12077 Confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 5th November 2018.

12080 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
Councillor Ribbons declared an interest in agenda item 16 e) pertaining to the re-start of the Silverdale newsletter.
12081 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Monday, 1st October were approved then signed by the Chairman.
12082 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
12029 – Members noted that the displaced kerb stone by the Co-operative store has been repaired.
12053 (3) – Councillor Bennett advised that the gate at the Cove has, on occasion, been found locked and reported one incident where a car and caravan had been locked in. Councillor Bond informed that it is not the RSPB who have been locking the gate, however, when the RSPB start to make a practise of doing so, they will display a notice to alert those accessing the Cove.
12059 (b) – the Clerk advised that the suppliers of the new notice board have issued 4 more keys at no charge.
12060 – it was noted that the position of Deputy Clerk has been advertised. Councillor Bennett queried whether, as an interim arrangement, it would be appropriate for the post to be a fixed-term contract, because the existing Council has only 5 of its 48 months let to run. This would allow the new Parish Council, when elected in May, the opportunity to review and determine if they wished to continue with, or re-arrange, the current scheme.
12070 – the Clerk reported that Mr and Mrs Wright have kindly agreed to provide the electricity supply for the tree lights in the children’s playground and that a new form of (battery) lighting is to be trialled at the library (the new lights are being supplied at no cost). Councillor Bond advised that the Gaskell Hall would like to participate (they already have 5 brackets in place) – their lights would need to be battery operated as well. RESOLVED to fund 2 trees for the Gaskell Hall (they would need to pay should they wish to have more than 2 trees).
12083 Matters Raised by Members of the Public for Future Consideration
The following points were raised:
1. with regards to Browns Footpath 14 – 2 residents spoke on this subject. Members were asked to look at the evidence provided by all sides and to speak to the villagers affected before making any comments. Members were also asked if they had seen a particular document pertaining to this issue, the resident then referred to various Acts which relate to public footpaths and subsequent court cases. In summary, the resident advised that no changes may be made to a County Council’s definitive map unless new evidence is available.
2. the length of time taken to resolve the issue of the footpath at Trowbarrow;
3. concerns around the planning application for 5 Wallings Lane with regards to the location of the septic tank and discharge of waste water which may have implications for flooding on Cove Road;
4. concerns around the planning application for 14 Levens Way and the appropriate treatment of sewage and waste water;
5. Christmas trees at the Gaskell Hall will be raised at their committee meeting.
12084 Police Report
There was no police representative at the meeting. [The police report for October has been emailed. One incident has been reported for Silverdale – an assault – the offender has been identified.]
Councillor Bennett informed that PC 3573 Robert Barnsley is now the Police Constable for Silverdale – he and 2 PCSOs cover the Upper Lune Valley area.
Councillor Houghton raised the issue of inconsiderate parking – vehicles are being parked on the pavement and pedestrians are forced to walk in the road. This is particularly dangerous during the darker months. A large vehicle is being parked on the footway outside the Gaskell Hall. Councillor Houghton pointed out that inconsiderate parking is also causing problems for emergency vehicles, he added that he has sent photographs of examples of dangerous parking to the police.
Councillor Wales raised the issue of the lack of a car park in the village. Councillor Bond advised that Lancashire County Council (Lancs. CC) have been approached about the possibility of the land by the British Telecom exchange being made available as a car park, but no action has been taken by Lancs. CC with regards to this. It was noted that, some time ago, the Masonic Hall offered the use of its car park when the Hall is not in use (e.g. during the Saturday coffee mornings at the Gaskell Hall). RESOLVED to check whether parking at the Hall is still a possibility.
As resolved in October (item 12071 (c) Councillor Bennett submitted an article for the parish magazine regarding parking. Due to shortage of space, the Editors held the article over. They have since confirmed their intention to include it in the combined December/ January issue.
12085 Report from City Councillor Nigel Goodrich
Councillor Goodrich reported that: 1. a meeting will be held shortly on Policing and Anti-Social behaviour; 2. road sweeping should take place in the village soon; 3. he has been contacted by a resident who is concerned that any additional water usage at the Gibraltar Farm campsite might affect the water pressure in the area.
Councillor Goodrich also reported on Lancs. CC matters on behalf of Councillor Williamson: 1. a Project Planner has been appointed to look at the road markings on the A6 (at the junction with Nineteen Acre Lane) and will monitor the area – it is hoped that action will be taken around Easter-time; 2. the request for a waiting restriction outside the Co-operative store is under review. Councillor Williamson has asked that the Co-operative store write to Lancs. CC about their request. Councillor Bennett reported that he has spoken with Councillor Iddon (Cabinet Member with responsibility for County Highways) who has advised that this matter is now first in the pile of applications to be dealt with and added that the Co-operative store is aware of the need to push this issue; 3. Councillor Williamson is looking to identify a contact person with regards to the issue of drainage onto the shore following the camera survey which took place some time ago. Councillor Houghton reminded Councillor Goodrich that the parish council is awaiting a copy of the DVD.
Councillor Wales asked for an update on action taken by Lancaster City Council (Lancaster CC) with regards to the Silverdale Golf Club car park. Councillor Goodrich advised that he wrote to planning and requested that action be taken as soon as possible. He will write again.
Councillor Houghton referred to his meeting with Mr Brian Hood from Lancaster CC with regards to bins, and advised that no action has been taken yet. Councillor Goodrich will write to Mr Hood.
12086 Report from County Councillor Phillippa Williamson
It was noted that this matter had been dealt with in 12085 above.
12087 Reports on any Meetings Attended by Members or the Clerk
Councillor Palmer advised that he has received the minutes of a meeting of the Executive Committee of the AONB which was held on 17th October – the parish council have been asked if they would like to nominate anyone for the AONB Bittern Award (for an individual or group who has made an outstanding contribution to the AONB).
12088 Deputy Clerk
RESOLVED that the interview panel for the post of Deputy Clerk comprise Councillors Bond, Houghton and Wales and the Clerk. It was noted that interviews have been scheduled to take place on 22nd November.
12089 Planning
(a) It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a:
18/01304/FUL 6 Levens Way. Erection of single storey side and rear extension and the construction of a dormer extension to the rear elevation. NO COMMENTS.
(b) The following applications were considered, and comments made as indicated:
18/01239/FUL Gibraltar Farm Campsite, Lindeth Road. Creation of hard standings for 37 pitches and associated access roads. It was noted that the farm is a grade 2 listed building. NO COMMENTS.
18/01343/FUL Land to side of 5 Wallings Lane. Erection of a dwelling house (C3) with associated access and parking. COMMENTS – Members were concerned about the adequacy of the septic tank which is close to the public footpath.
18/01357/FUL 14 Levens Way. Conversion of garage into ancillary accommodation, erection of garage to the front with link to existing dwelling house and construction of a rear porch. COMMENTS – Members were concerned about the disposal of sewage and waste water – it was noted that the septic tank is not indicated on the plans.
(c) Members referred to the planning application for The Corner House, Woodwell Lane (18/00380/FUL, item 11978 (July meeting)). Councillor Bennett circulated a plan of the property and marked a suggested realignment of the drive. RESOLVED that the Clerk write to the planning department to check on the progress of the application and reaffirm the comments made by the parish council (cc Councillor Goodrich).

