12973. UNCONFIRMED minutes of an ordinary meeting of the Silverdale Parish Council held on
Monday 6th December 2021 at 7pm at the Silverdale Village Institute, Spring Bank, Silverdale.

12975. Apologies for Absence – City Cllr Greenwell due to annual leave.
12976. Declarations of Members Interests – Cllr Bond declared a pecuniary interest in relation to planning
application 21/01277/FUL and will refrain from comment.
12977. Approval of the Minutes from the Previous Ordinary Parish Council Meeting – The minutes of the ordinary
Parish Council meeting held at the Silverdale Village Institute on Monday 1st November were APPROVED by Cllrs and
passed to the Chairman for signing.
12978. Matters arising from the Minutes of Previous Meetings, not Covered by the Agenda:
a) 12957, a) – Bright Agreement – progress is now being made to obtain a copy of the original agreement. Cllr
Unsworth to continue to pursue and keep the Parish Council updated.
12979. Matters Raised by the Public for Future Consideration – a resident was in attendance and raised the
following:
a) Complete disagreement with agenda item 11d, correspondence requesting support for the switching off
of the clock chimes at Bleasdale.
b) Trees obscuring the street lighting on Shore and Stankelt Road have still not been attended too.
c) Trees of Cumbria View are also obstructing the lighting and together with the debris along the pathway is
making it very dangerous for pedestrians, particularly at night.
d) Money could be better spent elsewhere than on a decorative village sign.
e) Disappointed at the low turnout for the trial run of the Emergency Plan. Feels more thought needs to be
given to our current and future heavy reliance on electricity.
12980. Report of Relevant Matters from Police Sergeant (PS) L Brown – Thanks given to PS Brown for his attendance
at the meeting to give a verbal report:
a) Service Overall – demand on the service has been incredibly high as two large scale police operations at
Chorley and COP26 in Glasgow, which was the largest policing operation ever seen in the UK, have occupied
local resources. However, January ‘22 should see more of Boris Johnson’s ‘Bobbies on the Beat’ come online,
who all seem very keen and positive.
b) Reported Incidents in Silverdale – 7 incidents have been recorded in the last month; 1 classified as
confidential, 1 death warning message, 1 missing teenager in Eaves Wood, 1 damage to a vehicle in the golf
club, 1 road traffic collision due to drink driving, 1 in relation to storm Arwen which brought down a power
line in the field at the back of St Johns Church and 1 burglary at the Methodist Church. Enquiries are still
ongoing with regards the burglary and PS Brown will update should any further information become
available. Overall, the picture for the village remains a positive one.
c) A Rural Task Force Update – introduced in March ‘21 to proactively target the issues that matter most to
rural communities, the 4 officers of the task force based in Morecambe have carried out 11 warrants, 3
Section 59’s (seizure of vehicles), 23 investigations and attended 147 incidents.

They have also recently seized 2 off road motorbikes for driving anti-socially which is really difficult to do and
were heavily involved in responding to the 60 fallen trees in one night following storm Arwen. Overall, the
Task Force has been involved in a large amount of proactive work. Their current operation, Operation Target,
is investigating cross-border criminality and will see the team on nights for 2 months to target organized
criminals in relation to plant thefts (quad bikes, machinery etc.) and poaching activities. Furthermore, the
new Police and Crime Commissioner has requested that all farms should get a visit every month which is a
huge undertaking.
d) Questions from Cllrs – Cllr Ferguson questioned whether nonspecific information should be reported, for
example if someone see something suspicious but does not know specific details. PS Brown confirmed it is
always seen as a positive to report any suspicions as it helps build a picture for the police, there may also be
an officer in the vicinity which may be able to attend if required. Cllr Bennett enquired as to the best way to
report such suspicions, whether it be 101 or 999. PS Brown confirmed that if the person feels in any danger
whatso ever then it is always 999, otherwise it would be 101 or via the online link
https://doitonline.lancashire.police.uk/ Cllr Bennett then enquired as to the size of the force currently and
how many officers would be added in January 22 to give the Parish some perspective on the coverage
available in the area. PS Brown explained how such specifics are not put in the public domain but reassured
the Parish Council that should an incident occur, the response will be there as they have lots of data to help
place patrol cars in the more effective locations. The example given was the recent road traffic incident on
New Road which saw 8 cars attend the scene within 15 minutes. Cllr Houghton enquired about the resources
available to the area, and whilst they do not have their own helicopter, they do have 24/7 air support
provided to them by the National Police Air Service (NPAS) who have a number of bases across the UK. They
also have their own large drone which can be effectively used for missing person searches as well as access
to the drone of the Fire and Rescue.
12981. Report of Relevant Matters from Lancaster City Councillor June Greenwell – Whilst Cllr Greenwell was
unable to attend the meeting, a report was nonetheless circulated to Cllrs outlining the focus of her work with City
Council last month:
a) 2022/23 Budget Preparations –much work has been done however the uncertainty of the impact of COVID
has made the task all the more difficult.
b) Happy Health Holidays – a children’s activity programme has been planned for the 4 days before Christmas
with a variety of fun activities alongside a nutritious meal each day. The programme has been funded by the
Department of Education and those children on benefits-related free school meals will be entitled to join the
sessions for free. A list of the agencies providing this service is available at

c) City Council’s Climate Change Emergency Plan – During its review, one of the topics discussed included
‘heritage considerations in the context of climate change’ which has implications for older buildings that may
not be on a ‘heritage’ list but will require significant modification in order to meet CO2 building emissions
targets. Cllr Greenwell intends to learn much more about this topic in 2022 and will distribute any relevant
information to the Parish Council.
12982. Report of Relevant Matters from Lancashire County Councillor Phillippa Williamson – Thanks given to County
Cllr Williamson for her attendance at the meeting to give a verbal report:
a) The Police and Crime Plan has now been published which sets out the strategic direction for crime-related
and policing services across Lancashire over the next 4 years and includes information on the financial
resources available to the Police and Crime Commissioner from central government, the local council tax
precept and any grant funding.
b) Parish and Town Council Conference was well attended with over 70 delegates attending in person and an
equal number online so feel Lancashire County Council have a good amount of feedback. The next
conference will be held in March ‘22 and will be focusing purely on Highways.
c) Budget Preparations – the budget council meets in February 22 so lots of work has been taking place in
preparation.

