12931. Apologies for Absence – Clerk L D Challenor due to testing positive for COVID19.
12932. Co-option of a New Parish Councillor to Replace June Greenwell – Applications were received from both
Keith Reed and Sarah Fishwick and following a meeting on Monday 4th October where candidates were invited to
attend alongside Cllr Fletcher, Cllr Bond, Cllr Ferguson, Cllr Higham and Cllr Unsworth, it was unanimously voted
upon that the vacancy be filled by Keith Reed given his extensive knowledge within planning.
12933. Declarations of Members Interests – Cllr Ferguson and a non-pecuniary interest for Cllr Bond in relation to
item 12941 b), i – Planning Application 21/00982/FUL Dovedale House, Springbank.
12934. Approval of the Minutes from the Previous Ordinary Parish Council Meeting – The minutes of the ordinary
Parish Council meeting held at the Silverdale Institute on Monday 6th September were APPROVED by Cllrs and
passed to the Chairman for signing.
12935. Matters arising from the Minutes of Previous Meetings, not Covered by the Agenda – Deputy Clerk discussed
the newly created Action Point list for the Cllrs distributed with the unconfirmed minutes from September. Items
were confirmed as actioned or to be carried forward to the next meeting. Cllrs AGREED this was a helpful addition
and for the Deputy Clerk to continue.
12936. Report of Relevant Matters from Police Sergeant Lindsay Brown – No report received this month.
12937. Matters Raised by the Public for Future Consideration – a number of residents were in attendance and the
following points were raised:
a) A streetlight has been out for a number of weeks on Stankelt Lane.
b) The names of the applicants for the vacant position on the Parish Council ought to have been made public.
c) A belief that false information regarding a planning application had been put into the public domain.
d) A resident of Lindeth Road once again emphasized the scale of the flooding and the repeated need for
urgent action.
12938. Report of Relevant Matters from City Councillor June Greenwell – A report was circulated to Cllrs ahead of
the meeting outlining the following matters on which no further comments were added:
a) Budget Preparations – Cabinet member Councillors and Council officers are reviewing current budget
commitments up to 2030, ensuring that anticipated income projections will match anticipated outgoings.
b) Eden Project – The planning permission application has been delivered on schedule and has received positive
press coverage. An Eden curriculum package has also been developed for use in local schools.
c) Anti-Social Behaviour – with a sharp increase is some areas of the District, the Community Safety Partnership
is considering the possible use of PSPO’s (Public Space Protection Orders), but as yet no decision has been
made.
d) Supporting Army Veterans – LCC is an ‘Armed Forces Covenant Silver Award’ holder and Cllrs have now
unanimously approved a proposal to achieve ‘Armed Forces Covenant Gold Standard’ by the end of 2022.
Council officers to review the legal and financial implications, consult with council staff where appropriate
and report back.

e) Supporting Afghan Refugees – The Council had agreed in March to support 5 Afghan family refugees but
were then unable to meet requests to accept an additional 5. Following increased TV and radio coverage,
LCC received offers from residents willing to provide accommodation to which the City Council leader has
expressed appreciation.
f) River Lune Flood Defences – The River Lune flood defence wall is now complete and will be formally opened
shortly.
g) Cllr Greenwell will be circulating to Cllrs a summary of the work carried out by the former transport working
group set up prior to the COVID pandemic. Whilst a number of findings will need updating, Cllrs AGREED the
information is useful starting point.
12939. Report of Relevant Matters from County Councillor Phillippa Williamson – County Cllr Williamson attended
the meeting and discussed the following points:
a) Flooding on Lindeth Road – thanked Cllr Ferguson for forwarding all the information and videos to support
the resident’s concerns and assures Cllrs that sending it direct to herself is the most efficient way to instigate
a response. Cllr Williamson assured the residents in attendance that progress is being made and hopefully
solutions will be forthcoming.
b) Samlesbury Enterprise Zone –A new National Cyber Force Headquarters is to be built at the site to the East
of Preston which should see £5bn invested over the next decade. Cllr Williamson believes the site will be up
and running in the next 3-4 years and will encourage up to 5,000 highly skilled jobs into the area.
c) County Deal – As part of the Government’s aim of Levelling Up, the County Deal aims to take devolution
beyond the largest cities by offering the rest of England the same powers metro mayors have gained over
areas like transport, the skills agenda and climate change. Talks between the Lancashire County leaders have
been very positive and hope of a binding agreement is imminent. What the exact settlement would be is
unknown as the deals are bespoke to the needs of the individual areas.
d) Parish Council Conference – Will be taking place next month and will focus on how County and the Parish
Councils can work better together, Cllr Williamson urged each Cllr to complete the short survey to help build
better working relationships in the future. Cllr Bond suggested there may be a better attendance rate if the
conference were to be held online, a comment County Cllr Williamson will pass on the hope is for it to run
bi-annually.
e) Note of Thanks – the Parish Cllrs thanked County Cllr Williamson for her continued support, which has not
waned despite her elevated position to Leader of Lancashire County Council.

