12775. CONFIRMED minutes of the Ordinary Meeting of the Silverdale Parish Council held online using Zoom on
Thursday 8th April 2021 at 7pm

12779. Approve Minutes of the Previous Ordinary Council Meeting – The minutes of the Parish Council Meeting held
online on Monday 1st March were approved by council and will be signed by the Chairman.
12780. Matters arising from the Minutes of Previous Meetings, not Covered by the Agenda
• 12744 – purchase of a Clerk’s laptop – no progress has yet been made on the make and model.
• 12788 (b) – A Graves – the clearance work has now been carried out at the corner of Stankelt Road and an
invoice for £30 will be received in due course.
• 12790 (c) – insurance claim – attempts were made to obtain the two quotes for the repairs to Mr Scurr’s
sheds from the contractors discussed at the last meeting however none have been received with one
contractor citing that the main shed is irreparable. A letter has been delivered to Mr Scurr by The Clerk
explaining he must submit a claim to the Insurance company and prove the Parish has been negligent in their
duties for them to pay for its replacement. A second letter is to be drafted by The Clerk and circulated to
Cllr’s for agreement before sending to Mr Scurr with all the relevant information on how to make a claim.
12781. Police Report – No report received this month
12782. Matters Raised by Members of the Public for Future Consideration – None
12783. Report of Relevant Matters from City Councillor June Greenwell – Apologies from Cllr Greenwell, she will
circulate a report to Cllr’s later as she had misunderstood the nature of the meeting and so one had not been
prepared.
12784. Report of Relevant Matters from County Councillor Phillippa Williamson – Due to the forthcoming elections,
County Council is currently in purdah and so very few meetings are and will be taking place until after the elections.
One issue which has come to light following her canvasing the streets has been the condition of some of the roads in
the district which Cllr Williamson will be following up with Highways.
12785. To receive verbal reports from any meetings attended by Members, or the Clerk
• AONB – Cllr Fletcher Cllr Ferguson attended a Zoom meeting on 16th March with L Barron and D Watson of
the AONB to discuss the issues facing Silverdale, to clarify their roles and responsibilities and to discuss the
outcomes of the footpath survey work. Cllr Fletcher has circulated a report to Cllr’s ahead of the meeting.
• Cllr Unsworth has had a telephone conversation with Helen Donoghue from the Parish Magazine and
confirmed she is happy for the pages to be made available to the Parish Council without payment until
Autumn. Ongoing costs for the pages to be raised again on the August Agenda.
12786. Proposal for a Formal Meeting with the National Trust (NT), AONB and RSPB to Address Recurring Problems
Following the Zoom meeting on 16th March it has been AGREED by Cllr’s that a more formal meeting would be most
beneficial. Concerns were raised regarding the organisation’s connections with other Parishes and how the meeting
could evolve to include them. At this exploratory stage it was AGREED for the meeting to be entitled Visitor Access 17

and Management which would give a clear indication of the meeting intention for the connected parishes.
Suggested items for the agenda included the concerns regarding the planned 2022 opening of the Coastal Way.

• 21/0039/TCA St John’s Church, Emesgate Lane – yellow spotted stems of various Sycamore, Coppice and
Ash to be removed, yellow spotted leaning Cherry to be removed and replaced. (Emailed 6/3/21)
• 2100152/FUL Honeysuckle Hill, Lindeth Road – erection of single storey rear extension, alterations to
land levels to create raised patio area to the rear with elevated walkway, handrails and balustrade and
creation of gravel driveway with associated parking. (Emailed 8/3/21)
• 21/00279/FUL 23A Cove Road – erection of an outbuilding to create ancillary accommodation in
association with 23A Cove Road. (Emailed 9/3/21) – Response sent 12/3/21, which covered the septic
tank location and observations regarding size. Application received again 8th April 21.
• 21/00232/FUL 1 Castle Bank – demolition of existing outbuilding and erection of a single story rear
extension. (Emailed 18/3/21)
b) The Following Planning Applications were considered;
• 21/00314/FUL 20 St Johns Avenue – erection of a single storey rear extension. (Emailed 26/3/21) – no
issues
• 21/00351/FUL Potters Hill, Elmslack Lane – construction of a single storey rear extension. (Emailed
26/3/21) – to be noted that the balcony proposed would create a viewing platform over the
Playground. Not a present concern but could be should the property change hands.
12788. Clerks Report of any Action (other than consideration of Planning Applications) Taken Under the Provisions
of Standing Order 25 –
• 10/03/21 – Blocked toilets cleared by Drainway at a cost of £120. Wipes were a cause with a sign & bin
suggested. City Council has now taken over the management of the issue and will provide what is needed
with a proportionate bill for SPC to follow.

j) The Secretary of State has launched a consultation on four options that were submitted for the reorganisation of the Bay and North Cumbria. This eight-week consultation runs until 19th April. (Emailed
6/3/21) – Cllr Unsworth expressed her grave concern that The Bay option that included Lancaster City
Council in A Unitary Authority with Barrow and South Lakeland had not been included in any of the four
options offered by the Government consultation. Cllr Greenwell confirmed City Council are also not happy
with the consultation options and is looking into how to direct the concerns for greatest impact. Cllr
Greenwell to report back to Cllrs in a few days’ time.
k) A resident writes to ask if the whole village can be made 20mph. (Emailed 6/3/21) – This option was
explored in 2009 when the 20mph speed limit was imposed. For the whole village to be 20mph it would
need to become a ‘Zone’ which would require the implementation of physical and visual traffic calming
measures such as speed bumps, red tarmac, chicanes, which does not correlate with our AONB status. Cllr’s
agree there needs to be more work to get drivers to adhere to the limits already in place and are exploring
ways in which to reinforce this message. 17

