9359 Un-confirmed Minutes of the Annual Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 10th May 2010.

9360 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors E. (Eve) Holden, A.J. (Tony) Houghton, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Deputy Clerk  –  S.D. (Sue) Hayward, County and District Councillor S.M. (Sarah) Fishwick and one member of the public.

9361 Non-attendance: Councillor S.L. (Shirley) Mason.

9362 Election of Chairman
 RESOLVED that Councillor Bond be re-elected as Chairman. Councillor Bond signed his Declaration of Acceptance of Office and took the Chair.

9363 Election of Vice-Chairman
 RESOLVED that Councillor Houghton be re-elected as Vice-Chairman.

9364 Apologies for Absence:  Councillor A.W. (Arthur) Graves, the Clerk  –  L.D. (Denise) Challenor and PC 2866 Tony Marsh.

9365 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 Councillor Williams expressed an interest in agenda item 19 in that he is employed (as a member of the public) to clean the toilets.

9366 Minutes of the Previous Meetings
 The Minutes of the Ordinary Meeting held on Thursday, 8th April were approved then signed by the Chairman.

9367 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Chairman referred to item 9311, regarding the painting of the railings, and reported that work has now started.
 Councillor Williams referred to item 9352, regarding the public toilets, and advised that work has also started on the painting of the toilets.

 Councillor Houghton referred to: (1)  item 9352, regarding a donations box for the public toilets, and reported that safes can be purchased from DIY stores for approximately £20, (2)  item 9203, regarding signs warning of the dangers of tides and quicksand, and advised that he has been sent details of 4 of the proposed signs, copies of which had been circulated to Members and were available at the meeting. RESOLVED that Councillor Houghton liaise with Lancaster City Council (Lancaster CC) to ask if the signs can be amended as follows:
 1.  the context on the ‘you are here’ location maps be made clearer,
 2.  Silverdale Parish Council be mentioned (as having funded the signs),
 3.  the sentence: “For information relating to the promenade, telephone Wellbeing Services on 01524 582847″ be deleted,
 4.  the order in which the warning triangles appear be altered to give ‘beware of quicksand’ more prominence,
 5.  a warning of the danger of being cut off by the incoming tide be included.

9368 Election of Representatives etc
 RESOLVED that the following appointments be made for the year 2010 to 2011:
 (a)  Representatives to outside organisations:

 Chairman of Parish Plan Development Group   It was noted that the development of   the Parish Plan is dealt with as a part of normal Council business.

 Archbishop Hutton Trust (Warton)    Chairman
 (b)  Internal Audit Committee:     The Chairman, Councillors Houghton, Taylor and Williams.
 It was noted that this Committee must act independently of the Council and the Chairman of the Parish Council should not be elected as Chairman of this Committee.
 (c)  Risk Assessment Committee (risk assessments and insurance cover).  It was noted that this is a new Committee and is a requirement of the external auditor.  RESOLVED that the appointment of representatives to this committee be deferred to the next meeting of this Council, pending advice from the Clerk on its remit.

9369 Matters Raised by Members of the Public for Future Consideration
 A resident expressed her concerns about the planning application which has been submitted for Appleby, Emesgate Lane, she felt that the light to her property might be affected by the height of the proposed roof and commented that, although her property is directly affected by the proposed new dwelling, she had not been notified of the application by Lancaster CC.

9370 Update from the Community Police Officer
 A written update from PC Marsh was read by the Chairman: (1)  in the last 12 months the number of reported incidents in the Carnforth area has reduced by around 8%; the detection rate for reported crime has risen from 13% to 25%, (2)  in the last month 5 crimes have been reported in Silverdale – theft of a garden ornament from Cove Road, theft of a garden chair from the Row, theft from a car on Hollins Lane, interference with a motor vehicle on Hollins Lane and a burglary at Cove House, (3)  in relation to the PACT priorities the Police have regularly patrolled the village and surrounding area and particular attention has been paid to try and deter wild camping during the lighter nights. Due to a change in policy the Police are no longer able to make use of the uncalibrated speed gun, (4)  following recent press articles, concerning the protection of the rare Lady’s Slipper Orchid, the Police are anxious to reassure the Council and residents that time will be spent as normal providing an accessible and visible Police presence, responding to spontaneous incidents, and targeting the issues highlighted by the Parish Councils and residents. The Orchid sites will be patrolled, but in proportion to the perceived threat they face and not to the detriment of the level of service provided to the area.

 Councillor McNaughton advised that she had recently reported an incident of wild camping at the Cove to the Police and that the campers had moved on within about 20 minutes. It was noted that contact numbers for the RSPB had been circulated in the past for Members to use (if they were aware of camping on RSPB land) and that these could be recirculated.
9371 Report from County and District Councillor Sarah Fishwick
 Councillor Fishwick reported that: (1)  she would contact Lancaster CC regarding the failure to notify all local residents of the planning application for Appleby mentioned above, (2)  she will report problems with flooding at the bottom of Clevelands Avenue to Highways, (3)  she has been notified by Highways that the resurfacing of a stretch of Emesgate Lane has been deferred to 14th or 17th May but that resurfacing cannot take place if it has rained recently, (4)  she has been advised by Ms Jill Fenton, Principal Engineer (Highways), that grass cutting to verges began in the North of the area on 19th April – slightly later than previous years due to the delay in the growing season; the second, third and fourth cuts will be in June, August and September/ October, although this is dependant on weather conditions and growth rate.
9372 Reports on any Meetings Attended by Members, or the Clerk
 1.  AONB Annual Conference
 The Chairman and Councillor Taylor reported that they had attended the annual conference of the AONB in April.
 2.  AONB Executive Committee
 Councillor Taylor advised that he had attended a recent meeting of the AONB Executive.
 3.  Playground Management Committee
 Councillor Williams reported that he had attended a meeting on 6th May where a number of health and safety issues had been identified and that it had been agreed that no further improvement work take place unless authorised by the Management Committee to ensure that funds are in place.
 4.  Silverdale United Charities
 Councillor Holden advised that she had attended a meeting of the Charities; 2 applications had been submitted recently but were later withdrawn.