6m and prune back 3.5m. No objections

construction of a tennis court and retrospective alterations to land levels. No further comments
b) Consideration of the following Planning Applications:
i. 21/00982/FUL – Dovedale House, Spring Bank (emailed 2/9/21) – Erection of a single storey dwelling (C3)
with associated sewage treatment plant, access and landscaping. Once again, the Parish Council is
concerned about the lack of detail in the application and feels unable to make an informed decision
either way. The Clerk to write to the Planning team requesting a full review and that the application be
sent to a Planning Committee.

c) Councillors were notified they will be entitled to receive next month the Basic Parish Allowance for the
financial year. Anyone not wishing to receive this allowance to inform the Clerk in writing.
d) Financial Summary of Accounts – emailed to Cllrs ahead of the meeting, they were signed and no further
comments made.
e) Suggest any additional new proposals for next year and decide which should be added to the Draft Budget:
i. Village Website and maintenance – Cllr Unsworth circulated a proposal to Cllrs ahead of the meeting
detailing the costs to create a new village website incorporating the access requirements necessary for a
Parish site, which currently has been unchanged for almost 20 years. The new website would be mobile
responsive, contain information regarding village amenities and include a main tab to all the Parish
information and documents required. The branding to reflect Silverdale as an AONB / NT area and to
coincide with the visitor leaflet currently being produced by LCC from the Welcome Back Fund. Cllrs
AGREED for the proposed build cost of circa £500 to be included in the current budget under
Unexpected Expenses and that £1,790 is to be proposed in the 2022/23 budget for Communications
which would include the Parish Magazine, renewal of the Survey Monkey subscription, increase hours
for website maintenance and a new Village Directory.
ii. Village Signs – Cllr Bond reminded Cllrs that 3 or 4 years ago the AONB were prepared to fund
information signs for the village to which the Parish Council held off due to the desire to ensure that the
Coastal Pathway was also included. Since we are still no further forward on the path, it was therefore
AGREED for Cllr Fletcher to approach AONB and see if the funding is still available and what the options
of signs would be to ensure consistency throughout the village.

k) An invitation to an online Community Energy presentation on the 7th of October (emailed 17/9/21).
l) There is an opportunity to view the consultation documents, the virtual consultation room and online survey
for the South Lakeland Local Plan Issues and Options Consultation until Friday 29th October.
m) Lancashire County Council is working closely with bus operators to prepare for a major change in the way
buses are funded and organised following the government’s launch of The National Bus Strategy, Bus Back
Better in March 2021. They would like to gather views from Lancashire residents and other stakeholders and
are conducting a passenger engagement survey which is open until 30th September (emailed 21/9/21).
n) In advance of their conference on 13th November 2021 the County Council’s request the completion of their
survey on ‘Working Better Together’ (emailed 21/9/21).
o) NHS writes about the situation within the local health service (emailed 25/9/21).
12945. Working Groups and Street Scape Matters:
a) To further the acquisition of a notice board for the Green – Cllr Bennett to follow up ahead of next meeting.
b) To consider the offer of a memorial seat or tree. (Emailed 17/9/21) – Cllrs AGREED to accept the generous
offer and for Cllr Bond to circulate a list of the trees in need of replacement.
c) To consider an offer of a memorial Silver Birch tree to be provided for the playground to be sited where one
has died. (Emailed 10/9/21) Cllrs AGREED to accept the generous offer.
d) Emergency Plan – A report by the working group was circulated to Cllrs ahead of the meeting detailing how
the plan has now been approved by LCC’s Resilience Group and that two versions have been printed. The
first being a restricted copy for issue to Parish Cllrs and Clerks as it contains personal details of Cllrs,
volunteers and 24-hour emergency contacts for the Resilience Group. The second is a public version for
distribution to our City and County Cllrs, Silverdale Library, Gaskell Hall, St John’s Parish Rooms, Silverdale
Primary School, The First Responders and the Silverdale Institute. Spare copies have also been printed in the
event of additional distribution being required however the Resilience Group at LCC will arrange distribution
to the emergency services and the County Police The public version will also be made available on the Parish
Council website. A public launch is planned for later this month where displays will be available to view for 2
weeks in both the Gaskell Hall and library and will coincide with a dummy run, subject to agreement by the
Gaskell Hall Committee, where the public will also be invited to attend.
e) SPIDS – County Highways has now carried out their inspection and granted permission for the new SPID to
be sited on the original lamp posts. This inspection was undertaken by Highways with no charge to the Parish
and they have also agreed to fit the brackets to support the SPID with no charge. Cllrs AGREED for the Clerk
to proceed with the order and to instruct Highways to fit the brackets as soon as possible. Before its
installation, Cllr Ferguson suggested residents should be notified once again of the information the new SPID
will be able to record and store.
12946. Remembrance Day Memorial Service on 14th November 2021 – Cllr Houghton has confirmed the booking of
a bugler to play at the service however Cllr Fletcher is still awaiting confirmation of the service details from Revd.
Ashton and will update Cllrs ahead of the next meeting.

