12590   Unconfirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held online using jit.si on 7th September 2020.

12591   Present:  Councillors: Chairman – M.J. (Mike) Fletcher, Vice Chairman – T.G. (Terry) Bond, J. (John) Bennett, A.J. (Tony) Houghton, E. (Liz) Unsworth, City and Parish Councillor J. (June) Greenwell, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – G.R. (Gill) Ribbons and 3 members of the public.

12592    Election of Chairman – Cllr Bennett proposed Cllr Fletcher as Chairman until the end of the year (NB the Council year, which ends in May 2021); which was seconded by Cllr Houghton.  Cllr Fletcher accepted the position and was witnessed signing the ‘Declaration of Acceptance of Office’.

12593    Apologies for Absence: County Councillor P. (Phillippa) Williamson, Sgt Brown.

12594    Declarations of Members’ Interests Relating to any Items Appearing on the Agenda:

 Cllr Unsworth declared an interest in agenda item 12b – planning application for 16 Levens way.

12595    Minutes of the Previous Meeting  The minutes of the Annual Parish Council Meeting held on Monday 3rd August were amended to show that Mike Fletcher did accept the duty of Chairman for September only and signed the ‘Declaration of Acceptance of Office’.

12596    Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda – None.   

12597    Matters Raised by Members of the Public for Future Consideration

1.     The Amazon lockers at Silverdale Railway station – a resident was concerned about the lack of parking and the risks therein.

2.     Beech trees on St. John’s Avenue – a resident reported that some of the branches are too low and present a hazard to pedestrians.

12598   Police Report  – there was no report available.

 

12599    Report from City Councillor June Greenwell – Cllr Greenwell reported that August has generally been a quiet month after a contentious start when the Parish Council’s decision to have a face-to face meeting was (inappropriately) criticised. Attitudes to having face-to-face meetings have since evolved, and other local Parishes now plan to hold face-to face meetings in village halls.

–  The Lancaster Local Plan has been finally approved. Cllr Greenwell asked the Chief Planning Officer what effect, if any, this would have on the Arnside-Silverdale Development Plan Document. The final statement of a lengthy reply confirmed that the content of the AONB DPD would not be affected.

–  Cllr Greenwell has been in contact with the Council about the need to provide larger litter collection bins of a suitable kind to help minimise the litter problem near the Shore parking area. She has not yet had a response and will continue to follow this up.  Cllr Houghton commented that the provision of larger bins was agreed with City Council as long ago as December 2018, he has tried to chase this up but never receives a reply. He also commented that emptying of the bins on the Shore seems somewhat sporadic and visitors are leaving large amounts of rubbish at the Shore as well as filling up the domestic bins belonging to Shore cottages.  Cllr Bennett pointed out that the Parish Contractor had to go and get the last new bins from the depot, Cllr Greenwell agreed to request a meeting of City Council with Cllrs Bond and Bennett to discuss and hopefully resolve all the issues with bins.

–  Weekly on-line City Council meetings with Parish Councils have been replaced by a monthly meeting which Cllr Greenwell attends, and which is open to interested Parish Councillors The Council’s communications support hub has been replaced by a mobile unit, which will continue providing support to vulnerable people in the District, Carolyne Walsh, the rural ‘Community Connector’ is closely involved with this development. The volume of City Council Covid-related work and the impact on council staff deployment is still considerable.

12600   Report from County Councillor Phillippa Williamson – no report was available.

12601   Reports on any Meetings Attended by Members or the Clerk – Cllr Houghton reported that he has been in contact with the Coastguard regarding the high number of incidents of visitors getting into difficulty in the Bay – this will be discussed at the next meeting (Oct).

Cllr Unsworth has been in correspondence with Network Rail regarding the Amazon lockers; they were apparently installed in the wrong place, they confirmed that the Horticultural Society planter which was damaged will be replaced.

 

12602   The resignation of Steve Wales as Councillor was noted.

 

12603   Planning Matters

(a)    It was noted that the following Planning Applications were dealt with under the provisions of Standing Order 25:

·       20/00803/FUL  Lowood, Lindeth Road.  Demolition of existing conservatory and erection of a single storey rear extension. (Emailed to Cllr. 6/8/20) – no objections.

