9469 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 4th October 2010.

9470 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors (Eve) Holden, S.L. (Shirley) Mason, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward, PC 2866 Tony Marsh and ECSO 7301 Gerald Hurtley. There were no members of the public present.

9471 Apologies for Absence: Councillors A.W. (Arthur) Graves and A.J. (Tony) Houghton and County and District Councillor S.M. (Sarah) Fishwick.

9472 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 None.

9473 Minutes of the Previous Meetings
 The Minutes of the Ordinary Meeting held on Monday, 6th September were approved then signed by the Chairman.

9474 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Clerk referred to: (1)  item 9458, regarding Lune Valley Rural Housing Association who have contacted her requesting a list of local contractors, (2)  item 9461, regarding the RoSPA inspection of the playground, and reported that the written report had not been sent as yet but would be sent by e mail shortly, (3)  item 9462, regarding the public toilets, and advised that Mr James Langhorn will start work on the refurbishment in mid-October.

 Councillor Williams referred to item 9462, regarding the public toilets, and reported that on 3rd October he found that the toilets had been vandalised – a litter bin had been taken off the wall, some tiles had been broken, a small fire had been lit in a toilet pan and damage had been caused to a toilet roll dispenser. The incident had been reported to the police (log number 1400). The practicality of locking the toilets was discussed but Members RESOLVED keep the toilets open 24 hours a day for the time being, it was noted, however, that should further incidents occur this option would be reconsidered.

 The Chairman referred to item 9466, regarding the painting of the railings, and reported that work has started on the stretch of railings at Slackwood.

9475 Matters Raised by Members of the Public for Future Consideration
 None.

9476 Update from the Community Police Officer
 PC Marsh gave a verbal update: (1)  in the last month 2 crimes have been reported in Silverdale – theft of signs from The Shore car park and damage to a hedge and trees at a property on Cove Road, (2)  a crime report for damage to the public toilets is pending, (3)  earlier in the day a stolen vehicle had collided with a patrol car and an officer had been injured. A youth had been arrested on suspicion of aggravated vehicle taking,
 (4)  in relation to the PACT priorities the village has been patrolled regularly, particular attention has been paid to the playground and monitoring speeding vehicles near Bottoms Lane, (5)  there is to be a ‘darker nights’ initiative event at the Gaskell Hall on Thursday, 21st October from 2.00 – 4.00pm organised by the Lancashire Fire and Rescue Service, the Police, Neighbourhood Watch and Trading Standards.

 Councillor Holden asked if the Cove Lane area could be included in the regular patrols of the village in order to monitor camping and other disturbances.

 Members asked that their good wishes be passed to the injured Police Officer.

 RESOLVED that the police continue with the same PACT priorities.
9477 Report from County and District Councillor Sarah Fishwick
  Councillor Fishwick was not present at the meeting and her report was not available.

9478 Reports on any Meetings Attended by Members, or the Clerk
 1.  Village Bicentenary
 The Chairman reported that Councillors Mason, Taylor and he had attended a meeting to discuss the bicentenary celebrations and that the meeting had been very well attended.

9479 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 a)  LALC write regarding: the winter service (gritting) in Lancashire and invite Parishes to become involved with the gritting of their locality; the AGM on 6/11/10 starting at 1.45pm; a finance workshop  on 1/12/10 at Penwortham 7.00 – 9.00pm (cost £25); legal briefing on the internal audit.  RESOLVED not to express interest in participating in a pilot scheme in connection with the winter service due to concerns about indemnity and key holding for lockable grit boxes etc.  RESOLVED that the Clerk attend the finance workshop on 1/12/10.
 b)  Clerk and Council’s Direct publication.
 c)  LCR – the voice of local councils publication.
 d)  Lancaster City Council (Lancaster CC) write about small business rate relief in relation to the public toilets and enclose a form to complete.  The Clerk confirmed that public toilets qualify for rate relief.
 e)  Photographs showing the condition of the footpath/fence between St John’s Avenue and Hazelwood, supplied by a resident to Councillor Holden.  RESOLVED that the Clerk contact Councillor Fishwick for advice on the ownership of the fence (which is considered to be dangerous).
 
9480 Planning
 (1)  It was noted that no planning applications were dealt with under the provisions of Standing Order 25a.
 (2)  The following planning application was considered and comments made as indicated:
 10/00951/FUL  Well Bank, Lindeth Road.  Erection of single storey extensions to the rear and side and construction of dormers.  NO PLANNING OBJECTIONS.
 (3)  It was noted that no decisions had been advised by Lancaster CC.

9481 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)

9482 Finance
 (a) Councillor Holden conducted the monthly check of all money received by the Council and found the records to be satisfactory. It was noted that there had been the following receipt: £123.62 – Arnside Parish Council’s contribution to the cost of the warning sign on Cove Road, near Holgates Caravan Park.
 (b)  RESOLVED to authorise payments and sign cheques for the following accounts:

 Mrs Denise Challenor (salary and expenses)            £1242.04  (600465)

 (c)  RESOLVED not to authorise payment of the following cheque – PHS Group plc (Duty of Care certificate to prove a registered company is disposing of any sanitary waste) – £64.63 (cheque 600462) – pending the outcome of enquiries from the Clerk about the necessity of the certificate etc.

9483 Train Service
 RESOLVED that:
 1.  the Chairman and Councillor Taylor draft a letter to Mr David Morris MP: (1)  expressing this Council’s concerns about service provision when works are carried out to the viaduct at Arnside (will a bus service be provided for part of the route? If so, to/from which station? Will the train timetable for the service between Lancaster and Arnside be affected?); (2)  requesting an update on plans to build a footbridge alongside the viaduct, (3)  highlighting previous issues raised via Geraldine Smith MP about the service from Silverdale.
 2.  the Clerk contact Mr Tony Parker (Secretary for the Furness Line Action Group) for advice as to which rail organization(s) is/are involved with the forthcoming works.

9484 Items for Information
 None.

9485 Suggestions for Future Agenda Items
 1.  Electric timer to public toilets and the employment of an electrician to check the timer (the lighting is currently on 24 hours a day) (all).
 2.  The co-option of Members onto this Council from time to time, for example, to take part in particular discussions (Chairman).

9486 Date of the Next Meeting
 It was noted that the date of the next meeting is Monday, 1st November 2010. Items for the agenda to reach the Clerk before Friday, 22nd October and copies of reports to reach the Clerk before Monday, 25th October.
