; 6. the main beech woodland area. Another open day has been arranged for 9th December and it was noted that NE have started to improve their communications.
11778 Planning
(1) It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a:
17/01362/FUL Lake View, Red Bridge Lane. Erection of an agricultural storage building and the creation of new gateway, access track and turning area. NO PLANNING OBJECTIONS. It was noted that the AONB have supplied a copy of their response to Lancaster CC regarding 17/016321/FUL Lake View, Red Bridge;

(2) The following planning applications were discussed, and comments made as indicated:
17/01411/PAM Emesgate Lane. Prior approval application for the installation of 12.8m smart metering street-works pole with 1 antenna, 1 equipment cabinet and 1-meter cabinet. If appropriate to object at this stage RESOLVED to raise PLANNING OBJECTIONS: 1. citing the DPD which states that all development proposals in the AONB must take into account the unique heritage assets and historic character of the area – The Royal is a ‘heritage asset’ and the cottage opposite The Royal is a listed building; 2. on the grounds that the mast would obstruct the bus stop and the pavement which narrows at the proposed location. Further RESOLVED to check Arqiva’s rights to put the mast in the proposed location with Lancaster CC.
17/00728/FUL 15 Cove Road. Erection of a bungalow with associated access. It was agreed that Members would formulate their OBJECTIONS on the grounds of: unacceptable backland development; insufficient space for an effective waste water system; access would be along an unmade narrow track which is mostly also a well-used public footpath and considered unsafe for side by side passage of pedestrians and a vehicle.

Demolition of open pole barn building, timber garage and part of barn to facilitate the change of use of the barn and outbuilding to a dwelling (C3), erection of a single storey link building between the barn and outbuilding, construction of a new boundary wall and creation of a new access. NO PLANNING OBJECTIONS.
(3) It was noted that the following decisions had been advised by Lancaster CC:
TPO 634 (2017) relating to Land SE of Haweswater;
TPO 634 (2017) REVOKED.
(4) RESOLVED to respond to an enquiry, from one of the home owners at Hazelwood Hall, stating that the parish council has no objections to the removal of the restriction whereby the properties at Hazelwood Hall can only be used as a second home and not a primary address.
(5) It was noted that the parish council has not received any communication about the appeal that has been made regarding the planning application for the Former Leeds Children’s holiday camp.
(6) It was noted that a letter has been received regarding the proposed demolition and new build on the site of Corner House, Woodwell Lane along with a request for the purchase of a strip of land, or access rights over it, to widen the drive and create a passing place. RESOLVED to discuss this request further with the proposer and discuss the matter in more detail at the next meeting of the council.
11779 Annual Parish Meeting
RESOLVED to book the Gaskell Hall for Wednesday, March 21st and to invite a spokesperson from the North West Coastal Footpath team.

(a) Councillor Bennett conducted the monthly check of all money received by the Council and found the records to be satisfactory. It was noted that there had been the following receipt: £80 – donation towards installing the new bench at Jenny Brown’s Point.

RESOLVED that the Clerk write to Mr Tony Orrell, former Chairman of Silverdale Community First Responders, to advise that the parish council understand that the First Responders Group might have wished to have been involved with how the funds are spent, but once the Group has disbanded this won’t be possible. The funds will, however, be used responsibly for First Aid equipment or services in accordance with the guidelines issued by the First Responders Group before they disbanded.
11781 Land and Registry
Councillor Bond reported that a solicitor is dealing with the registration of the parish woodlands, quarry and wells and Councillor Bond will swear an affidavit regarding Silverdale Parish Council’s ownership of the land before going to the Land Registry with the necessary documents.
11782 Streetscape
a) Traffic speeding – it was noted that this issue was dealt with under item 11771 above.
b) Notice board – Councillor Williams reported that the Gaskell Hall committee has agreed to the parish council supplying a new notice board when the Gaskell Hall re-paint the outside of building and have chosen the colour scheme – it was noted that this will be carried out in around six months’ time.
c) Flooding – it was noted that there are frequently instances of flooding which cause problems with access to the village – not just during periods of exceptional rainfall. RESOLVED to send a list of areas where flooding is an issue to Highways via Councillor Williamson and to keep a log of floods.
d) Deliveries to the Co-operative store – RESOLVED to continue to press Councillor Williamson for action on the request for waiting restrictions outside the Co-operative store and to ask for Councillor Goodrich’s help with this.
e) Defibrillator – it was noted that the power needed for this is only low voltage. RESOLVED to contact the residents neighbouring the Elmslack Road phone box to discuss possibilities for the provision of an electricity supply.
11783 Playground
RESOLVED to contact Mr Neil Morris (Lancaster CC) to ask that the repairs to the playground (seat for the aerial slide and replacement cargo net on the junior multi-unit) be carried out before Christmas.
Further RESOLVED to ask Mr Tim Lambert to cost a mobile pressure washer unit which would be used to pressure wash the hard surfaces in the playground and clean benches etc.
11784 External Works Chart
It was noted that this has been updated by Councillor Williamson and circulated to Members. RESOLVED that Councillor Bennett review the chart and recirculate it to Members before the meeting with Councillor Iddon (to be arranged).