(b)   The following Planning Applications were considered:-

•          20/00027/REF  Mawsons House, Lindeth Rd.  Planning Appeal.  Erection of single storey side extensions and timber outbuilding for water storage.  The Council is supportive of this appeal as they were of the application, Cllrs Unsworth and Fletcher will visit the site and report back for Cllr Greenwell to produce a draft statement for Cllrs approval, to be submitted before September 15th.

•          20/0144/TPO  16 Levens Way.   Fell T1 Ash. No comment

•          20/00898/FUL RSPB Leighton Moss, Storrs Lane.  Erection of an Osprey nest platform. Whilst the Council appreciates that this is an attractive proposition which will attract many visitors, they must object unless suitable provision is made for these visitors including increased parking facilities.

12604   Clerk’s report of any action (other than consideration of Planning Applications) taken under the provisions of Standing Order 25:

25(a)    Parish Council Property and Functions –  The Clerk has written to Came and Company insurance regarding Ash tree die back cover. Their initial assessment would be that the policy wouldn’t consider the cost of felling diseased trees. The policy is mainly designed to cover loss or damage to Parish Council property rather than disease, additionally there’s no provision within the policy to fell trees. If the Council can advise when they were first aware of the matter and advise any costs expected in felling the trees, providing copies of quotes, they can pursue the matter on the Council’s behalf.   It was AGREED to defer this until the October meeting as not all quotes have been received yet.

25(b)    Non-Parish Council Property – None

12605   Insurance – the insurance cover for 2020-21 through Came and Company as emailed  to Cllrs on 27/8/20, at a cost of £1375.16 per annum was APPROVED.  It was AGREED that the Council needs to make the insurers aware that SPC are insuring areas of woodland that have public access, although there is no history of any events occurring and the Council take all reasonable precautions to make these areas safe. The Clerk was also requested to enquire whether the policy covers fly tipping which is becoming more prevalent.

It was also AGREED for the Clerk to write to County Cllr Williamson and request a site visit to New Road to inspect works required to make the road under the crag safe for users, with the aim of taking it up with County Highways.

 

12606   Working group reports – the working group for Christmas lighting in the village proposed that:

1. After the near catastrophe in 2019 we do not carry on with the trees and brackets display. Cllrs requested that the possibility of a new supplier be explored.

2. Council authorise the working group to purchase light strings or similar up to a maximum permitted in the budget of £550, and discuss with the various shops and Gaskell Hall trustees how best to deploy these lights.  AGREED

3. An approach be made to Holgates requesting information on what proposals they have for repeating the installation of a tree and lighting as in previous years. AGREED

 

12607   Tenders for tree felling

a)     There are 30 trees which need felling: 18 are at Woodwell, 6 at Bankwell and 6 at Burtonwell Lane/Scroggs.  All are either close to roads/footpaths/powerlines/property and cannot be left to die naturally.  The surveyor has indicated that trees numbered 88 [Woodwell], 120 and 131 [Bankwell] are those that pose immediate danger. To quote him; “From the trees surveyed for the purposes of the Ash dieback assessment only a small number could be classed as posing an immediate risk.  For example, T088, T120 and T131. The trees recommended to be felled are at a stage whereby it is unlikely they will recover from Ash dieback and as a result are likely to pose a danger in the future and as they gradually decline”.  Cllr Bond advised that those that need felling should not be left for long as the disease makes the tree wood brittle and therefore unclimbable which results in more expense in removal. Cllrs AGREED that the works must be carried out.  Cllrs APPROVED payment of £250 to the surveyor. Cllrs approved the works carried out on damaged trees at Woodwell and the payment of £95 to D Wain for making those trees safe in conjunction with the National Trust Ranger.  Cllrs AGREED for Cllr Bond to make enquiries regarding replacement of the felled trees.

c)     Not all tenders have been received yet so deferred to the October meeting

d)     Approval of a budget for the felling also deferred as not all tenders have been received.

c.      Cllrs noted that there were additions to consider for the budget/precept request and this will be discussed at the October meeting.

