8833 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 7th July 2008.

8834 Present: Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, E. (Eve) Holden, A.J. (Tony) Houghton, D. (Dorothy) Kitson, S.L. (Shirley) Mason, J. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward, PC 2866 Tony Marsh, County and District Councillor S.M. (Sarah) Fishwick, Ms Rowena Lord, Property Manager, Morecambe Bay (National Trust), Mr Alan Ferguson, Warden-in-Charge, Arnside and Silverdale (National Trust) and 3 members of the public.

8836 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda

8837 Minutes of the Previous Meeting
 Councillor Taylor pointed out that item 8825 on the Minutes of the Ordinary Meeting held on Monday, 2nd June, in which the works necessary to the aerial runway are referred to, should read: “RESOLVED that the Clerk seek legal advice…as to the responsibility for repairing the runway…”. The Minutes were duly amended, approved, then signed by the Chairman.

8838 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Chairman referred to: (1)  item 8818, regarding the seat outside Silverdale School, and advised that he has been informed that this was purchased by Silverdale Horticultural Society and not by this Council, (2)  item 8830, regarding the proposed 20 mph scheme for Emesgate Lane, and advised that Lancashire County Council (Lancs. CC) has decided not to go ahead with this scheme.

 The Clerk referred to: (1)  item 8783, regarding the problem with overhanging trees on Slackwood Lane, and reported that she has asked if Highways could cut back the trees as a matter of urgency; it was noted that no action has been taken to date. Members RESOLVED to ask Councillor Fishwick if she could also alert Highways as to the seriousness of the situation, (2)  item 8804, regarding dog fouling, and reported that Lancaster City Council (Lancaster CC) has not sent any free supplies of ‘poop scoop’ bags; Members RESOLVED to ask Councillor Fishwick if she could ask Lancaster CC for some, (3)  item 8823 (correspondence item 2), regarding the Lancashire Fire and Rescue Service Risk Management Plan, and reported that, in response to her letter, Mr Peter O’Brien, Assistant Chief Fire Officer, has offered to attend a meeting of this Council to discuss ways in which the Fire and Rescue Service can help reduce risk in the Silverdale area; Members RESOLVED to invite Mr O’Brien to attend the August, September or October meeting, (4)  item 8823 (correspondence item 4), regarding risk management training, and advised that she has contacted the Society of Local Council Clerks to ask for copies of their training notes, (5)  item 8823 (correspondence item 10), regarding garden debris at the Royal Hotel, and informed that she had phoned the hotel to thank them for arranging the removal of the rubbish on Gaskell Close and that the overgrown vegetation was cleared prior to her phone call, (6)  item 8825, regarding the aerial runway, and reported that she had contacted the legal section of this Council’s insurers and had been advised that it is this Council’s responsibility to repair the runway as it had been guaranteed for only 12 months and had been fitted about 2 years ago, (7)  item 8830, regarding the seat at Bankwell, and advised that Mr Phil Hargreaves has stored the cast iron ends.

 Councillor Graves referred to item 8830 and advised that the leakage of effluent from the Silverdale Hotel has been dealt with.

8839 Matters Raised by Members of the Public for Future Consideration
 One member of the public wished to register her interest in having an allotment; Members noted that more than 6 residents have registered such an interest.

8840 Update from the Community Police Officer
 PC Marsh gave a verbal update: (1)  one crime has been recorded in the last month, this was a theft from Silverdale Golf Club, (2)  the motorcyclist, who had been observed exceeding the speed limit (reported at the last meeting), has not been traced, (3)  the hand held radar gun is being used to detect speeding motorists, (4)  the police are looking into deploying a Speed Indicator Display Sign in the area.
 Members confirmed that speeding and parking offences should remain as priorities for the police.

8841 Address from, and Discussion with, Ms Rowena Lord, Property Manager, Morecambe Bay and Mr Alan Ferguson, Warden-in-Charge, Arnside and Silverdale (National Trust)
 Ms Lord and Mr Ferguson gave an overview of the investment by the National Trust, the work carried out by, and the aims of, the Trust. Ongoing issues are problems with dogs and livestock; it was explained that the intention is to keep Bank House Farm as a working farm with low-input, low-intensity farming methods. Future issues include the consolidation of land acquisition and the Government’s proposals for coastal access. The Trust has an office at Bank House Farm where there are 4 members of staff – the Property Manager, 2 Wardens and one Administrator. The contact telephone number for practical queries or information on wildlife is 702815 (wardens) and for all other queries is 701178 (Property Office). RESOLVED that the Trust be invited to report at the Annual Parish Meeting and that contact be made with, or by, the Trust as and when necessary, rather than at regular meetings.

8842 Report from County and District Councillor Sarah Fishwick Councillor Fishwick reported that there is a problem with blocked gullies at various sites in the village. It was noted that Lancs. CC’s programme is to unblock gullies once every 2 years; RESOLVED that the Chairman write to Highways regarding this.

