9135 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 3rd August 2009.

9136 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, E. (Eve) Holden, D. (Dorothy) Kitson, S.L. (Shirley) Mason, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward and 2 members of the public.

9137 Apologies for Absence: Councillor A.J. (Tony) Houghton, PC 2866 Tony Marsh and County and District Councillor S.M. (Sarah) Fishwick.

9138 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
9139 Minutes of the Previous Meeting
 The Minutes of the Ordinary Meeting held on Monday, 6th July were approved then signed by the Chairman.

9140 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Clerk referred to: (1)  item 9127, regarding the Speed Indicator Display Sign (SPiD), and advised that Police Sergeant David Forshaw will check that Stankelt Road is a suitable location for deploying a SPiD and, if so, will arrange for one to be put there, (2)  item 9132, regarding weeds around the seats, and reported that Mr Paul Holgate would be trimming around all the benches but had dealt with those in most need of attention first, (3) item 9132, regarding various locations where hedges and vegetation are overgrown and causing an obstruction, and advised that she has notified Mr Dave Berry of Lancashire County Council (Lancs. CC) Highways department, (4) item 9132, regarding the hedges on Gibraltar Lane, and noted that Ms Rowena Lord (National Trust) is finding out which landowners are responsible for those hedges which do not belong to the National Trust and has asked which stretches of hedging are causing a hazard. RESOLVED that the Chairman advise the Clerk as to the specific locations. The Chairman referred to item 9132 and reported that Highways have been to the village to start cleaning out the gullies.

9141 Matters Raised by Members of the Public for Future Consideration
 A member of the public raised his concern as to the number of incidents involving anti-social behaviour in the village on Saturday nights/ Sunday mornings, for example, a car number plate and wing mirror had been ripped off, the post office widow had been broken and benches from The Royal Hotel had been dragged into the middle of the road. The police were informed but it was felt that the Parish Council should be made aware of such incidents and ask the police if the village could be patrolled on Saturday nights.

 Another member of the public expressed her dismay as to the number of retrospective planning applications made by Lancaster City Council (Lancaster CC) and was concerned as to Lancaster CC’s criteria for considering whether or not applications should be passed.

9142 Update from the Community Police Officer
 The police were not represented at the meeting and their report was not available.

 RESOLVED that the Clerk write to PC Marsh and PS Forshaw to advise of this Council’s concern regarding the number of disturbances in the village on Saturday nights/ Sunday mornings, request a police presence in the early hours of Sunday mornings and ask for confirmation that reports of the incidents referred to by a member of the public (above) had been received. RESOLVED that the police be asked to deal with this as a priority along with inconsiderate parking.

9143 Report from County and District Councillor Sarah Fishwick
 Councillor Fishwick was not present at the meeting and her report was not available.

9144 Reports on any Meetings Attended by Members, or the Clerk
 1.  200 years of Silverdale
 The Chairman reported that he had attended a public meeting on 14th July regarding Silverdale village’s 200th year anniversary celebrations – a number of ideas had been put forward and had been circulated to Members. Another meeting is to be held in October.
 2.  RSPB
 The Chairman had attended a meeting with Mr Robin Horner, from the RSPB, to discuss camping on the shore; Mr Horner has given 2 mobile telephone numbers which can be used by Members to notify the RSPB if campers are present on RSPB land during out of office hours. It is RSPB policy that 2 members of staff are present when asking campers to leave.

9145 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 a)  Mr Vreede protests about the installation of hard standings and roadways in two fields at Hollins Farm done without permission (SL/2009/0373 and 0374) and about the proposal for chalets at Holgate’s.
 b)  Skipton and East Lancashire Rail Action Partnership (SELRAP) writes to give an update and suggests the Council becomes a member for £10 pa.  RESOLVED that this Council becomes a member.
 c)  Lancaster CC Planning Dept. inform of future plans to undertake a survey of key villages over the next 2 months to identify local housing needs and the provision of key services. They suggest that this Council arrange to confer.
 d)  Lancashire County Training – Community Engagement with Case Studies Workshop, £20, 23/9/09, 7-9pm; New Councillors Training, £50, 3/10 and 17/10/09, 9.15-12.15pm;  Chairman’s Workshop, 21/10/09, 7-9pm.  LALC Newsletter July 2009. It was noted that a new councillor might be in post by October and wish to attend the new councillors’ training session.
 e)  NHS North Lancashire.  Consultation on the future delivery of functional inpatient mental health services. Ends 21/9/09.  RESOLVED that the Chairman respond to this.
 f)  Keer to Kent publication.
 g)  Clerk and Councils Direct.
 h)  RoSPA informs of its intention to carry out the annual playground inspection in August 2009.
 i)  Mrs Turnbull supplies a copy of a letter sent to the South Lakeland District Council (SLDC) Planning Department objecting to the new chalets at Holgate’s.