12609   Correspondence

Receipt of the following items of correspondence was noted and circulated:

a)    SLDC weekly update

b)    SELRAP newsletter.

c)    News on the adopted new Local Plan for Lancaster District.  

d)    SM-NE North West Coastal Access provide an outline of recent activities and advises that Silverdale area will be inspected as objections have been raised. 

e)    NALC supplies conditions and advice under which an onsite meeting for Council and the public can be held, but advises a virtual meeting is preferable. Cllrs noted advice and decided to make a decision on each forthcoming meeting 10-14 days beforehand so that current advice can be adhered to.

f)   A resident writes about the amount of rubbish being left on the shore and asks if a suitable notice can be displayed.

g)    NALC supplies three documents on various consultations: Changes to the Current planning system  deadline17/9/20; Planning for the Future deadline 15/10/20; A call for evidence on Data on Land Control  deadline 16/10/20 (Emailed 10/8/20)

h)    Information that ‘Ace’ is looking for Volunteer Befrienders aged 18 to 25: To offer support to young people aged 16 to 25 who are experiencing difficulties managing their emotional ‘wellbeing’

i)   Information regarding neighbourhood planning group grants that the City Council has received from the Ministry of Housing.

j)   Information about Lancaster and Morecambe Prince’s Trust Team, based at Lancashire Fire and Rescue, are now booking interviews for 16 – 25 year olds, running from 21/9/20.

k)    Lancaster Community and Faith/Parish and Rural Notes.

l)   United Utilities as part of their reservoir safety summer campaign launch a competition with two £100 Amazon vouchers as the prizes.

m)   The Rural Bulletin. 

n)     A visitor to the area writes about a frequent foul smell in the area of the Millennium Clock. (Emailed to Cllrs. 18/8/20 Response received to investigation. (Emailed 24/8/20)

o)    Notice of roadworks with road closures between M6 junction 36 Brettargh Holt starting 4/9/20 through to 3/11/20.

p)    Came & Company Insurance explains their online resource hub.

q)    Lancashire County Council writes to inform of the ‘Actively moving Forward’ incentive to encourage cycling and walking for short journeys. Agreed for Cllr Greenwell to produce a positive draft response

r)  FOSS provide copy of a letter to Silverdale Station Manager about damage done when creating a base for their proposed Amazon lockers and inform them of the negatives presented when using the site. (Emailed to Cllrs. 21/8/20) Note: Varied responses to Facebook page regarding this.  Further copy of FOSS comments objecting to the installation which they plan to send to Community Rail Partnership and to Jane Murray, the station manager, at Northern Rail. (Both sent to Cllrs. 24/8/20)

s)    The City Council sends out a reminder about the Small Business Grant available.

t)    David Morris supplies an update and response to our email to him about mobile phone coverage in Silverdale. Cllr Unsworth to produce a draft letter for the approval of the Council. It was also agreed for Cllr Unsworth to investigate media interest in ‘how new technology affects rural communities’

u)    Copy of a resident’s letter to Natural England about their work at Gait Barrows.

v)    Trowbarrow Advisory Group Annual meeting – consultation about possible dates to attend a zoom meeting/complete availability on chart.

w)  South Lakeland Local Plan review to 2040 – deadline for comments 18/9/20 by completing questionnaire.

12610   Streetscape

a)     SpIDs – following the resignation of Cllr Wales, Cllr Unsworth volunteered to contact the Clerk of Milnthorpe Council and Cumbria County Council seeking recommendations on the best SpID to purchase.

b)     Noticeboards – Cllrs to approve the recommendations of the Healthy village group, so they can obtain costings which can be discussed/approved at the October meeting.

12611   Emergency Plan

a.      It was agreed for Cllr Greenwell to contact Mark Bartlett, Civil Contingencies Officer for Lancaster City Council to request any guidance on updating the plan with regard to Covid-19 procedures should there be a second outbreak.

b.     There has been no access to the Gaskell Hall so there has been little opportunity to assess things.  The question of access for different emergencies during Covid restrictions needs to be discussed with the Trustees of the Hall – it was agreed for the Chairman to raise this in a meeting he has with them next week.  Cllrs Bennett and Fletcher to check the generator. Cllr Bennett will contact the non-Council members of the Emergency team.

