8875 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 1st September 2008.
8876 Present: Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, E. (Eve) Holden, A.J. (Tony) Houghton, D. (Dorothy) Kitson, S.L. (Shirley) Mason, J. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward, PC 2866 Tony Marsh, Geraldine Smith MP and one member of the public.

8879 Minutes of the Previous Meeting
The Minutes of the Ordinary Meeting held on Monday, 4th August were approved then signed by the Chairman.

8880 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
Members referred to item 8865, regarding the overhanging trees at Slackwood Lane, and RESOLVED that the Clerk contact Highways to thank them for cutting back the bushes but ask them to view the poor standard of workmanship and ask if the trees can be attended to.

The Clerk referred to: (1)  item 8867, regarding the planning application for 20 Emesgate Lane, and advised that she has not had a reply to her letter to Lancaster City Council (Lancaster CC) as yet, (2)  item 8870, regarding two cheques payable to Mr Arthur Holgate, it was noted that they had gone astray in the post, the cheques have been cancelled and duplicate cheques will be issued, (3)  item 8872, regarding the Parish Council web-site, and advised that the web-site is to be reinstated with a new web-site address.

The Chairman referred to: (1)  item 8862, regarding the discussion with the Lancashire Fire and Rescue Service and, and advised that he has written to the First Responders about service provision and is awaiting a reply, (2)  item 8866, correspondence item 3, regarding the verge at Townsfield, and noted that the land concerned is private land, owned by the residents of Townsfield and not the National Trust, (3)  item 8868, regarding railings, and reported that Councillor Fishwick had been advised by Lancashire County Council (Lancs. CC) that they can provide the paint necessary to repaint the railings. RESOLVED to discuss this matter further at the next meeting of this Council.

8881 Matters Raised by Members of the Public for Future Consideration

8882 Update from the Community Police Officer
PC Marsh gave a verbal update: (1)  4 crimes have been reported in the last month – lead has been stolen from Bleasdale House School and Silverdale School, an outbuilding on Stankelt Road has been broken into and damaged and some golf clubs have been stolen from Silverdale Golf Club, (2)  the speed radar gun is in use, (3)  parking is being monitored but no parking offences were identified last month. Members noted that there is a problem with inconsiderate parking which causes problems for emergency vehicles, for example, (4)  PC Marsh noted that there have been problems with people camping on The Shore and will speak to the RSPB about this matter (being the owners of the land concerned). Members expressed concern about the litter left by campers.

Members notified PC Marsh that there have been complaints about older teenagers causing a disturbance in the children’s playground, PC Marsh was unaware of the problem as the matter had been raised with the Police out of hours, but advised that he would follow up the reports.

8883 Discussion with Geraldine Smith MP
Members discussed the following issues regarding Silverdale railway station and the train and bus services with Ms Smith:

1.  train fares not being collected when the train is full and, therefore, there is no record of the number of passengers using the train at peak times,
2.  the safety of passengers, who have to stand when the train is full (particularly school children travelling during peak times), and the safety of people crossing from one platform to the other as there are no warning lights or other controls,
3.  the provision of a ramp from the station platform to the RSPB car park; it was noted that Ms Smith would make enquiries about this matter,
4.  the extension of the Carnforth Connect service to Silverdale; it was noted that Ms Smith would contact the bus service provider about this possibility,
5.  the use of concessionary bus passes for rail travel; RESOLVED that the Clerk write to Lancs. CC about this possibility in view of the limited opportunities for bus travel out of Silverdale.

Ms Smith advised that she would try and arrange a joint meeting with this Council, the rail service providers and herself to discus issues 1 – 3 above.

It was noted that Ms Smith is sending a letter to every household in Morecambe and Lunesdale publicising a ‘Question Time’ event to be held between 7.00 – 9.30pm during September/ October at the following venues: Heysham High School (24th September), Morecambe Town Hall (25th September), Carnforth High School (30th September) and Lancaster Town Hall (1st October). The panel will comprise senior representatives from the Lancashire Constabulary, Lancs. CC, Lancaster CC, the Morecambe Bay Primary Care Trust and the University Hospitals of Morecambe Bay Trust.

8884 Report from County and District Councillor Sarah Fishwick
Councillor Fishwick was not present at the meeting and her report was not available.

