58 Un-confirmed Minutes of an Extraordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 4th April 2011.
59 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors A.J. (Tony) Houghton, S.L. (Shirley) Mason, A. (Anne) McNaughton, J.S. (John) Taylor and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and 5 members of the public.
60 Apologies for Absence: Councillors A.W. (Arthur) Graves and E. (Eve) Holden.
61 Minutes of Previous Meetings
The Minutes of the Ordinary Meeting of the Playground Charity Trustees held on Monday, 6th December 2010 were approved then signed by the Chairman.
62 Receipt of Declarations of Trustees’ Interests Relating to any Items Appearing on the Agenda
None.
63 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
Members referred to item 56, regarding the Playground Management Committee report, and noted that:
1. there are still trees missing from the arboretum,
2. the tree seat has not been fitted as yet but it is understood that it has been paid for by the Action for Silverdale Children’s Trust,
3. the Trustees now have a copy of the plans for the playground,
4. the annual meeting of the Playground Management Committee has not been held as yet.
64 Matters Raised by Members of the Public for Future Consideration
A resident thanked the Trustees for his copy of the plans for the playground and advised that the bench that overlooks his property has been placed closer to his boundary than was indicated on the plans and offered to pay for the cost of relocating the bench (should the cost be considered reasonable). He reminded Members that he had asked if a notice outlining plans for future works to the playground could be displayed in the playground in order that members of the public could make comments.
Another resident agreed that the position of the bench referred to above does overlook the resident’s property.
65 New Bench
It was noted that Mrs Ann Turnbull has kindly offered to provide a bench on the playing field. This matter was discussed further under item 67.
66 Playground Inspections
It was noted that the weekly inspections of the playground by the contractor had been discussed and RESOLUTIONS made at the Ordinary Meeting of the Parish Council held earlier on 4th April. RESOLVED that permission be given to RoSPA to inspect the playground in August.
67 Playground Management Committee Report
Councillor Williams reported that a list of jobs in need of immediate attention had been submitted to the Ordinary meeting of the Parish Council held on 7th March and that Mr Paul Holgate had prepared a schedule of works to be carried out in March and April but many repairs were still outstanding.
RESOLVED that the Clerk ask Mr Michael Knight to quote for fitting a new bench (as offered by Mrs Turnbull) and for relocating an existing bench (with litter bin). RESOLVED that the benches be located so that they do not overlook any residences and do not cause a problem for mowing the grass. RESOLVED that once a quotation has been given the Clerk notify the Chairman and Councillor Houghton and check the proposed position of the benches with the Playground Management Committee before authorising the work to be carried out
68 Repairs to the Playground Equipment
It was noted that Playdale had quoted £921.34 for various parts necessary for repairs to be carried out to the playground equipment but that many of the parts could be obtained elsewhere. RESOLVED to order the self-closing gate spring for the steelway gate (£56 + VAT) and 2 anti-wrap bearings (£8.68 each + VAT) from Playdale only.
69 Date of Next Meeting
It was noted that the date of the next meeting is Monday, 6th June 2011.