12612   New Councillors – after discussion it was AGREED to hold face to face interviews, respecting social distancing measures, hopefully on the 21st September 2020 at 7pm in the Silverdale Village Institute. The Clerk was requested to make enquiries and book the Institute if it is free.

12613   Village Communications

a)     Cllr Unsworth reported on a meeting she attended with: the Vicar of St. John’s, Silverdale, the Editor of St Johns Parish Magazine and a representative of the Communications Group, Silverdale Healthy Village Initiative.  It was agreed for Cllr Unsworth to produce an extra 4 pages of editorial for the Parish Magazine per month. She has agreed to supply this by the 11th September for the October issue, once cleared by the Clerk and Councillors. It would be appreciated if Cllr Terry Bond is willing to continue to submit the Parish Jottings, which are highly regarded.  Looking to the future Cllr Unsworth would like to continue to work with this group with a view to getting the Parish Magazine self-funding so that it can be delivered to every household in Silverdale, keeping all residents informed.  Other ways of getting information to residents already in place include:

                                                       i.      Parish noticeboard (Gaskell Hall): Minutes of last meeting.

                                                     ii.     Silverdale Parish Council website: http://www.silverdale-pc-lancs.gov.uk/Site/

                                                   iv.     Silverdale St John’s Parish Magazine (printed monthly – was online up to the September issue due to COVID now back in print but only delivered to 600 residents who subscribe for an annual fee of £6.

                                                     v.     Facebook: announcements online only, using Silverdale Parish Council; Silverdale Then and Now, Silverdale Village, Silverdale Self-Isolation Support pages.

b)     It was AGREED that a separate newsletter was not required.

12614   Playground matters

A.    Urgent actions taken

Handle on steps of junior multi-unit became loose at fixing points.  No particular cause was found.   Has been tightened and will be monitored to see if this happens again.

B.    New Issues noted on Lancaster City Quarterly or Parish Contractor Weekly inspection reports

One cross log and one step post on the Burma trail have decayed to the point replacement is required.  The trail is still safe to use at the moment but will be regularly monitored.  Enquiries have been made to Playdale for costs.

 

C.    Other Issues – ongoing

1)     Wooden support posts fixed in ground (Various items of equipment).  Being monitored at each inspection for any further deterioration. None currently at action level

2)     Potential trip points at wet pour edges.  The soil infill and grass in these areas has now fully re-established.  Issue closed.

3)     A section of the boundary wall at the top of the Playground has been rebuilt.  The damage was caused mainly by Ivy growing through the wall and destabilising it.  Other sections of the top wall require remedial action to stop Ivy growing through.  Once this is done, several small sections are likely to require repair.  Enquiries as to ownership need carrying out and quotes obtained for the work.

4)     a) Wooden perimeter boards around wet pour soft surfacing.  These are set into the ground and are rotting.  Since the soil infill has been done to remove the trip hazards (item 2 above), the boards are now below the surface and no longer a hazard.  Issue closed

b)     Wet pour safety surfacing.  Some areas have deteriorated during recent hot weather.  Surface still effective and no trip hazards present.

12615  Remembrance Day

                                                    i.     Wreaths – the Clerk to check that 2 wreaths are ordered.

                                                  ii.     Cllr Bennett to contact MH regarding playing the Bugle.

                                                iii.     Cllr Bond has been in discussion with the Vicar who wishes to conduct a civil service at 10:45am at the War Memorial instead of the usual church service followed by the walk to the Memorial, to be more compliant with Covid restrictions.  Cllr Bond will investigate what social distancing measures may need to be put in place.

            The Clerk informed the Council that Paul Williams is intending to move out of the village, but he has confirmed that his usual stand in is willing to take over should he move before the tender is up in March.

Cllr Unsworth informed the Council that the National Trust sign at The Lots has fallen over.

Cllr Bond informed the Council he is stepping down as Vice-Chairman.

a)    To review  Covid-19 procedures with a view to a second outbreak/emergency plan update.

b)    To consider whether there are any maintenance procedures to organise; including updating instructions and records of keyholders and officials.

 

21  To co-opt a new member to join the Parish Council and consider whether it is possible to co-opt a second immediately or postpone until October.

a)    To consider the means by which the Council will keep the Parish informed.
