8618 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 1st October 2007.

8619 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors E. (Eve) Holden, A.J. (Tony) Houghton and S.L. (Shirley) Mason, the Deputy Clerk – S.D. (Sue) Hayward,
 PC 785 Steven Broadbent and one member of the public.

8620 Apologies for Absence: Councillors A.W. (Arthur) Graves, J. (John) Taylor, P.N. (Paul) Williams and County and District Councillor S.M. (Sarah) Fishwick.

8621 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 None.

8622 Minutes of the Previous Meeting
 The Minutes of the Ordinary Meeting held on Monday, 3rd September were approved and then signed by the Chairman.

8623 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Chairman referred to (i) item 8599 regarding the playing field – he informed Members that he is dealing with the issues raised and that he has received a copy of the RoSPA report, (ii) item 8604 (1) the next Chairmanship course is full but he intends to attend the next one, (iii) item 8604 (2)  he updated Members on the casual vacancy, explaining that a Notice of Casual Vacancy has been put on the parish council notice board and that if no Notice requesting an election has been received by the Returning Officer (signed by 10 electors) by Friday, 5th October the vacancy can be filled by co-option, (iv) item 8605 regarding Woodwell – he informed Members that he had met with Alan Ferguson.
 
 The Deputy Clerk referred to item 8607 advising that the Lancashire County Training Partnership training for Members will take place on 20th and 27th November, RESOLVED that the Deputy Clerk book a training room at the Methodist Church Hall or at the Institute if either is available.

 Item 8611 regarding pedestrian and parking facilities at the station – Members RESOLVED that this item be put on the agenda for the November meeting.

8624 Matters Raised by Members of the Public for Future Consideration
 A member of the public advised that the bulrushes at Woodwell should be removed, he also informed Members that the path leading from Hollins Lane to the shore is a bridleway.

8625 Update from the Community Police Officer
 PC Broadbent gave a verbal update. Three crimes have been reported in the last month: (1) the scout hut has been broken into and 2 tents stolen, (2) there has been a theft from the RSPB car park at Storrs Lane, (3) the window to the butcher’s shop has been damaged.
 
 PC Broadbent has also been identifying and dealing with speeding and illegally parked cars, Members asked if these could continue to be a priority and raised, in particular, problems with parked cars at the end of Spring Bank and on Shore Road and Emesgate Lane.

8626 Report from County and District Councillor Sarah Fishwick Councillor Fishwick was not present at the meeting and her report was not available.

8629 Planning
  (1)  It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
    07/01208/FUL  –  9 Challan Hall Mews, Ford Lane  –  erection of second floor balcony to front:  NO PLANNING OBJECTIONS.
    07/01179/FUL  –  20A Stankelt Road  –  erection of extension to house, installation of dormer windows in loft conversion and erection of extension to garage:  NO PLANNING OBJECTIONS.
    07/01306/FUL  –  4 Woodlands Drive  –  construction of dormer to the rear in connection with loft conversion:  NO PLANNING OBJECTIONS.

  (2)  It was noted that there were no planning applications requiring comment at the meeting.

  (3)  It was noted that the following decisions had been advised by Lancaster CC:
    07/00696/FUL  –  Burtonwell Cottage, 8 Bottoms Lane  –  erection of two storey extension to the east elevation and single storey extension to north elevation and storage building in garden:  GRANTED.

8630 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
  25 (a)  Parish Council Property and Functions
  It was noted that an advert had been placed in the Lancaster Guardian/Morecambe Visitor for the position of Clerk to the Council.

  25(b)  Non-Parish Council Property and Functions
  It was noted that a get well card has been sent to PC Bassinder via Carnforth Police Station on behalf of Silverdale Parish Council.

8631 Refuse and Recycling Bins
  Members noted that there are some narrow pathways in the village which are sometimes obstructed all day by wheelie bins and recycling boxes and they asked villagers to move any bins and boxes as soon as they are able to, out of consideration for less mobile residents. Members also noted their appreciation of the unobtrusive storage of bins and boxes by villagers and urged all villagers to store their bins carefully. Councillor Mason advised that several members of the public had expressed their concern over the lack of bins for dog waste, it was noted that dog waste can be deposited in any kind of bin.

8632 Village Wells
  RESOLVED that:
  1.  the Deputy Clerk write to Mr Phil Hargreaves to check on the progress of the works to Woodwell, as specified in his estimate of 3rd November 2006, and to remind him that a quarter of the silt is due to be removed (as RESOLVED at item 8477).
  2.  the condition of the wells be reviewed once a year with an agenda item on this subject every September.

8633 Computer Allowance
  It was noted that the Inland Revenue recommends a non taxable payment of £2 per week for home workers for the use of private computers. RESOLVED that the Deputy Clerk advise Members as to the cost of printing documents, over the period of a year, for Council business (being an associated cost) at the next meeting in order that this matter can be considered further.

8634 Clerk’s Hours of Work
  RESOLVED that:
  (1)  the Deputy Clerk contact LAPTC for advice on the number of hours a month recommended as being appropriate for a Clerk employed by a parish council the size of Silverdale
  (2)  the Chairman contact Mr Peter Challenor for advice on the same.

8635 Parish Council Office
  RESOLVED to defer a discussion on the provision of an office until a new Clerk is in post.

8636 Finance
  (a)  Councillor Holden conducted the monthly check of all money received by the Council and found the recent bank statements to be satisfactory.
  (b)  RESOLVED to authorise payments for the following accounts:
   Playsafety Ltd (annual inspection of children’s playground)  £91.65
   British Gas (electricity for Millennium Clock)     £14.07
   Ms V. Shiels (advert in Lancaster and Morecambe newspapers)    £220.86
   Mr Phil Hargreaves (monthly parish contractor work (inc. repairs to seat at Park Road) and repairs to Emesgate Lane old bus shelter area)       £588.50

  It was noted that the donation to the Royal British Legion, in respect of the Remembrance Day wreath, would be paid from the Chairman’s Allowance in November.

 
8637 Amenities Under Threat
  It was noted that correspondence had been received in respect of the post office closure programme (agenda item 9 (5)) and that public consultation is due to take place in January, at which time Members will strongly argue for the retention of Silverdale Post Office.

8638 Items for Information
  1.  Members expressed concern as to: (a)  the new structure in the grounds of Silverdale Hotel and whether there was a need for planning permission, (b)  the number of posters appearing in the village, both on lampposts and on grass verges, again the position regarding planning permission is unclear, (c) the number of branches overhanging the public highways and footpaths, some of which are obscuring the light from streetlights, vegetation should be kept within the resident’s curtilage.
  2.  Councillor Holden advised that: (a)  she has received complaint about the top soil and bag of sand left by Kay’s nursery, (b)  a member of the public had commented on the apparent change to the turnaround point of the Silverdale Shuttle which could be due to a new driver.

8639 Suggestions for Future Agenda Items
  None.

8640 Date of Next Meeting
  It was noted that the date of the next meeting is Monday, 5th  November. Items for the agenda  to reach the Acting Clerk before Friday, 26th October and copies of reports to reach the Acting Clerk before Monday, 29th October.