k) a request to display a poster advertising a herd of Exmoor Ponies being grazed in Silverdale for 25 years;
l) notice that a Planning Inspector, Mr Richard McCoy, has been appointed to independently examine the soundness of the Local Plan documents and will shortly list the matters and issues that he wishes to consider at the local hearing sessions from 8 January 2019;
m) minutes of the 26th September meeting of the Trowbarrow LNR advisory group;
n) copy of a reminder to the police with photos to illustrate the parking problems near the Row entrance;
o) press releases concerning the change of name for the Same Day Access Centre (Morecambe) and Primary Care Assessment Service (Kendal) to Urgent Treatment Centres;
p) notice that the 11th edition of the Charles Arnold Baker publication regarding local council administration is available to order;
q) copies of correspondence regarding access and activities around Gaitbarrow and Hawes Water;

12092 Emergency Plan
It was noted that the invoice for the Broadband for the Rural North (B4RN) generator has been received. RESOLVED that the generator be delivered direct to the church. It was further noted that Councillors Bennett and Houghton have been given keys to access the emergency plan equipment at the Gaskell Hall.
12093 B4RN provision at the Gaskell Hall and Silverdale Institute
Councillor Bond reported that the availability of broadband for public use at the Gaskell Hall and Silverdale Institute has been raised as a part of the ‘Healthy Village’ initiative. RESOLVED that Councillor Bond draft a letter to B4RN to ask about broadband connection at both venues and the possibility of a subsidy for the ongoing costs.

