9487 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 1st November 2010.

9488 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, A.J. (Tony) Houghton, S.L. (Shirley) Mason, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward, ECSO 7301 Gerald Hurtley and County and District Councillor S.M. (Sarah) Fishwick. There were no members of the public present.

9489 Apologies for Absence:  Councillor (Eve) Holden and PC 2866 Tony Marsh.

9490 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
 Councillor Williams expressed an interest in agenda item 19 in that he is employed (as a member of the public) to clean the toilets.

 The Chairman expressed an interest in agenda item 10 (b) in that he is Chairman of Lancaster and Morecambe District Scouts.

9491 Minutes of the Previous Meetings
 The Minutes of the Ordinary Meeting held on Monday, 4th October were approved then signed by the Chairman.

9492 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
 The Clerk referred to: (1)  item 9462, regarding the public toilets, and advised that work on the refurbishment has not started as yet, (2)  item 9479, regarding the fence/ footpath between St. John’s Avenue and Hazelwood, and reported that she has written to the residents but has had no response to date.

 The Chairman referred to item 9466, regarding the painting of the railings, and reported that work has started on another stretch of railings.

 Councillor Taylor referred to item 9483, regarding the train service, it was noted that there has been no response from Mr David Morris MP to date, however, Councillor Taylor has spoken to Mr Tony Parker (Secretary for the Furness Line Action Group) regarding the issues.

9493 Matters Raised by Members of the Public for Future Consideration

9494 Update from the Community Police Officer
 A written report from PC Marsh was read by the Chairman: (1)  in the last month 2 crimes have been reported in Silverdale – theft from a car at Leighton Moss and damage to a car at Leighton Moss, (2)  an incident of anti-social behaviour on Emesgate Lane had been reported, (3)  in relation to the PACT priorities the village has been patrolled regularly, particular attention has been paid to Cove Road to deter anti-social behaviour and inconsiderate parking.

 RESOLVED that the police continue with the same PACT priorities.

9495 Report from County and District Councillor Sarah Fishwick
  As Councillor Fishwick was not present at the start of the meeting, but was expected later,     RESOLVED to defer agenda item 7.

9496 Reports on any Meetings Attended by Members, or the Clerk
 1.  AONB Executive Committee
 Councillor Taylor reported that he had attended a meeting at which it was noted that the AONB is asking for the building of a footbridge to go ahead when works are carried out to the viaduct at Arnside.
 2.  Trowbarrow Advisory Group
 Councillor Taylor had attended a meeting at which access to land to ‘beat the bounds’ during the village bicentenary celebrations was discussed.
 3.  Internal Audit Committee
 The Clerk reported that the Internal Audit Committee had met on 4th October and: (1)  the financial records had been found to be satisfactory, (2)  the risk assessment had been reviewed and found to be satisfactory, (3)  the work of the Internal Auditor was reviewed and found to be sufficiently independent, unbiased, objective and competent thus meeting the requirements for internal audits. It had been noted that the Internal Auditor reports back to the Clerk and/ or Deputy Clerk on completion of the audit.
 4.  Playground Management Committee
 Councillor Williams had attended a meeting at which: (1)  it was noted that the debris in the playground was to be tidied up and that the bark to the surface of the aerial runway is in need of replenishment, (2)  the plans for the playground had been produced by Mr Paul Holgate. It was noted that a copy is to be given to Councillor Williams who will bring it to the next meeting of this Council.
 5.  ‘Darker Nights’ Initiative
 Councillor Houghton had attended an event at the Gaskell Hall organised by the Lancashire Fire and Rescue Service, the Police, Neighbourhood Watch and Trading Standards. The event had been very informative and it is hoped that another will be arranged.

9497 Correspondence
 Receipt of the following items of correspondence was noted and any action determined as indicated:
 a)  Silverdale Horticulture and Gardening Society write to gain permission to place temporary floral displays at the old bus stop adjacent to the War Memorial to celebrate the bicentenary.  RESOLVED to give permission for the displays.
 b)  Lancashire Police inform about a facility to get on-line and influence the way in which local policing is delivered. www.getintheloop.co.uk Views invited.
 c)  Futurescapes  –  RSPB publication.
 d)  LALC news.
 e)  Lune Valley Rural Housing Association write to inform of their revised Allocations Policy and enclose a copy.
 f)  A resident informs the Council about noise late at night from the recent bike rally.
 g)  South Lakeland District Council inform that they resolved to adopt the SL Core Strategy DPD. The decision can be challenged until 2/12/10.

