8854 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 4th August 2008.
8855 Present: Chairman  –  Councillor T.G. (Terry) Bond, Councillors E. (Eve) Holden,

8858 Minutes of the Previous Meeting
The Minutes of the Ordinary Meeting held on Monday, 7th July were approved then signed by the Chairman.

8859 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
Councillor Taylor referred to item 8844, correspondence item 11, regarding the shuttle bus, and advised that he has contacted the bus service provider – bus drivers will be instructed to keep to the timetabled route, including on refuse collection days. RESOLVED to ask Councillor Fishwick if she could ask Lancaster City Council (Lancaster CC) if they can instruct the refuse collectors to give the shuttle bus priority when passing on the road.

8860 Matters Raised by Members of the Public for Future Consideration
One member of the public asked for an update on the provision of allotments; Members noted that, to date, 9 residents/ organisations have registered an interest and some possible sites have been identified (the sites concerned are not owned by this Council). Another member of the public asked if a road nameplate could be provided for Shore Road and asked if action could be taken regarding a problem with effluent leaking from Silverdale Hotel.

8861 Update from the Community Police Officer
PC Marsh gave a verbal update: (1)  two crimes have been reported in the last month – a purse has been stolen from a car parked at Silverdale Golf Club and some garden lights have been stolen from a property in Cove Road, (2)  PC Marsh was pleased to note that several people have notified him when they have gone on holiday and left details of any keyholders, (3)  licensing checks have been carried out at Silverdale Hotel and the police are not aware of any problems at present.

Members advised that any of the following sites would be appropriate for a Speed Indicator Display Sign: Stankelt Road (by Spring Bank), Emesgate Lane (by Silverdale School), Cove Road and Park Road.

Members confirmed that speeding and parking offences should remain as priorities for the police.


8862 Address from, and Discussion with, Mr Peter O’Brien, Assistant Chief Fire Officer and Mr Roger Balderstone of the Lancashire Fire and Rescue Service.
Mr O’Brien explained that the Lancashire Fire and Rescue Service is happy to explore any aspects of helping to reduce risk in the Silverdale area, for example, by co-responding with the ambulance or police services to help reduce response times. RESOLVED that the Chairman liaise with the First Responders regarding service provision, in the case of medical emergencies, then advise Mr O’Brien who will discuss the situation with the North West Ambulance Service.

It was noted that the Fire and Rescue Service carry out home fire safety checks, if requested (Freephone number: 0800 169 1125), the service is free of charge and involves the fitting of smoke alarms where necessary.

8863 Address from, and Discussion with, Mr Simon Waterhouse, Chairman of Silverdale Sports and Recreation Development Committee (SSRDC), and Mr Richard Hammond, Development Manager for Cultural Services (Lancaster CC), regarding plans for a Multi Use Games Area (MUGA) in Silverdale.
Mr Waterhouse explained the background to the plans for a MUGA which arose from a survey on sports, carried out in connection with the Parish Plan, in 2003. A tender document is currently being considered for a site at Silverdale School for use by Silverdale School and the community, some facilities would be provided free of charge and others would be chargeable in order to build up a fund for the maintenance of the MUGA. It is intended that applications be made to various charities for the capital funding of the MUGA; Lancaster CC is unable to provide any capital funding but is providing support with regards grant applications etc. If the scheme goes ahead it is proposed that it will be managed by Silverdale School governors, PTA and staff, the Church and SSRDC.

8864 Reports on any Meetings Attended by Members, or the Clerk
RESOLVED to bring forward agenda item 10.
1.  AONB
Councillor Taylor reported that he and Councillor Williams had attended the AONB quarterly management meeting at which the Annual Review had been circulated, and at which they had been advised that Mr Ian Henderson, AONB Manager, is retiring in September.
2.  Silverdale United Charities
Councillor Holden advised that she and Councillor Mason had attended a meeting and that an article would be put in the parish magazine publicising the charity.
3.  Playground
Councillor Kitson reported that she had attended a meeting regarding the playground and that signs have now been fitted regarding age limits etc.