(c) RESOLVED to authorise the restoration of the Chairman’s allowance of £185 per annum.
(d) RESOLVED that the Clerk ask the AONB for a report of work carried out in Silverdale over the last 12 months before considering whether or not the budgeted £700 should be donated (s137).
(e) RESOLVED to authorise the request for a s137 grant of £200 towards software and start-up costs for the re-introduction of the Silverdale e-newsletter. It was noted that Silverdale Hotel have contributed £200 as well and that having the newsletter will contribute to a ‘Healthy Village’ as it is a way of keeping villagers informed and in touch with community events etc.
(f) RESOLVED to discuss the Budget for 2019/ 20 at the next meeting of the parish council.
12095 External Works
Members noted that the finger post on the Green (to Clarence Cottages) has fallen down. RESOLVED that the Clerk notify the AONB and remind them that the finger post on Bottoms Lane still needs attention.
12096 Public Toilets
RESOLVED that Councillor Bond discuss Lancaster CC’s plans for the public toilets and the issue of access for those with disabilities with them. It was noted that the parish council has no information on how frequently the toilets are used. RESOLVED that Councillor Bennett investigate the possibility of a counter in order to ascertain usage.
12097 Healthy Villages
It was noted that the recent public meetings about the ‘Healthy Villages’ initiative had been very well attended. RESOLVED to fund the cost of hiring the Gaskell Hall for 2 more 2-hour sessions – one to promote digital literacy and another at which various village societies will be invited to hold stalls and promote the benefits of joining with their activities.
12098 Streetscape
a) Pillar clock – 1. Councillor Bennett advised that D.P. Mattinsons has inspected the paintwork on the clock and should shortly submit a proposal for how they would deal with removing the existing paintwork and a quotation for carrying out that work and re-painting the pillar; 2. RESOLVED that the Clerk ask Smith of Derby about the contract to service the clock and the possibility of a reduced rate if the Council agreed to, say, a 3-year contract.
c) Historic footpath signposts – Councillor Bennett advised that these are with the signwriters and should be ready soon.
12099 Playground
It was noted that Mr Lambert’s weekly playground inspection reports had been circulated on 30th September 5th , 13th and 16th October. It was noted that the roller system in the slider unit to the aerial slide is beginning to wear and will need replacement in the near future; RESOLVED that Councillor Bennett obtain a quotation for this. It was also noted that Councillor Bennett has tried adjusting the entrance gate, but the closer insert needs to be replaced. RESOLVED to replace this at a cost of £130 + VAT (it was noted that the insert will have a 12-month guarantee).
It was noted that reference to the Playground Management Committee has been removed from the parish council website as matters are now being discussed at parish council meetings.
It was also noted that the Clerk has prepared a notice for the playground notice board with regards to usage of the playground and giving her contact details.
12100 Co-operative Store
a) It was noted that an update on the delivery waiting restriction had been given under item 12085 above.
b) RESOLVED to defer indefinitely a discussion on the possibility of registering an interest in the Co-operative store building becoming an Asset of Community Value.
12101 Remembrance Day and WW1 Armistice 100th Anniversary
a) Councillor Bond noted that the WW1 Remembrance bench will be in place soon.
b) Councillor Bond advised that a working party will prepare the site this week ready for the beacon which will be lit on 11th November. A Risk Assessment has been carried out; marshalls will be present on the 11th and the area will be lit, but members of the public are invited to attend at their own risk.
12102 Road Safety
a) Councillor Bennett advised that the Police and Community Road Watch volunteers, who carried out speed enforcement checks recently, are not from Silverdale and the police have advised that they do not have the capacity to carry out more checks currently
b) Councillor Bennett advised that he may be able to make a temporary bracket for a Speed Indicator Device (SpID) with a view to evaluating its usefulness over a few days. RESOLVED that Councillors Bennett and Houghton research a suitable location and that Members discuss options at the next meeting of the parish council based on the usability of the SpID and data collected.
c) It was noted that new pedestrian markings are in place on Silverdale Road, Arnside (Cumbria County Council). RESOLVED that the Clerk contact Councillor Iddon with regards to the possibility of similar markings in Silverdale.

Councillor Wales advised that he has been approached by a resident who has offered to plant out the triangular grassed area at the junction of Lindeth Road and Shore Road.

23 Remembrance Day & WW1 Armistice 100th Anniversary
a) To note that the correct WW1 Remembrance Bench has now been received and a location agreed within the War Memorial site.
b) To confirm arrangements for the Beacon on 11th November 2018.
24 Road Safety
a) To receive an update concerning the local Lancashire policing team and an explanation regarding the actions of the “Community Speedwatch Team2 that was recieved last month.
b) To agree what actions can now be taken with regards to the SPIDs.
c) To note the new pedestrian markings in Arnside and consider whether to requst again that L County Council provide similar in Silverdale.
25 To note any “Items for Information” (no decisions or action permitted)
26 To receive items for consideration for a future agenda.
27 To note that the date of the next meeting is Monday 3rd December 2018 items and reports to reach the Clerk before 26th November.
