12954. Apologies for Absence – Cllr Unsworth due to Covid 19 isolation and P Williamson, County Cllr for Lancashire Rural North due to attendance at another meeting and Police Sergeant L Brown who will be unavailable until the 8th of December.

12956. Approval of the Minutes from the Previous Ordinary Parish Council Meeting – The minutes of the ordinary Parish Council meeting held at the Silverdale Village Institute on Monday 4th October were APPROVED by Cllrs and passed to the Chairman for signing.
12957. Matters arising from the Minutes of Previous Meetings, not Covered by the Agenda:
a) 12855 a) – Bright Agreement – there has been no further communication from the National Trust since their email back in June explaining the difficulties in accessing documents due to working from home. The Clerk to write once again requesting a copy of the original agreement.
b) 12935 – Councillor’s Action List – the Deputy Clerk to email to Cllrs mid-way through the month to prompt
completion of actions ahead of the forthcoming meeting.
c) 12946 – Remembrance Day Memorial Service – D Wain has carried out the preliminary trim of the Yew trees and will conduct a final tidy of the area w/c 8th November. Cllr Bond to confirm details with S Wales to
participate in the service at the cenotaph.
d) 12947 – Woodland, Wells and Quarries – Cllrs AGREED to the draft tender sent to Cllrs by Cllr Bond prior to the meeting for the work required at Burton Well Lane and Burton Well Scroggs. Tenders for the work to be
sent to the Clerk by Monday 29th November.
e) 12951 a) – Provision of Dog Waste Bags – The main consensus of the brief online survey was for the
provision to remain however no final decision has yet been made. However, alternative suppliers of the
biodegradable waste bags are being researched to ensure the costs to the Parish are kept as low as possible.
12958. Report of Relevant Matters from Police Sergeant Lindsay Brown – No report received this month. Whilst Cllrs appreciate the limited resources available to the police force, they nonetheless feel disappointed at the lack of communication for the village and will continue to pursue a line of communication with Lancashire Constabulary to ensure the needs of the village are not forgotten.
12959. Matters Raised by the Public for Future Consideration – a resident was in attendance and raised the
following:
a) Disagreement with the use of ‘belief’ in minute item 12937 c).
b) Lamp post on Stankelt Road remains unfixed.
c) Disapproval of how two planning applications have surpassed their determined date with no decision.
d) Trees along Stankelt Road and Shore Road are blocking the streetlights making it very dark for pedestrians of
an evening.
e) Further information regarding minute item 12944 e) on the Coastal Path update.
f) Clarification on agenda item 12 l).
g) Clarification of an expense on agenda item 13.

12960. Report of Relevant Matters from City Councillor June Greenwell – A report was circulated to Cllrs ahead of the meeting outlining the following matters to which no further comments were added:
a) No full County Council meeting or policy decisions to comment on this month
b) 2022/23 Budget – preparations for this have been the main focus for the month.
c) COP26 – two City Cllrs from Lancashire will be in attendance in Glasgow for the Local Government Day of the conference to which Cllr Greenwell looks forward to reporting back their findings.
d) Planning Applications – at times, City Cllr Greenwell receives requests from local residents to comment on
their planning applications and asks the Parish Council whether they would appreciate a copy of her
responses going forward. Cllrs AGREED this would be beneficial.
12961. Report of Relevant Matters from County Councillor Phillippa Williamson – None received this month.
However, thanks were given to County Cllr Williamsons for progressing works on the surface water drainage issues on Lindeth Road.

12963. Planning Matters:
a) The following planning applications dealt with under the provisions of Standing Order 25:
i. 21/00948/FUL – Land adjacent to Gibraltar Farmhouse, Lindeth Road (emailed 4/10/21) – erection of an
agricultural workers dwelling (C3) with associated access, parking and landscaping, alterations to land
levels and installation of a package treatment plant. No objections
ii. 21/01017/VCN – 9 Emesgate Lane (emailed 6/10/21) – Change of use of dwelling house ground floor (C3)
into a shop unit (A1) and cafe unit (A3) (pursuant to the variation of condition 4 to extend the opening
hours of the cafe and the variation of condition 6 to allow outdoor dining to the front of the café)

iii. 21/01214/FUL – Silverdene, 21A The Row (emailed 6/10/21) – Erection of a single storey rear extension,
erection of a first-floor front extension, alterations to roof and construction of veranda with balustrade to
the front elevation and installation of replacement windows/doors. No objections
b) Consideration of the following Planning Applications:
i. (South Lakes District Council) SL/2021/0990 – Holgates Caravan Park, Middlebarrow Quarry (emailed
20/10/21) – Erection of new staff accommodation and change of use of existing accommodation to office
space. The Clerk to add comment as to the justification for additional office and staff accommodation
and to request for conditions to ensure the buildings remain as staff accommodation.
ii. 18/00136/FUL – 55 Stankelt Rd. Following several approaches by residents, Cllr Bond raised the concern
that no works appear to have been carried out on the property for a considerable amount of time and as
such it has become an eyesore. The Clerk to write to the applicant to enquire as to the delay and to
requests works to begin in due course before the matter is passed to Lancaster City Planning for
consideration of a Completion Notice.

l) Dawn Moss introduces herself as Team Leader within the Customer Service Department at Lancaster City
Council. A major part of her role will be to develop the mobile working area of the Community Hub.