12947. Woodland, Wells and Quarries:
a) Well Clearance – Cllrs AGREED to the quotation of £260+VAT from the AONB was circulated to Cllrs ahead of
the meeting for the general clearance of Woodwell and Bank Well in November / December.
b) Arboriculture Report by Cumbria Tree Surveys – A comprehensive, 43-page report was circulated to Cllrs
ahead of the meeting after the inspection of the following sites: Woodwell, Bank Well, Burton Well Lane,
Burton Well Scroggs recommending various actions including; removal of ivy, hard pruned plus some felling.
The recommendations for Woodwell are to be implemented once Cllr Bond has had a consultation with the
Forestry Commission as further works may need to be included in the tenders. The Woodland Group are to
begin works at Burton Well Scroggs.
c) Trowbarrow Advisory Group Minutes (circulated to Cllrs 27/9/21) – Cllrs had no further comments to add
from the circulated minutes other than Silverdale Parish Council ought to have a representative in the
Group. It was AGREED for Cllr Bond to approach the Advisory Group and request to join on behalf of the
Parish Council.
12948. Village Bus Service Provision – Cllrs Fletcher and Cllr Bennett have already begun work on researching
options for the longer term however the current services in village and how they interconnect needs a review. City
Cllr Greenwell to join the group and to circulate a summary of the findings from the previous working group as a
starting point. The group to be called the Future Transport Options as a village vision is needed as to how a service
would be used long term.
12949. Playground Matters – No reports have been circulated to Cllrs prior to the meeting this month however
Cllr Bennett noted the following:
a) Playdale have adjusted the speed of the Zip Wire following complaints last month and confirmed it is now
running at a much greater speed. Deputy Clerk raised a concern that the seat is too high and that younger
children struggle to use it. Cllr Bennett to investigate the matter and adjust the length of chain if necessary.
b) Upon inspection of the old seat assembly which was renewed as part of the zip system cable replacement
last month, Cllr Bennett discovered severe corrosion on the shackle that attached the drop chain to the seat
and that it had become worn to a safety critical point. This situation was not visible before due to the
protective sleeve surrounding the drop chain and shackle which completely blocks it from view, and
therefore inspection unless it is dismantled for this purpose. Playdale has been notified of the design fault
and Cllr Bennett now recommends an annual inspection to check if its worn and replace the link piece before
wear gets to greater than 20%. Cllr Bennett strongly advises a system of alerts is arranged so that future
generations of Councillors/Trustees are aware of this and any other similar matters.
c) Cradle swing seats – These have now been delivered and await fitting.
12950. Items for Information:
a) A model of Silverdale Village has been commissioned by the band Aquilo and will be made available for
viewing to Silverdale St Johns school plus any other suitable location within Silverdale that can be found.
b) Cllr Unsworth has received requests that Recycling bins should be made available within the village centre.
c) Cllr Fletcher notes that a request for a resident to cut back vegetation has not been actioned and so the
matter will now be passed to County Highways.
