9530 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Thursday, 6th January 2011.
9531 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors A.W. (Arthur) Graves, A.J. (Tony) Houghton, S.L. (Shirley) Mason, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Deputy Clerk – S.D. (Sue) Hayward. There were no members of the public present.
9532 Apologies for Absence: Councillor (Eve) Holden, the Clerk – L.D. (Denise) Challenor and County and District Councillor S.M. (Sarah) Fishwick.
9533 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
Councillor Williams expressed an interest in agenda item 12 in that he is employed (as a member of the public) to clean the toilets.
9534 Minutes of the Previous Meetings
The Minutes of the Ordinary Meeting held on Monday, 6th December were approved then signed by the Chairman.
9535 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
The Chairman referred to: (1) item 9521, regarding the ownership of Bank Well, and advised that the Clerk has submitted a SIM (Search of the Index Map) application to find out if the land is registered, (2) item 9522, regarding electrical works to the public toilets, and advised that the works have been carried out.
Councillor McNaughton referred to item 9506 and advised that the AONB have carried out some works at Bank Well.
9536 Matters Raised by Members of the Public for Future Consideration
None.
9537 Update from the Community Police Officer
PC Marsh was not present at the meeting and a police report was not available.
RESOLVED that the police continue with the same PACT priorities.
9538 Report from County and District Councillor Sarah Fishwick
Councillor Fishwick was not present at the meeting and her report was not available.
9539 Reports on any Meetings Attended by Members, or the Clerk
None.
9540 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
(a) Lune Valley Rural Housing Association – Draft Allocations Policy.
(b) FLAG Publication. It was noted that Network Rail have booked Victoria Hall, Grange and the Educational Institute, Arnside on 18th and 19th January respectively (between 12 noon and 7.00pm) for public information drop-in sessions in connection with the forthcoming works to Arnside viaduct; Network Rail, the contractor and the train operating companies will be available to answer any questions.
(c) LALC – newsletter, workshops programme for 2011, s137 information.
(d) Affordable Rural Housing: a practical guide for parish councils.
9541 Planning
(1) It was noted that the following planning applications were dealt with under the provisions of Standing Order 25a and comments made as indicated:
10/00958/FUL 17 Shore Road. Demolition of existing rear conservatory and erection of a new rear conservatory. NO PLANNING OBJECTIONS.
10/01178/FUL 38 Lindeth Road. Erection of 2 and half storey dwelling on land adjacent. PLANNING OBJECTIONS on the grounds that this is backland development and against the policy of Lancaster City Council (Lancaster CC). It was noted that insufficient detail had been provided to give the scale and design of the proposed dwelling.
10/01227/FUL Ridgway Park, Lindeth Road. Full planning application for the retention of existing modular buildings, as per planning consent 05/01276/FUL for a further 5 years. NO PLANNING OBJECTIONS.
(2) The following planning application was considered and comments made as indicated:
10/01178/OUT 38 Lindeth Road. Erection of 2 and half storey dwelling on land adjacent. The PLANNING OBJECTIONS noted under (1) above remain.
(3) It was noted that no decisions had been advised by Lancaster CC.
9542 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)

9543 Public Toilets
RESOLVED to authorise the purchase of coat hooks for the back of the toilet doors, it was noted that Councillor Taylor will obtain the hooks and Councillor Williams will fit them.
9544 Finance
(a) It was noted that there had been the following receipt: Wayleaves, £82.80.
(b) RESOLVED to authorise payments and sign cheques for the following accounts:
Npower Ltd. (toilets – electricity consumption for 1/9/10 – 25/11/10) £101.04 (600355)
Mrs L.D. Challenor (salary and expenses) £1280.94 (600356)
Mrs S. Hayward (salary and expenses) £325.15 (600357)
Mr Paul Williams (toilet cleaning) £175.00 (600358)
Npower Ltd. (toilets – electricity consumption for 1/7/10 – 31/8/10 assumed usage of 100 units a month) £33.97 (600359)
(c) It was noted that since 1/7/10 the average electricity consumption for the public toilets is approximately 100 units a month (based on actual meter readings) and that bills issued after 1/7/10 are accurate; the bills for the period 1/4/10 – 30/6/10 are, however, disputed. RESOLVED that the Deputy Clerk write to Npower requesting a revised bill for the period 1/4/10 – 30/6/10 based on the meter reading made by Lancaster CC when the management of the public toilets was handed over to this Council.
9545 Annual Parish Meeting (Parish Assembly)
It was noted that the date of the Parish Assembly is Tuesday, 22nd March. RESOLVED that the Deputy Clerk invite a representative from the police, library services and National Trust to give a report, invite Mr David Morris MP to attend and a representative from Network Rail to speak about the forthcoming works to Arnside viaduct and the train service generally.
9546 Headlands to Headspace
The information sent to this Council by the Morecambe Bay Partnership reading the ‘Headlands to Headspace’ initiative was considered and supported in principle. RESOLVED to contact the Morecambe Bay Partnership regarding the specific proposals which were unclear.
9547 Flyer
RESOLVED to fund the cost of printing 2,000 A5 flyers (one for every household plus supplies available for local tourist information centres etc) detailing the main events celebrating the bicentenary of the village. It was noted that funds are available for this in the budget and that the Neighbourhood Watch have kindly offered to circulate the flyer with their annual report.
9548 Items for Information
1. Councillor McNaughton advised that: (a) a member of the public had asked why the Council had not arranged for a Christmas tree to be put up in the grounds of Bleasdale House School, (b) there is no list of the dates of parish council meetings available for the public to refer to e.g. on the website.
2. Councillor Houghton queried whether or not the coastguard station at Arnside is under threat of closure.
9549 Suggestions for Future Agenda Items
1. A speaker from ‘Bay Rescue’ be invited to talk about the possibility of providing a service for the Silverdale area. (All)