8885 Reports on any Meetings Attended by Members, or the Clerk
1.  Playground
Councillor Kitson reported that she had attended a meeting of the playground where the idea of village children planting spring bulbs on the field had been raised. A permanent place is to be fitted on the field for plugging in the Christmas tree lights.
2.  Silverdale Sports and Recreation Development Committee
Councillor Kitson reported that a spatial survey is to be carried out on the land behind Silverdale School, in connection with the proposed plans to build a Multi Use Games Area (MUGA), and that applications for grants for the MUGA will need to be made through a charity.

8886 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
1.  Lancaster City Council  –  Inspection Strategy for contaminated land www.lancaster.gov.uk/contaminatedland – comments by 12/9/08.
2.  Police Authority Community Meeting PAC Newsletter  –  ‘Dialogue’.
3.  LALC write re: alternative names for Parish Councils, a planning workshop 28/10/08, a vacancy for a Clerk and appointments to the Commission for Rural Communities.
4.  LALC  –  2007/08 Accounts, booking form for studying for the Certificate in Local Council Administration (starts 11th November) and information on the National Minimum Wage.
5.  Lancashire Playing Fields Association Newsletter.
6.  Lancashire Fire and Rescue Service  –  Performance Report and Action Plan 2008.
7.  Lancashire District Transport Vision and Strategy Final Report.
8887 Planning
(1)  It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a, and comments made as indicated:
• 08/00937/FUL Letter Box Field, Ford Lane  –  retrospective application for the retention of a barn  –  PLANNING OBJECTIONS as follows:
1. The appearance of the proposed battens is still intrusive.
2. There is insufficient space for the planting to be practical (roots and overhanging).
3. The site is intrusive and should be moved to its original position.
4. Large building for keeping Exmoor ponies in.
5. If this retrospective application is approved it will set a precedent – enforcement of decision should be applied.
(2) The following planning application was considered and comments made as indicated:
• 08/00978/FUL Waterslack Garden Centre  –  erection of 16 holiday lodges and change of use of existing flat and farm shop premises to form a single dwelling  – PLANNING OBJECTIONS on the grounds that this Council is concerned that:
1.  the vehicular access appears to be constricted,
2.  the development is high density,
3.  the sewerage system might be inadequate,
4.  the parking is not adequate for the likely number of occupants and visitors,
5.  the lodges are not occupied for 52 weeks of the year (i.e. that they are used as holiday homes and not as principal dwellings).
(3)  It was noted that the following decision had been advised by Lancaster CC:
Tree Preservation Order made 6/8/08 No. 443 (2008)  –  Abbeyfield, Cove Road.

8888 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
25(a)  Parish Council Property and Functions
It was noted that action has been taken to restore this Council’s website and email address and that the annual fee of £64.59 for hosting the web-site has been paid by the Clerk and that a further cost of £176.25 for renewal of the Domain name is anticipated.
25(b)  Non-Parish Council Property and Functions

8889 Finance
(a)  It was noted that no money had been received by the Council since the last meeting.
(b)  RESOLVED to authorise payment and sign cheques for the following accounts:
• Mr Phil Hargreaves (Parish Contractor)  £400.00 (600313)
• Mr Tony Houghton (Basic Parish Allowance) £25.00  (600316)
It was noted that Mr Houghton’s cheque was a duplicate as the original cheque (600277) had not been cashed and was no longer valid.

8890 Gaskell Hall
It was noted that the proposal to install solar panels to the Gaskell Hall is to be discussed later in the week by the Gaskell Hall committee and that this Council might wish to make comments once the design and siting of the panels is clarified.

8891 Newsletter
It was noted that Members are concerned that steps are taken to produce a newsletter which is delivered to, and is free to, every household in Silverdale. The Chairman advised that he is currently looking at options, in particular the example of Halton, which was initiated by the Parish Council and is now self-funded, and will report back to a future meeting of this Council.

8892 Items for Information
1.  The Chairman advised that he had received a complaint from a resident about noise from Gibralter Farm at the weekend.
2.  Members noted that the wall on Stankelt Road and the wall on The Shore, owned by the National Trust, are still in need of attention.
3.  Councillor Mason reported that the area around the public toilets needs clearing of brambles and litter.

8893 Suggestions for Future Agenda Items
1.  To consider buying spring bulbs for the children’s playground (Councillor Kitson).
2.  To consider whether or not it is possible to redefine the area covered by the charity that was set up by this Council in order to apply for grant funding for the playground, to include the land behind Silverdale School (with a view to applying for grant funding for the proposed MUGA) (Councillor Kitson).

8894 Date of Next Meeting
It was noted that the date of the next meeting is Monday, 6th October 2008. Items for the agenda to reach the Clerk before Friday, 26th September, and copies of reports to reach the Clerk before Monday, 29th September.
