12732. Apologies for Absence – No apologies received

12733.Declarations of Members’ Interests Relating to any Items Appearing on the Agenda – Cllr Bennett declared a personal interest in item 12743 b) – planning application 21/0009/FUL.

12734. Approve Minutes of the Previous Ordinary Council Meeting – The minutes of the Parish Council Meeting held online on Monday 4th January were approved by council and will be signed by the Chairman.

12735. Matters arising from the Minutes of Previous Meetings, not Covered by the Agenda – Cllr Bond circulated previously gathered information on the difficulties in providing allotments in the village. Cllrs AGREED that until a significant number of applications are received, the matter would not be discussed further.

12736. Police Report – No report received

12737. Report of Relevant Matters from City Councillor June Greenwell – Cllr Greenwell circulated a report to Cllr’s prior to the meeting highlighting the discussion points at City Council; •Council Tax – City Cllrs agreed to a necessary £5 increase in Council Tax for Band D properties, with proportionate increases for properties in higher and lower tax bands to continue to provide the range of services currently provided. •Morecambe Bay Unitary Authority Fire & Rescue and Police Services – Legal officers from the relevant Ministry of Housing, Communities & Local Government (MHCLG) had advised the three Bay Authorities thatshould the Unitary Authority be approved, these services would still have to be provided by Cumbria and Lancashire. The Bay legal team has contested this judgement and will meet with MHCLG lawyers. •City Council Mayoral Appointment for 2021-22 – Cllr Mike Greenall who represents Heysham South Ward, has been appointed as Mayor for the year 2021-22.

12738. Report of Relevant Matters from County Councillor Phillippa Williamson – The Budget meeting is takingplace next week in which Cllr Williamson has pushed for £1 million to be made available for laptops for school children across County and that Youth Services to be given additional provision in the budget as they have been acutely affected by the pandemic.

b)Mr Cooke asks to attend a meeting to speak about the benefits of the forthcoming Census. (Emailed to Cllr’s 6/1/20)
c)Lancashire County Council are seeking the opinion of partners and stakeholders on their proposed budget for 2021/22. (See email of 6/1/20)

d)Part of the team who deliver the Rural Community Energy Fund has offered to give a talk about renewable energy and the ‘community energy’ model of communities owning assets. (See email of 9/12/20) – Cllrs unsure if there is local demand. Offer not to be taken up at this time

e)The Vision for a New Normal: Notice of the NHS Health Tech Virtual Conference February 25th 2021.

f)A resident writes again about the annoying light at the public toilets. (11/1/21) – Action taken to reduce brightness but not considered sufficient by the resident. – Cllrs note the annoyance and confirm it will be a consideration in the current working group as further spend needs to be part of a wider review.

g)The Team at Leighton Hall write to propose some sort of Party / Picnic in the Park at Leighton Hall to celebrate the 70-year Reign of the Queen over the extra Bank Holiday in June 2022 and invites people to join a committee to form ideas. (Emailed 11/1/21) – Cllr Greenwell suggests it may be of interest for someone in the village to attend. Cllr Unsworth to put the request in the Parish Magazine.

h)The new Public Sector Plan on the OS Data Hub is launched for members. (11/1/21)

i)Notice of ‘Nurturing a Nation of Innovators’: The Virtual Government Technology Conference April 20th, 2021. (Emailed 14/1/21)

j)As part of the ‘Wellbeing District’ series of Community Conversations, the next free online Community Conversation will be taking place on Thursday 21st January 6:30pm-8pm. (Emailed 14/1/21)

k)Screwfix Foundation announce a fund available to help with communal projects for those needing financial assistance. (Emailed 14/1/21) – D Challenor to look into whether support would be available to help with renovations of the public toilets or with the painting of the Millennium clock.

12742. Planning Matters •No Planning Applications were dealt with under the provisions of Standing Order 25; •The following Planning Applications were considered;

a) 21/00011/FUL 1 Hazelwood – Demolition of existing carport and erection of a single storey extension, incorporating a link extension to the existing garage and creation of a veranda. (Emailed 21/1/21) No objections

b) 21/00009/FUL 2 Maryland Close – Demolition of a single storey rear extension and erection of a replacement single storey extension. (Emailed 21/1/21) – John (declared an interest so stood aside) No objections – Cllr Bennett declared a personal interest and so withdrew from comment

12744. Finance

•No monies received this month, the following payments were authorised;

•The purchase of a laptop for the duties of the Clerk was discussed and approved in principle. Cllrs Bennett and Bond to gather recommendations and propose to Council next meeting for approval.