9373 Litter Bins
 It was noted that a bin at Bankwell would be useful.  RESOLVED that the Clerk advise on costings.

9374 Insurance
 The asset register for 2010 was noted and Members considered the insurance renewal schedule.  RESOLVED that the Clerk notify the insurers (Aon) that:
 1.  the population of the Silverdale Parish Council area is now more than 1,545 (information from the 2001 Census),
 2.  regarding the ‘optional age extension’ – Mr John Eden is no longer a Parish Councillor but that the upper age limit should remain at 85 years to cover Councillor Holden.

9375 New Councillors’ Training
 Councillor McNaughton reported on a training course that she had attended recently.  RESOLVED that the question of accessibility of Members to the public be discussed at a future meeting of this Council including the possibility of photographs of Members being displayed (so that they can be recognised by the public) and the introduction of regular Council surgeries.

9376 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 a)  Reply from HM Revenue & Customs regarding reclaiming VAT.  It was noted that the Clerk is pursuing this.
 b)  A resident writes to express his concerns about Network Rail removing the gates on either side of the Silverdale to Arnside line north of Red Bridge on Moss Lane. He urges the Council to write to them (copy emailed to Members).  RESOLVED that Councillor Taylor raise the removal of the limestone gate stoops with the AONB.
 c)  Wildlife and Countryside Act 1981. Lancashire County Council write regarding the proposed change of route of public footpath No. 14, Silverdale to Lindeth Road. A response is invited.  RESOLVED to oppose the modification of the footpath.
 d)  Bowland Pennine Mountain Rescue ask for a donation of £250 to provide waterproof clothing  –  RESOLVED not to make a donation.
 e)  War Memorials Trust  –  booking form for conference (Liverpool 10/6/10).  It was noted that funding is available from the Trust and other organisations for War Memorials and that Lancaster City Councillor Tony Johnson would be attending the conference and reporting back to Carnforth Town Council.  RESOLVED that the Clerk contact the Trust and/ or Councillor Johnson for information on grants.
 f)  Waymarker publication.
9377 Planning
 (1)  It was noted that the following planning applications had been dealt with under the provisions of Standing Order 25a and comments made as indicated:
 01/10/0358  Silverdale Library, 25 Emesgate Lane.  Library refurbishment with new canopy and external store.  NO PLANNING OBJECTIONS.
 10/00316/RNC  Letter Box Field, Ford Lane.  Removal of condition 4 on application 08/00937/FUL relating to details of the new store wall and access.  PLANNING OBJECTIONS on the grounds that the site has already been the subject of enforcement.
 (2)  The following planning applications were considered and comments made as indicated:
 10/00183/FUL  20 Emesgate Lane.  Amendments to approved application 08/01102/FUL to from a one bed dwelling.  PLANNING OBJECTIONS on the grounds that the amendments do not address the issues regarding access and the parking problems would be exacerbated.
 10/00384/FUL  Knowe Hill Lodge, 25A Shore Road.  Demolition of attached outhouses and erection of a new attached double garage.  NO PLANNING OBJECTIONS.
 (3)  It was noted that no decisions had been advised by Lancaster CC.

9378 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
 25(a)  Parish Council Property and Functions
 It was noted that:
 1.  Lancaster CC had sent the schedule of terms and conditions for the public toilets but that the accompanying plan was incorrect and this was being queried by the Clerk.
 2.  A contract with Kimberley Rix, for the emptying of sanitary bins in the public toilets, has been signed.
 3.  The clock has been serviced but the time shown is incorrect – Smith of Derby (the company concerned) has been notified.
 25(b)  Non-Parish Council Property and Functions

9379 Website
 1.  to invite Mr Steve Lamb to continue to maintain this Council’s website for a further 12 months (from 1st June2010),
 2.  that the Chairman ask Mr Lamb if links to other (voluntary) organisations can be added to the website.
 It was noted that the Chairman had submitted an article to the parish magazine with details of the link to this Council’s website which cannot be accessed via Google.

9380 Public Toilets
 RESOLVED that the Chairman and Councillor McNaughton prepare a schedule of works necessary to the toilets which will be brought to a meeting of this Council.

9381 Finance
 (a)  It was noted that no money had been received by the Council since the last meeting.
 (b)  RESOLVED to authorise payments and sign cheques for the following accounts:

9382 Items for Information
 1.  Councillor Holden advised of a problem with flooding on Cove Road (near Cove Lodge).
 2.  Councillor McNaughton advised that the weeds by the bus shelter on The Row are in need of clearing and Members noted that the overgrowth around all public seats needs attention.
 3.  Councillor Houghton reported that: (a)  there is pothole on Cove Road (near Hawthorn Bank), (b)  the bins are in need of emptying on a regular basis (on a Sunday or Monday, if possible) particularly during the summer months.

9383 Suggestions for Future Agenda Items
 1.  Risk Assessment Committee  –  election of representatives (all).
 2.  Provision of a bin at Bankwell (all).
 3.  Accessibility of Members to the public (all).
 4.  Schedule of works for the public toilets (all).

9384 Date of the Next Meeting
 It was noted that the date of the next meeting is Monday, 7th June 2010. Items for the agenda to reach the Clerk before Friday, 28th May and copies of reports to reach the Clerk before Monday, 31st May.
