12489 Minutes of the Previous Meeting The minutes of the Ordinary Meeting held on Monday 6th January 2020 were APPROVED.

12474b ii) Village Directory – The church has an agreement with the printers for special rate printing costs, so the lowest cost to the community is for the Village Directory group to arrange and pay for printing and for the Parish Council to refund them. The Directory will now hopefully be going out with the February edition of the Parish Magazine.
12491 Matters Raised by Members of the Public for Future Consideration
Mr. Bennetts wished to put forward his reasons for wanting to be the Parish Council’s representative for the Archbishop Hutton Trust, his family, historically had benefitted from Alms houses when in need and he wished to ensure others could benefit in the future. The subject of St. John’s Primary School roof was raised; the appeal is going well so far and works are expected to start around June for 8 weeks, although more money needs to be raised. Mr. Bennetts thanked the Council for the donation received.
A member of the public informed the Council that they had reported a problem with unsafe paving outside the Doctor’s surgery which Cllr Williamson is following up with County Council. They felt that the Gait Barrows guided walk on Sunday 2nd Feb 2020 wasn’t sufficiently publicised and not far enough in advance of the event.
A resident expressed concern over the efficiency of the road gullies/drains especially along Emesgate Lane, in the recent rains there was a great deal of water flowing towards the school.
12492 Police Report Sergeant Brown reported that there had been 14 incidents in Silverdale since the last meeting including: 6 missing person reports, 3 domestics, 2 burglar alarms going off and an RTC involving wing mirrors. A Land Rover was stolen from the garage on Shore road. Due to a prompt telephone call to the police from a witness, a full response was mounted and the offenders were chased and caught. Some other vehicles were also recovered from this gang and returned to their owners. Sgt Brown emphasised that it is important to secure your home and vehicles and remain vigilant as out of area gangs are targeting rural communities.
Crimes in the district – Quad bikes are still being stolen in the Lune Valley side of the area and there have been 2 rural house burglaries in this area also. Deer poaching is still ongoing mainly in the Cumbria district.
Cllrs advised Sgt Brown that parking remains a problem and there have been problems getting the Fire engine through where cars are parked opposite to each other.
Sgt Brown informed the meeting that the Police force is recruiting now and if anyone is interested in training to be a police officer, now is the time. There will be a training unit based in Morecambe.
12493 Silverdale Hoard – Carolyn Dalton, the Lancaster City museum manager spoke about displaying the hoard in Silverdale library. The security of the library will be upgraded and she will liaise with Sgt Brown to ensure the hoard will be safe. There will be many sources of information regarding the hoard and its context and it’s hoped local residents will come to see it and learn about that period in history. They will be involving local schools to have living history days. The AONB and Oxford Archaeology North will be working together to create a virtual landscape of the period, to put the find in its geographical as well as historical context. Carolyn has applied to the Heritage fund for a grant of £96,000 to cover all aspects of showing and protecting the hoard. She will return to the April Parish Council meeting to update the Council on the success of the application.
12494 Report from City Councillor June Greenwell – Cllr Greenwell reported that City Council has agreed a Council tax increase of £5 for a band D property, with proportional increases for the other property bands. She continues to try and make progress with Care agencies regarding Emergency planning, but has received no response so far and has requested help from the County Council.
The informal proposal from Cllr Greenwell that the Healthy Village groups be requested to keep the Parish Council informed of any work they are involved with that relates to a service provided by the City or County Councils and to ensure they have Parish Council approval before entering into any formal discussions, was unanimously accepted.
12495 Report from County Councillor Phillippa Williamson – Cllr Williamson reported that it is a busy budget period at the moment. One focus for this year’s budget is adult and children’s social care, for which there is an increasing demand. The Council are planning on building and strengthening links with the NHS to help bring down costs.
Cllr Williamson reported that she has been dealing with some parking and speeding issues raised by Silverdale Cllrs.
12496 Reports on any Meetings Attended by Members or the Clerk – The Clerk and Deputy Clerk had had a meeting to cover any issues which may have arisen from the Deputy Clerk’s finance training course. It was AGREED for the Deputy Clerk to undertake an initial review of Risk Assessment policies. They also took the opportunity to conduct the annual appraisal for the Deputy Clerk, the Clerk was happy with her work over the last year and the Deputy clerk was enjoying her work.
Cllr Greenwell reported that she had attended the drop in session on Saturday 1st Feb at The Green Room, Gaskell Hall run by the Natural England Reserve Staff, which was informative. There were around 200 people in the hall and consequently parking was impossible. She suggested that in future, event organisers should take into account arrangements for parking.
12497 Community Engagement recruitment – Cllr Bond reported that following a meeting with Jonas Bartle in December he has a list of roles/tasks that the Council may wish to consider for engaging a Community Champion Volunteer. Of particular interest is recruiting young people in the community to attend Parish Council meetings to help give a voice to the concerns of younger residents and local road safety and parking.