Cllr Fletcher is taking the idea forward and once obtained, will put potential costings to Council for
consideration.
n) Reassurance from County Council that Lancashire’s gritting crews are on standby to treat the roads
whenever a freeze is forecast. The county’s 45-strong fleet is ready to be called into action at any time to grit
the roads ahead of a cold snap. (Emailed 26/10/21) Cllr Reed noted this as an important piece of
information for residents and for it to be highlighted in the Parish magazine and on social media.

c) S137 Donation to the AONB – Cllrs await the report from the AONB on works carried out in the Parish before a vote will be taken on the donation. Cllr Reed noted that the thorough reports given when asked to
comment on planning matters alone justifies the £350 currently allocated.
d) The Annual Returns have been made for 2020 to 2021 for the three charities for which the Parish Council is Trustee: Silverdale Children’s Playground 521323, Public Watering Places 500269 and Public Quarries
500270.

12967. Working Groups and Street Scape Matters:
a) Formation of a new working group for Planning matters – Cllrs AGREED this would enable more constructive
and timely responses. Cllr Reed to head the working group alongside Cllr Fletcher and Cllr Ferguson.
b) Street Decorations (Christmas) –in addition to the tree provided by Holgates Caravan Park outside The Royal, two 8ft Christmas trees are to be purchased by the Parish Council with one to be placed by the Millennium Clock and the other outside the Gaskell Hall, subject to their approval. Lights are also to be placed in the tree outside the Co-op, subject to approval and 38 elves in jumpers to be distributed throughout the village for a Christmas elf hunt for the children. Thanks given to Cllr Higham, whose company Keenedge Ltd have kindly purchased and donated the lights and elves for the festivities.
c) SPIDS – the new device has arrived and now just await delivery of the lithium batteries. Cllr Fletcher has
again chased County Highways for a date to fit the new brackets to the existing sites and will ensure the old
brackets are retained for use by Yealand Parish alongside the old SPID. A reminder for residents of the
information that can now be collected is to be published in the Parish Magazine.
d) Emergency Plan – copies of the plan have now been distributed to Cllrs and a restricted copy made available to the public on the Parish Council website. The dummy-run is to be held on Thursday 11th November from 6pm with light refreshments provided by the WI.
e) Website & IT Update – Cllr Higham continues discussions with S Lamb to enable better access to Cllr emails and should have an update for December’s meeting. As Cllr Unsworth was unable to attend the meeting, no further update was given with regards the new village website.
f) Memorial Gifts / Donations – current doners to liaise with Cllr Bond to confirm the siting and signage.
g) Public Toilets – the working group to start looking into long term options for the toilets alongside possible
funding sources for their replacement. Cllr Bennett to follow up with Clarksons Electrical Solutions for a date
to complete the remedial work, including the outside lighting. The cleanliness of the toilets throughout
October has been unacceptable. The Clerk has been liaising with iClean and hopes to see an improvement in
November. Their condition to be monitored throughout the month and made an agenda item in December’s
meeting to discuss whether further action needs to be taken. The Clerk to request a spare key for both the
toilet roll and dog waste dispensers to be left in the store cupboard, along with the dog waste bags.
h) Transport Management / Meeting with County Highways: Cllrs are unsure whether the recent poor
management of road closures and surface water drainage needs to form part of the request for a meeting
alongside those within the Initial Transport Management Plan (ITMP) as only one audience with the Head of
County Highways could be realistically possible. Cllrs AGREED it would be prudent to forward the list of
agenda items to County Cllr Williamson and seek her opinion as to whether one or two meetings with
Highways would be possible. Cllr Reed to take the matter forward. Cllr Ferguson also commented at the poor
condition of Cragg Road and its deterioration since the closure of New Road. The Clerk to write to Highways
highlighting its poor condition and need for inspection.
12968. 2022 Council Meetings:
a) Meeting Dates – as all Cllrs did not receive the proposed dates, the Clerk to resend for confirmation at the
next meeting.
b) Speakers at the Annual Assembly – Cllr Houghton suggested a representative from the Bay Search and
Rescue to inform the village of the equipment they now have available and the dangers in the area.
12969. Playground Matters –: Cllr Bennett circulated a report to Cllrs ahead of the meeting summarizing the 63-page operational report received on the 20th of October from Lancaster City Council following their inspection of the playground on Wednesday 6th of October. Overall, the playpark was deemed low risk and all the points raised within the report were either low risk or very low risk. Cllr Bennett has complied a list of maintenance work required and will request a quote from Lancaster City Council to complete. Once received, Cllr Bennett will forward onto Cllrs for consideration. The report also highlighted three areas that will require monitoring on the weekly parish inspections:
• Toddler area fencing to be checked for excessive rot, splits or loosening.
• Seats and equipment with timber to be checked for rot or cracks which could affect the integral structure.
• Climbing nets to be checked for damage or deterioration which could affect structural integrity or form
finger traps or abrasion points.

a) The Clerk thanked the members of the Parish Council Cllrs for the bouquet of flowers sent during her illness.
b) On Monday 20th December, the St John’s Hospice Choir will once again be performing around the Christmas tree outside The Royal.
c) The RSPB are looking into installing more information signs about the bay. Cllr Houghton directed them to
the AONB to ensure all signs are consistent.