12745. Working Groups

a)Update the Information Board at Bankwell – As the spend would be significant and as it hasn’t been a consideration in this years budget, Cllr’s AGREED to come back to the matter at a later date. Cllr Houghton suggested additional government funding could be available later for a project of this nature as it would be advantageous to also have a similar sign at Woodwell.

b)Long Bench at The Shore – Cllrs AGREED to the proposed spend by Cllr Bennett of approximately £250 to bring the condition of the bench in line with the others at The Shore

c)Improvements to the Public Toilets – Cllrs in the working group AGREED to meet within the next 10 days to discuss the works needed and to formulate a plan of action.

d)Emergency Generator – Cllrs Bennett and Ferguson conducted an inspection and trial run of the generator on Saturday 23rd January, no issues were found and a full report circulated to Cllr’s ahead of the meeting. No further comments made by Cllrs.

12746. To record Sue Higham is the Council’s GDPR Officer – Cllr’s give thanks to Cllr Higham for volunteering for the role.

12747. To Consider Grassland Management (information emailed to Cllr’s 07.01.21) – Cllr Bond circulated information to the Cllr’s given by City Council on how they envisage the management of the Grassland along with a summary by Cllr Bond of what City are proposing for Silverdale. Cllrs AGREED with initial comments and for Cllr Bond to feed this back to City. It was noted that we must tend our own grassland in line with City and that this will need to be a consideration with future tenders.

12748. 21st March Census by City Council – City Council wrote to ask for assistance to make residents aware that they wish for the Census to be completed online. Cllr Unsworth has spoken with the department and has been assured that if residents are unable to complete online, there are paper copies available and that this fact will be advertised sufficiently. Posters are to be provided to be distributed around the village and Cllr Unsworth to attend an online meeting next week to discuss in more detail what is required.

12749. Playground Matters – Cllr Bennett circulated to Cllr’s ahead of the meeting a summary report of the inspection carried out by City Council on the 17th December of which the following points were discussed

a) Parish Notice Board – the rot in the wooden support posts is now considered to be at the stage of needing replacement. The notice board is to be removed immediately to eliminate the risk of collapse and then what work is required to make safe to be examined.

b) Zip Wire – Specialist inspection to check for any internal deterioration of the wire has been recommended. Whilst Cllr Bennett can see no signs of rust or strayed strands, it was AGREED by Cllrs that as the wire is 15 years old a thorough inspection is justifiable. Cllr Bennett to contact Playdale for a quote to provide for the inspection and to look into the costs of hiring a mobile platform to inspect the wire himself. Cllr’s to agree which method to peruse when presented with the costs.
c) Flat Swings – the swings at the top end of the park are close to the 40% worn level at which point would require replacement. Cllr Bennett to monitor as two replacement seats plus chains are approximately £800.

12750. Items for Information –

•British Gas would like to install a new meter in March at Millennium Clock. Cllr Bennett to liaise with British Gas with regards access.

•The working group for the new Parish website met on the 9th January to discuss a new design template which is simpler to navigate. Cllr Unsworth will be working on the site’s contents, Cllr Higham on the design and functionality and Cllr Bond on compliance.

•Mobile Coverage Survey – to date the mobile phone survey has received 164 responses. Cllr’s to review the Parking survey and any comments to reach Cllr Unsworth by the end of the week ahead of the next publication for the Parish Magazine.

•Ash Tree Felling – Wood will be made available for residents, Cllr Bond to provide a brief summary for publication to Cllr Unsworth on how and where the wood will be made available.

•Chatty Benches – acknowledged this is a fantastic idea. Cllr Bond has received an offer to provide temporary signs for the designated benches in the village. It was agreed that if it proved a success that further funding to make it more permanent could be sourced. Cllr Unsworth suggested The Champions Grant Funding is still open for applications. Cllr Bond to take the matter forward.

•Stone Walling at Hollins Lane and Lindeth Road – many thanks to be given to the National Trust volunteers for their fantastic work, the improvement is very much noticeable.

•Silverdale Village Institute – a note of thanks to be given to the committee as they have made vast improvements and their hard work is greatly appreciated by the community.

•Gaskell Hall have been in receipt of a grant from the Council Voluntary Service

•Lateral Flow Covid19 Testing -Cllr Unsworth noted 5 volunteers have come forward to assist.

15 Working Groups
• To decide whether to go ahead with the Bankwell sign with the significant expenditure required and if so decide on the specifications. (Details emailed 11/1/21)
• To authorise the completion of the work on the long bench by the cattle grid on the Shore at a cost of approximately £250.
• To receive details of remedial measures needed to improve the Public Toilets, consider signage to them and whether to proceed.
• Emergency Generator. Following trials, permission has been gained to place an exhaust pipe on the Gaskell Hall to direct any fumes, the cost of approximately £75 has been agreed previously.

16 To record Sue Higham is the Council’s GDPR officer.

18 City Council writes to the Parish Council regarding the Census on 21st March 2021 and asks for assistance to make residents aware that it is hoped they will complete it online; otherwise a paper copy will have to be acquired. They enclose a questionnaire for Council to comment. Cllr. Unsworth has volunteered to complete the questionnaire and to publicise the census arrangements.(See information attached on email of 20/1/21)

19 Playground – To receive a report on any urgent actions that have been taken and to consider any other issues raised in either the Lancaster CC quarterly, or Parish weekly inspections.
