9328 Un-confirmed Minutes of an Extraordinary Meeting of the Silverdale Parish Council held in the Gaskell Hall, Silverdale on Monday, 22nd March 2010.

9329 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, A.J. (Tony) Houghton, S.L. (Shirley) Mason, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor and the Deputy Clerk  –  S.D. (Sue) Hayward. There were no members of the public present.

9330 Apologies for Absence:  Councillor E. (Eve) Holden.

9331 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 Councillor Mason expressed an interest in agenda items 3 and 4 in that she lives opposite the public toilets.

 Councillor Williams also expressed an interest in agenda items 3 and 4 in that he has submitted a tender for the care and cleaning of the toilets.

 Councillor Taylor expressed an interest in agenda item 8 in that he is related to a resident of Elmslack Court.

9332 Tenders for the Care and Cleaning of the Toilets
 Councillor Williams left the meeting whilst agenda items 3 and 4 were discussed.

 It was noted that one tender for the care and cleaning of the toilets had been received and that this was from Mr Paul Williams. RESOLVED:
 1.  to accept Mr Williams’ tender for labour at a cost of £2,100 to take effect from 1st April 2010 for a period of one year. It was noted that in order for Mr Williams to be covered under this Council’s insurance policy the Council must provide all cleaning equipment and supplies,
 2.  that Mr Williams purchase any necessary items and obtain VAT invoices which should then be submitted to this Council. It was noted that public liability would be covered by this Council’s insurance policy but that the toilets should be left as hazard free as possible e.g. the floors should be left as dry as practical,
 3.  that Councillor McNaughton produce a laminated notice warning of possible wet floors, 4.  that the Clerk look into the possibility of providing an honesty box for donations towards the upkeep of the toilets.

 It was noted that Lancaster City Council is to approach the Probation Service regarding the possibility of painting the toilets.

9333 Insurance Cover
 The Clerk reported that the insurance cover for the internal electrics and pipes would be covered by this Council’s insurers at no extra cost until renewal is due in June, the cost thereafter will be an additional £20.79 per annum.

9334 Tenders for Strimming
 It was noted that one tender had been received for the strimming of growth around the bottom of the railings (including fuel and strimmer cord) and that this was from Mr David Wain. It was noted that the tender did not include removing any rubbish.  RESOLVED that the Clerk contact Mr Wain to clarify that the strimming will need to be carried out in phases (depending on when each stretch of railings is to be painted) and check that the tender price still stands.  RESOLVED that this matter be discussed at the next meeting of this Council.

9335 Children’s Playground
 RESOLVED that a one-off donation of £642 (under section 137) be made to the Silverdale Children’s Playground Charity to enable the payment of an outstanding invoice. It was noted that the Charity would need to plan its future expenditure.
9336 Finance
 RESOLVED to authorise a payment and sign a cheque for the following account:
 Silverdale Children’s Playground       £642.00  (600424)

9337 Planning
 The following planning applications were considered and comments made as indicated:
 10/000196/FUL  4 Elmslack Court.  Erection of a porch to the side.  NO PLANNING OBJECTIONS.
 10/00195/FUL  3 Elmslack Court.  Erection of a dormer extension.  NO PLANNING OBJECTIONS.
 10/00224/FUL Croziers Croft, Moss Lane.  Replacement of existing animal feed store.  NO PLANNING OBJECTIONS.