8865 Report from County and District Councillor Sarah Fishwick
Councillor Fishwick reported that: (1)  she will try and get hold of some ‘Safety in the Bay’ leaflets for residents and visitors following a recent incident where 4 children had had to be rescued when they were cut off by the tide, (2)  she is joining Lancaster CC’s task group on allotments, (3)  she has notified Lancaster CC regarding a problem with bins being left in driveways by refuse collectors (after emptying), thus blocking access for cars, (4)  the footpath by Silverdale Institute is overgrown, (4)  she has contacted Highways regarding the overhanging trees on Slackwood Lane and has been advised that the trees will be attended to.

8866 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
1. LALC Minutes of the 208th Meeting and Refresh of the Community Strategy.
2. Response from G. Smith, regarding the requests from this Council about Silverdale Railway station.
3. Mr Alston asks if the Council could adopt the roadside garden between Townsfield and Cove Road and improve its appearance. It was noted that the land concerned is thought to belong to the National Trust.
4. Clerk and Councils Direct publication.
5. Society of Local Council Clerks offers free membership. RESOLVED that the Clerk apply for membership.
6. Illumination 2008.  Contains various Christmas lights for public display.
7. LALC details of Annual Conference, 3rd – 5th October, Case Studies Workshop, 9th September, Chairmanship Workshop, 15th October, Cross Bay Walk, 25th August.

8867 Planning
(1)  It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
• 08/00779/RENU Ridgway Park School  –  renewal of application for the erection of an extension to existing school building  –  NO PLANNING OBJECTIONS.
(2)  The following planning applications were considered and comments made as indicated:
• 08/00899/FUL Silverdale C of E School  –  erection of a single storey extension to front entrance  –  NO PLANNING OBJECTIONS.
• 08/00769/FUL The Summerhouse, 69 The Row  –  erection of a 5.1m x 4.5m timber cabin  –  NO PLANNING OBJECTIONS.
• 08/00911/FUL 31A Cove Road  –  erection of a conservatory to the rear  –  NO PLANNING OBJECTIONS.
(3)  It was noted that no decisions had been advised by Lancaster CC.
(4)  Members discussed planning application 08/00614/FUL 20 Emesgate Lane and RESOLVED that the Clerk write to Lancaster CC noting that this Council:
1.  considered the application in June and forwarded objections at that time,
2.  is aware that objections had also been raised by the AONB and the Gaskell Hall Committee,
3.  has not been sent a copy of the amended plans and has not had the opportunity to make comments,
4.  is surprised and disappointed that the application has been approved by Lancaster CC,
5.  would like to know of any planning conditions and how they are to be enforced.

8868 Railings
It was noted that the railings at the bottom of Slackwood Hill, the end of Emesgate Lane, the top of Hollins Lane and along Redbridge Lane are in need of maintenance and that they are the responsibility of Lancashire County Council (Lancs. CC). RESOLVED to ask Councillor Fishwick if she can check on Lancs. CC’s current policy for repainting railings.

8869 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)

It was noted that County Councillor Thomlinson has been contacted regarding the incomplete cleaning of the gullies.

8870 Finance
(a)  It was noted that no money had been received by the Council since the last meeting.
(b)  RESOLVED to authorise payment and sign cheques for the following accounts:

8871 Children’s Playground
It was noted that 2 tenders had been received for the tree seat (and accompanied works) in the children’s playground, RESOLVED to accept Mr Paul Holgate’s tender of £1,400 (being the lower estimate).

8872 Items for Information
1.  The Chairman advised that: (1)  the Silverdale Parish Council web-site and e mail address are temporarily out of order and that the Clerk can be contacted at heversham@tiscali.co.uk., (2)  he was disappointed that this Council had not received an invitation to the recent open day at Ridgway Park School.
2.  Councillor Holden reported that this Council had been thanked for arranging for the new ‘road narrowing’ sign to be fitted on Stankelt Road.