9498 Planning
 (1)  It was noted that no planning applications were dealt with under the provisions of Standing Order 25a.
 (2) The following planning applications were considered and comments made as indicated:
 10/00976/FUL Silverhelme Scout Camp, The Row.  Erection of a new activity shelter and replacement toilet block.  NO PLANNING OBJECTIONS.
 10/00022/REF  Appeal against Land at Claughton Quarry, Claughton Moor being used to house 20 wind turbine generators.  NO COMMENTS.
 0971028 The Woodlands.  Proposed small Caravan Site.  NO PLANNING OBJECTIONS, however, the following points were noted:
 1.  That consideration be given to planting in order to help screen the site,
 2.  There is concern about access to the site in view of the gradient and surface material of the drive.
 3.  The provision of further caravan sites is against AONB policy.
 10/01052/FUL Barn Cottage, The Green.  Erection of a timber storage building.  NO PLANNING OBJECTIONS.

 (3)  It was noted that no decisions had been advised by Lancaster City Council (Lancaster CC).
9499 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)

9500 Budget and Precept
 RESOLVED to approve the 2011/12 budget, as submitted by the Clerk with the agenda, and to set the parish precept at £19,889.00 for 2011/12.  It was noted that there has been an increase in printing and photocopying costs,  RESOLVED that the rate claimed by the Clerk and Deputy Clerk (through their expenses) be increased from 5p a sheet to 10p.

9501 Lancaster Planning and Housing Policy Rural Consultation
 It was noted that Lancaster CC has contacted parish councils regarding rural planning and housing issues and possible sites for new uses.  RESOLVED that the Chairman arrange to meet with Mr David Hayward from the Regeneration and Policy Service to discuss these matters.

9502 War Memorial Gardens
 It was noted that the dead trees are to be replaced but that plans to complete the works to the gardens are not available as yet.

9503 Healthy Valley
 It was noted that Lancaster CC would like some survey data on access to local services for the over-50s and are asking for a few parish councils (preferably in the Lune Valley) to participate in pilot schemes; no cost would be involved to those councils and Help Direct would undertake all the work.  RESOLVED that the Clerk reply to say that this Council is willing to take part.

9504 Finance
 (a)  It was noted that a refund by BACS transfer of £350.97 is due from Lancaster CC (small business rate relief for public toilets).

9505 Parish Council Meeting Dates
 It was noted that a list of dates for the parish council meetings for 2011 had been circulated to Members but that the date of the May 2011 meeting will need to be changed from Thursday, 5th May to Monday, 9th May because of the local elections.  RESOLVED that the Deputy Clerk contact the booking secretary for Silverdale Institute regarding this.  RESOLVED that the Clerk contact the Gaskell Hall in order to book the Green Room for a date in March for the Annual Assembly.

9506 Bank Well
 RESOLVED that the Clerk arrange for Bank Well to be cleaned on 30th November at a cost of £100.

9507 Public Toilets
 RESOLVED that the Clerk contact a local electrician regarding the approximate cost of repairing the timer to the public toilets then liaise with the Chairman regarding authorisation for the timer to be repaired.

9508 Report from County and District Councillor Sarah Fishwick
 Councillor Fishwick reported that: (1)  she has registered a complaint with Northern Rail about overcrowding on the trains, (2)  the rubbish needs clearing from the overgrowth at The Lots, (3)  she has been liaising with the AONB following the recent walking performance: “Jack Scout”.

9509 Items for Information
 1.  Councillor Taylor has been informed that the transport police will arrest anyone found walking on the viaduct at Arnside on Christmas Day.
 2.  Councillor Mason reported that the light from a street light on Spring Bank is intermittent.

9510  Suggestions for Future Agenda Items
 1.  Mr Brian Jones is to attend the December meeting regarding the legal ownership of Bank Well (Clerk).

9511 Date of the Next Meeting
 It was noted that the date of the next meeting is Monday, 6th December 2010. Items for the agenda to reach the Clerk before Friday, 26th November and copies of reports to reach the Clerk before Monday, 29th November.