r) A resident writes to ask for more road signage about speeding along Spring Bank. Emailed 21/3/21) – As this
is a private road, it does not fall under the responsibility of the Council however Cllr Bond has replied to the
resident with advice on what can be done and who to contact.
12790. Working Groups – update
a) SPIDS – Agreement from 5 out of the 6 landowners where the new SPIDS are to be situated has been
confirmed however the Working Group was unable to locate the 6th. Cllrs Houghton and Ferguson know of
the 6th landowner and will pass on their details. Once agreement by all 6 has been confirmed, a formal
quotation for the supply and fit will be obtained.
b) Toilets – The Clerk has provisionally book Clarkson Electrical Solutions Ltd for w/c 4th May to carry out the
annual electrical inspection of the toilets at a cost of £122.50. Cllrs AGREED to the £122.50 expenditure and
for a price to be obtained for further works to perhaps be carried out to replace the lights inside and out and
repair the hand dyer in the Gents toilet. Cllr Bennett is currently looking into the lights required and will
forward the specification once found.
It was noted that letters have been received strongly opposing the new entrance which will be on next
months agenda. The residents who write have been informed.
Cllr Ferguson raised the concern by LCC that more permanent signage is required on the doors to the toilets.
Cllr Houghton raise the issue that more permanent signage as to the location of the toilets is needed by LCC
as the current sign is the wrong colour.
Cllr Higham to look into the toilet’s location on Google Maps as when a search is run for a public toilet in
Silverdale, the nearest option presented is Carnforth.
c) Parking
• Easter Weekend – the working group circulated a report to Cllr’s ahead of tonight’s meeting following
the implementation of additional and restricted parking measures over the Easter Bank holiday. Whilst
it was agreed that overall they were a success, it was felt that given the low numbers of vehicles and
visitors to the village the measures were not put under a great stress and so should be repeated for the
forthcoming Bank Holidays when the campsites and hospitality venues would be open. Cllrs AGREED to
implement the measures for the next two Bank Holidays subject to weather conditions given that it is a
tremendous amount of work and feel the visitors only come in large numbers when the weather is
good.
• Formal meetings with RSPB, NT, NE, AONB, LCC and local businesses to include both medium and long
term resolutions to parking and pedestrian safety – Cllr’s agree that the Easter parking measures taken
cannot be a permanent solution. Whilst Silver Sapling was utilised as an overflow for Eaves Wood, there
is no such measures for Woodwell or Hollins Lane which saw a large amount of traffic. More evidence is
to be obtained and a case put forward to Highways for consultation. Cllr Unsworth suggested producing
a survey to gain the villagers option on the measure taken and how they would feel about more
permanent measures in the village, i.e. yellow lines.
12791. Streetscape
a) Benches – a date has now been agreed with D Wain to install the 3 memorial benches at The Shore. Cllr
Bennett has suggested that the seat backs for the long bench to be installed at the same time.
b) Chatty Benches – Cllr Bennett has produced a more robust, informal sign for the designated benches using 17

the same material as the Covid signs at the Playground. Cllr’s AGREED the signs and for Cllr Bennett to
produce. The signs are using surplus materials donated by Cllr Bennett so will be produced at no cost.
c) Waste Bins – All 24 public wastebins have now been thoroughly inspected and a report drafted and
circulated by Cllr Fletcher ahead of the meeting with the intention of forwarding to Will Griffith at LCC. Cllr
Houghton suggested to rank the bins in order of priority to make the job as clear to the council as possible.
Cllr Fletcher to amend the report and to forward together with a letter of thanks regarding the vast
improvement in the collection of public waste in the village, which was seen as a great improvement from
last year.
12792. Archbishop Alms House Trust – Cllrs AGREED to The Trust’s wish to Incorporate in order to give the trustees
better protection with regards to liability as currently they are liable personally
12793. Finance
a) For the monthly check of monies received by the Council, bank statements were circulated to Cllrs ahead of
the meeting and Cllr Ferguson has verified the following receipts;

a) It was noted that an email regarding the recent B4RN 2020 AGM (Emailed 23/2/21) containing documents
summing up B4RN’s position. SPC currently hold 7,099 shares, up from 7,000. Looks to becoming a national
organisation.
b) It was noted that the public toilets have been granted Small Business Relief for 2021/22 and therefore the
rates amount due is nil.
12794. Playground Matters
a) Report on any urgent actions that have been taken and to consider any other issues raised in the Parish
weekly inspections – No reports have been received from the Parish Contractor however Cllr Bennett has
been keeping an eye on the playground and there have been no urgent actions to report. A resident has
complained that a dog is being exercised daily around the perimeter of the playground. Cllr Bennett to place
a more prominent ‘No Dogs Allowed’ sign on the gate. Cllr Bond to mention the issue in the Parish Jottings
for the Parish Magazine.
b) Zip Wire – A quote for supply and fit of runway spares from Playdale was obtained and emailed to Cllrs on
22nd March. Cllrs AGREED to the spend of £981.60 and for Playdale to fit to ensure the work is carried out to
the correct standard. 17

12795. Defibrillator / First Responder Matters
An alert regarding the Defibrillators possibly having a faulty battery was emailed to Cllrs on 19th March and
forwarded to the First Responders however no response as to any actions taken has been received. The Clerk to
follow the matter up and to get a general update on the group for Cllrs
12796. Items for Information
• The improvement in the amount of litter in the village after the Easter weekend.
• Annual Accounts are currently with the internal Accountant Malcom Richardson