9146 Planning
 (1)  It was noted that the following planning applications had been dealt with under the provisions of Standing Order 25a and comments made as indicated:
 09/00535/FUL Croziers Croft, Moss Lane.  Erection of extension to the rear to form a link between the kitchen and conservatory.  NO PLANNING OBJECTIONS.
 09/00422/OUT. Land to the rear of Brentim Cottage, Shore Road.  Outline application for the erection of a new dwelling and treatment plant.  NO PLANNING OBJECTIONS.
 (2)  The following planning application was considered and comments made as indicated:
 SL/2009/0558 Land at Holgates Caravan Parks Ltd, Middlebarrow Plain.  Siting of 10 timber clad twin unit caravans with associated access, landscaping and installation of private sewerage treatment plant.  Comments before 12th August 2009.  PLANNING OBJECTIONS on the following grounds:
 1.  The land is within the AONB; it is the policy of Arnside and Silverdale AONB and the planning authorities (SLDC and Lancaster CC) that the site should not be extended.
 2.  Vehicular access to the caravan parks is a problem.

 RESOLVED that the Clerk also write to Lancs. CC Highways regarding the proposed development explaining this Council’s objections and requesting that:
 1.  A reduction in the speed limit from 60 mph to 30 mph be considered for the stretch of road from the Lancashire/ Cumbria county boundary to the existing 30 mph area; this Council is particularly concerned about the problem of increased traffic as Holgates Caravan Parks Ltd has also recently taken over the Hollins Lane site.
 2.  Local landowners be consulted with a view to providing a concessionary footpath from the county boundary to the area of road where traffic speed is restricted to 30 mph.
 It was noted that these points are included in the Parish Plan.

 RESOLVED that the Clerk copy the letters to Lancaster CC and Lancs. CC to each other for information.
 (3)  It was noted that no decisions had been advised by Lancaster CC.

9147 War Memorial
 It was noted that Mr Paul Holgate had suggested a number of improvements to the War Memorial Gardens, RESOLVED to invite him to submit a tender based on the specification previously advertised by this Council.

9148 Parish Plan
 Members reviewed the short, medium and long term aims of the Parish Plan, it was noted that many of the aims had been achieved or were ongoing. RESOLVED that Members consider how the aims of the plan can be progressed further (including identifying a site for tennis courts and a new location for the police notice board (currently behind the door of the Co-operative store)) and to discuss this matter at the next meeting of this Council.
9149 Siren
 The Clerk advised as to the siren provision at Arnside; it was noted that SLDC provide the siren and pay for someone to sound it; the Chairman of Arnside Parish Council displays the tide tables and derives them from the tables published for Barrow. Mr Ged McAllister, the Engineering Manager at Lancaster CC, has said that it is extremely unlikely that this Council’s request for a siren can be accommodated but has asked for information as to a suitable location and he might be able to advise on appropriate signage. RESOLVED to discuss this matter at the next meeting of this Council.

9150 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
 25(a)  Parish Council Property and Functions
 It was noted that the Clerk had contacted Mr Paul Holgate following the receipt of a letter from a parishioner reporting the need for repair to two public seats in the southern part of the village.
 25(b)  Non-Parish Council Property and Functions

9151 Finance
 a)  Councillor Holden conducted the monthly check of all money received by the Council and found the records to be satisfactory. It was noted that a cheque for £132.46 had been received in respect of a VAT refund.
 b)  RESOLVED to authorise payments and sign cheques for the following accounts:
 Balance of the playground money for the new account £4,173.00 (600391)
 Mrs S. Hayward, salary & expenses       £389.20 (600392)
 Gaskell Memorial Hall, room hire           £8.00 (600393)
 Mrs L. D. Challenor, salary and expenses    £1235.63 (600394)
 SELRAP, membership          £10.00 (600395)
 c)  RESOLVED not to put the donation from the Silverdale Sports and Recreation Committee (£1,690.50) into the playground account. RESOLVED to identify this amount in the budget as a fund to be used for sports equipment etc.

9152 Playground
 Councillor Kitson presented the 3-year plan for the playground. It was noted that the playground committee will be making a request to this Council for financial assistance in order to achieve the vision outlined in the plan. RESOLVED to ask the parish magazine to publish the plan and to ask Mr Steve Lamb to put a copy on this Council’s website.

9153 Resignation
 It was noted that Councillor Kitson is resigning as Parish Councillor and that the August meeting would be the last to be attended by her. Members wished to record their thanks for all Councillor Kitson’s hard work.

9154 Items for Information 
 1.  Councillor Graves noted that the footpath between Bank Well and Burtonwell is very overgrown with trees.
 2.  Councillor Mason reported that: (a)  the door to the telephone box at the bottom of The Row is difficult to open due to the overgrown vegetation, (b)  the wooden partition outside the public toilets is rotten, in parts, and in need of attention.
 3.  The Chairman advised that: (a)  he and Councillor Fishwick will be attending a meeting at Lancaster CC on 4th August to discuss the Lancaster CC policy on Tree Preservation Orders, (b)  members of the public should be aware of any hedges or trees which are on their property and which overhang the footpaths and highways causing a hazard or obstruction, any growth should be cut back as necessary.