8843 Reports on any Meetings Attended by Members, or the Clerk
 1.  Silverdale Sports and Recreation Development Committee
 Councillor Kitson reported that she had attended a meeting at which the plans for a multi use games area had been discussed, Mr Simon Waterhouse and Mr Richard Hammond have offered to make a presentation to this Council about the games area.
 2.  Bus Services
 Councillor Taylor had attended a meeting with Mr Bob Roe (Lancaster CC) and Councillor Fishwick to discuss possible improvements to the bus services in Silverdale.
 3.  Newsletter
 The Chairman had attended a meeting of the various organisations in the village who produce newsletters, or similar publications, for Silverdale at which the possibility of producing a single newsletter had been discussed.
8844 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 1.  Mr Alston writes to express his interest in an allotment and suggests a potential site on Stankelt Road. He also asks about the future of the land behind the Royal Hotel and asks about land on Cove Road. RESOLVED that the Clerk reply to Mr Alston in answer to the various queries.
 2.  Network Rail inform of their intention to install a whistle board on the North bound railway line by 19th June 08.
 3.  Lancaster CC offer the chance to order spring bulbs (as e mailed).
 4.  Lancaster CC inform this Council of the new statutory arrangements for the referral of Code of Conduct complaints and offer the possibility of training on the subject should this Council be interested. Pairing of Councils suggested and venues sought.
 5.  Lancaster CC inform of their intention to undertake a Strategic Housing Land Availability Study. The District must accommodate 6,000 new dwellings over the next 15 years. Information on possible housing sites is requested and completion of a form on www.lancaster.gov.uk/callforsites.

 8.  Lancashire Police Authority advise of their intention to appoint three Independent Members to join the Authority and invite applicants.

 10.  Lancashire’s Municipal Waste Management Strategy – public consultation document, to 31/7/08.
 11.  Mr Murphy writes to inform that the shuttle bus does not take its usual route when the refuse is being collected on a Friday and hopes this Council can clarify the situation as to whether this is an official timetable diversion. RESOLVED that Councillor Taylor make enquiries about this matter.

8845 Planning
 (1)  It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
 • 08/00690/FUL 5 Wallings Lane  –  Demolition of existing shed and erection of a single storey extension to form a games room and landscaping works  –  NO PLANNING OBJECTIONS.
 • 08/00721/RCN Silverdale Golf Club  –  ask for removal of condition no. 6 relating to use of materials  –  NO PLANNING OBJECTIONS.
 (2)  The following planning applications were considered and comments made as indicated:
 • 08/00781/RENU Ridgway Park  –  wish to renew application no. 02/01032/FUL for erection of extension and alterations to Milnthorpe Lodge  –  NO PLANNING OBJECTIONS.
 • 08/00780/RENU Ridgway Park  –  wish to renew application no. 02/01022/FUL for the erection of a single storey extension to existing summer house  –  NO PLANNING OBJECTIONS.
 (3)  It was noted that no decisions had been advised by Lancaster CC.

8846 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
 25(a)  Parish Council Property and Functions.
 It was noted that the repair of the aerial runway has been arranged.
 25(b)  Non-Parish Council Property and Functions.
 It was noted that overhanging shrubs at various properties throughout the village have been, or are about to be, dealt with.

8847 Finance
 (a)  RESOLVED that the Annual Accounts for 2007/ 08 be approved and Section 2 of the annual audit form was completed and signed. It was noted that the Internal Auditor had some queries regarding PAYE, that the Clerk had checked these and that no action was necessary.
 (b)  It was noted that no money had been received by the Council since the last meeting.
 (c)  RESOLVED to authorise payment and sign cheques for the following accounts:
 • Playdale Playgrounds Ltd., repair of aerial runway  –  £187.53, cheque 600304
 • Mr Phil Hargreaves, Parish Contractor  –  £400, cheque 600305
 • Mrs Jean Colwell, Internal Auditor  –  £20, cheque 600306
 • Silverdale Bowling Club, donation (ref. Minute 8823)  –  £100, cheque 600307.

8848 Speed Indicator Display Sign
 It was noted that the police are looking to deploy a Speed Indicator Display Sign in the village. RESOLVED to suggest possible sites to the police at the next meeting of this Council.

8849 Signposts
 Councillor Williams reported that he had noticed two footpath direction signs in need of renovation – one on The Row and one on Stankelt Road. RESOLVED that Councillor Williams provide the Clerk with the map references and footpath numbers and that the Clerk advise the AONB office.

8850 Stonework to Playground Seat
 RESOLVED to defer considering the two quotes for the stonework beneath the intended seat in the playground to the next meeting of this Council.

8851 Items for Information
 1.  Councillor Graves advised that: (1)  there has been a problem with ball games being played in the centre of the village, (2)  a commercial vehicle is frequently parked outside the church gates, (3)  some of the white railings (to be found at various locations throughout the village) are in need of repainting.
 2.  Councillor Kitson reported a problem with dog fouling on the shore.
 3.  Councillor Mason noted that there has been a request for a community notice board on the playing field.
