49 Un-confirmed Minutes of a Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 6th December 2010.

50 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors A.J. (Tony) Houghton, S.L. (Shirley) Mason, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk  –  L.D. (Denise) Challenor, the Deputy Clerk  –  S.D. (Sue) Hayward and 2 members of the public.

54 Matters Raised by Members of the Public for Future Consideration
 A resident noted that the minutes of Silverdale Parish Council’s ordinary meeting, held in November, stated that the plans for the playground had been seen and asked if the Council had a copy of them.

55 RoSPA report
 It was noted that RoSPA had prepared a play area safety inspection report dated 31st August 2010 and that some low/medium and low risk items had been identified with action required.  RESOLVED that the Clerk contact RoSPA for clarification as to the “obstacle in the free space/fall area at scramble net bar” and ask Mr Paul Holgate to quote on any repairs following the report.

56 Playground Management Committee Report/ Friends of Silverdale Playground
 Councillor Williams reported that:
 1.  Mr Holgate would replace some of the trees in the arboretum as a part of his contract.
 2.  Mr Holgate has supplied a Christmas tree; it was noted that Mrs Brenda Cropley is kindly providing the electricity for the lights.
 3.  There are some loose stones on a section of wall which Mr Holgate will fix, again, this will be done as a part of his contract.
 4.  The Action for Silverdale Children’s Trust is to fund and supply another bench.
 5.  Possibilities for fundraising had been discussed e.g. through setting up a ‘Friends of Silverdale Playground’ group, using the framework of the existing playground charity, and looking into grant possibilities.  RESOLVED that the Council support the Management Committee in its attempt to raise funds.
 6.  Mr Holgate had brought the plans for the playground to a meeting.  RESOLVED that the Clerk ask for 2 copies – one for Councillor Williams and one for the Council. It was noted that several requests have already been made for a copy and that a member of the public has been asking to see the plans for some time.
 RESOLVED to ask Councillor Williams to send the Clerk a copy of the minutes of the Management Committee meetings and the Annual Report for the year 2010/11; it was noted that the Charity Commission requires an Annual Report.

 It was noted that Lancaster City Council is responsible for emptying the bins in the playground.

 RESOLVED that the Playground Management Committee hold its annual meeting on the same day as the Council’s Annual Assembly (date to be arranged).
57 Date of Next Meeting
 It was noted that the date of the next meeting is Monday, 4th April 2011.