12499 Planning Matters
(a) It was noted that the following Planning Applications were dealt with under the provisions of Standing Order 25:
• 19/01464/FUL RSPB, Leighton Moss, Storrs Lane, Yealand Redmayne. Engineering operations comprising the raising and lowering of land levels to create ditches, bunds, pools and an island feature and the installation of a sluice to form an independent hydrological cell. – No comments.
• 19/01433/FUL 14 St Johns Avenue. Amendments. Erection of a two storey rear extension and single storey link extension to garage, installation of a pitched roof to existing front porch and removal of a chimney. – Comments covering sewage and plans/elevations submitted.
• Works to Trees 20/0002 TPO, 2A Stankelt Road. Holly1 & Holly 2 -Fell; Beech 1 – reduce by 3-4 metres, Beech 2 – removal of dead and overhanging branches – No objections.
(b) The following Planning Applications were considered:-
· 20/00038/FUL 19 Townsfield. Demolition of conservatory and outbuilding and erection of a 2 storey dwelling and installation of a package sewage treatment plant. Concerns over vehicular access and wastewater/sewage issues, Clerk to send letter.
· 19/0841/FUL Mawsons House, Lindeth Road. Erection of single storey side extensions and timber outbuilding for water storage. Council supports this application.
· 20/00073/ADV Eaves Wood & Jack Scout, Chapel Lane & Lindeth Road. Advertisement application for the display of two non-illuminated freestanding signs no objections
12500 Clerk’s report of any action (other than consideration of Planning Applications) taken under the provisions of Standing Order 25:
25(a) Parish Council Property and Functions – Council support the proposal that the Silverdale Hoard be displayed in Silverdale library with adequate security measures being in place. A letter of support has been sent.
Extra materials were required for the repair of the benches, Cllrs had agreed to the expenditure of £50.

NB Christmas lights – as the trees went up shortly before Christmas instead of the full month and initially some were not working the Council were in agreement that the Clerk should contact the supplier and offer half the cost of the trees, which would be £350.
12502 Toilets – the tender document was approved with the addition to Part one, item 4 of ‘and alert the Clerk of any problems or issues’.
12503 Coastal Path – it was AGREED to comment again that the high tide is dangerous and the shoreline changes frequently, which will cause issues with safety on certain parts of the path round Silverdale and with the exclusion areas on the Bay. The Chairman is attending a meeting on the 4th Feb and will raise these issues there as well.
12504 Emergency Plan – Cllr Bennett will advise on a new date for the run through. Alan Walker has replaced fuel in cans and generator tank and carried out an oil change service on generator.
12505 External works chart – No changes
12506 Streetscape
a) SpIDs – it was AGREED for the Clerk to contact Alan Cox and request installation of the brackets for the SpIDs on the four main road sites in the village. The Parish contractor has agreed to undertake the necessary training and to trial the SpIDs for 1 month.
b) Defibrillators – The Community First Responder group are willing to undertake checking of the defibrillator on Lindeth Road as soon as they have more than one member trained.
c) Benches – Cllr Bennett reported that there are 2 more ‘kits’ ready to be fitted and the benches should be done by Easter.
d) Outdoor Gym equipment – Cllr Bond has been costing equipment and consulting with a local fitness trainer. It has been suggested that a track around the edge of the field suitable for runners, wheelchair users and pushchairs/buggies would be desirable. Gym equipment purchased would be suitable for both adults and children and would be sited along the side of the field. Sport England is advising re the possibility of a grant for all or part of the cost. The council APPROVED these plans and Cllr Bond will approach the Institute committee for their input and approval.
e) Highway verge maintenance – Cllr Bennett felt that following recent meetings there is real progress being made now. A plan of action and areas of concern have been agreed. Regarding flooding – any resident can ring the County Council in an emergency on their general number.
Cllr Houghton was called away at this point in the meeting (21:04)
The possibility of offering to be a rural pilot for the Council’s ‘deep clean’ service was raised at a recent meeting at Cove Orchard, Silverdale. Cllrs commented that they were pleased that they could use this venue for such meetings. A ‘deep clean’ would entail all streets in Silverdale being cleaned; residents would be informed in advance. Cllr Bennett proposed that Silverdale offers to be the rural pilot which was AGREED by all Councillors.
f) It was noted that Lancashire Police have a new notice they may affix to vehicles they consider to have been parked in inconsiderate or unsuitable positions. The notice is intended to help the vehicle owners understand the legal requirements relating to parking or leaving vehicles on the public highway and in the first instance, avoid formal enforcement action.
12507 Playground matters –
a) There were no urgent actions required this month.
b) Christmas lights were removed from the tree in the Playground, cleaned, checked for damage and stored.
c) The ownership of the section of boundary wall is still being investigated, the Clerk to contact the owners of the property to seek confirmation. An estimate was received from Glyn Walsh – To rebuild the wall, stripping it out to a length of 4.5 metres to be able to key back into sound wall – cost £420.00. Extra costs may be incurred due to the ivy and its roots and if any further stone were to be required.
d) All but one of the panels on the multi-unit has now been fitted. The last one should be completed by mid-February.
e) Repair/replacement of wet pour areas – Artificial turf over a compliant sub layer, tapered down and fixed without edging boards under the surrounded grass, looks to offer longevity and low maintenance. Cost for various options to be obtained.
12508 Wreaths – it was AGREED to request that St John’s School bursar orders 2 wreaths for the Parish Council when ordering the schools in June/July; for the Parish Council’s use in November 2020.
12509 Annual Assembly speakers – The Annual Assembly will be on the 19th March at 7:30pm at the Gaskell Hall. The Chairman confirmed there would be a speaker from Eden Project North and the Police and Crimes commissioner, Clive Grunshaw, will speak about his role and any significant events in Silverdale over the past year. Alan Ferguson will speak on environmental issues in particular the problem of ‘nurdles’ on Silverdale shores. The Chairman will include an update on the Healthy Village groups in his report. City and County Councillors are to submit a report in writing.
12510 Parish Council website – it was AGREED for Steve Lamb to upgrade the structure of the Parish Council website to improve appearance and to bring it in line with new accessibility rules which come into force in Sept 2020.
12511 Mr Jim Bennetts was APPROVED unanimously to be the representative of Silverdale Parish Council on the Archbishop Hutton Trust. Cllr Bond will write to inform the trust and liaise with Mr. Bennetts.

18 Emergency Plan. To update on progress to complete the measures identified on the run-through procedures and ascertain whether there is anything left to complete.