d) Economic Development – Lancashire Cricket Club have partnered with Lancashire County Council to build a
second ground in South Ribble where first-class matches will be played. The plan is currently out to
consultation and the County owned agricultural site will see a new venue with a capacity of up to 5,000
which would be used by the first team when Emirates Old Trafford is unavailable. As part of the partnership,
Lancashire Cricket Club have committed to working with schools in the area to promote the sport within the
community.
e) Silverdale Annual Assembly – Cllr Williamson will endeavour to support the Parish Council at the Annual
Assembly in March 2022
12983. Verbal Reports from any Meetings of Relevance Attended by Members, or the Clerk, Circulated Before the
Meeting and Not Listed Elsewhere in the Agenda:
a) Lancashire County Council’s Parish and Town Councils Conference and a webinar on COP 26 – attended
online by Cllr. Reed and Cllr Unsworth on Saturday 13th November with notes circulated to Cllrs ahead of the
meeting. Overall found the conference very interesting with lots of information given on the new Police and
Crime Plan and the Climate Change report. Additionally, lots of information given about community energy
projects, most notably the solar panel mapping undertaken in Ambleside in association with Lancaster
University which mapped the roof space of the town and assessed the maximum number and capacity of
solar panels that could be installed and provided an assessment of which roofs in a particular would provide
the best generating potential for the community. Another idea discussed was a community car share which
the Transport Management Working Group are looking into for future transport solutions for the village.
b) The Mansergh Trust – Cllr Unsworth attended a meeting of the Trust which was set up to provide a modest
yearly sum of money for young people aged 16-20 from Silverdale and Warton who are undertaking a formal
apprenticeship. Cllr Unsworth was happy to report that there would be 11 applicants receiving help towards
their apprenticeships.
12984. Clerk’s Report of any Action (other than consideration of Planning Applications) Taken Under the Provisions
of Standing Order 25:
a) Arranged quotation to repair to the broken pillar clock, £447 + VAT, which includes a service. Cllrs feel this to
be excessive and alternatives are now being sought before a final decision is made. The Clerk to request a
price to supply 2 clock faces only.
c) Contacted the City Planning Department on 15/11 regarding missing planning application 21/01089/FUL.
d) Emergency measures following the damage caused by storm Arwen. Certain trees arranged to be dealt with
by D Wain and Cllr Bond. One tree has landed on a resident’s studio which has caused significant damage to
their solar panels and guttering which may result in an insurance claim. The insurance company has been
notified.
12985. Planning Matters:
a) The following planning applications dealt with under the provisions of Standing Order 25:
i. 21/0199/TPO, 4 Yew Tree Gardens (emailed 28/10/21) – re-pollard of Horse Chestnut (T1). No objections.
ii. 21/01277/FUL, Land to the East of 61 Stankelt Road (emailed 9/11/21) – demolition of existing garage and
erection of a detached dwelling with associated driveway and patio, erection of a garden shed and
installation of a package treatment plant. Notice received on 11/11/21 to inform us of the fact that the
Parish Council owns part of the land which forms the driveway to the existing property and will also
form the driveway to the new dwelling. The Planning Working Group (PWG) recommends support in
principle but with significant amendments to the design to align with policies AS02 and AS08 of the
AONB Development Plan Document (DPD).
iii. 20/01089/FUL, Old Waterslack Farmhouse, Waterslack Road (emailed 16/11/21) – change of use of
agricultural land to create extension to existing caravan site to site two additional timber lodges,
alterations to existing site to include replacement of four existing static caravans with timber lodges with
associated parking, hardstanding, landscaping and soakaway drainage system, installation of electric
vehicle charging point and erection of a bin store. The PWG recommends opposing the application as it
does not align with AONB Development Plan Document (DPD) policy AS02, AS08 and AS11.

i. 21/01304/FUL, Old Waterslack Farmhouse, Waterslack Road (Emailed 19/11/21) – change of use from
agricultural shippon to holiday cottage (class C1) with associated parking. – The PWG recommends
supporting the application with concerns over the use of timber cladding in one elevation which
conflicts with AONB DPD policies AS02 and AS08.
ii. 21/01438/VCN, Land to the side of 5 Wallings Lane (emailed 24/11/21) – erection of a dwelling (C3) with
parking and associated access (pursuant to the variation of condition 2 on planning permission
18/01343/FUL to amend the proposed plans). The PWG recommends supporting the application.
12986. Correspondence – Receipt of the following items of correspondence were noted:
a) South Lakes District Council’s weekly planning updates (emailed 3/11, 10/11, 17/11, 24/11).
b) Lancashire Association of Local Councils supplies information regarding a consultation from Defra which
could affect those Parish and Town Councils which are Burial Authorities (emailed of 27/10).
c) National Association of Local Councils supplies their views on the proposals regarding Burial sites. (Emailed
29/10)
d) A new resident writes about the chimes from the clock at Bleasdale and how they find them obtrusive and
seeks the Parish Council’s support to have them switched off permanently (emailed 2/11) – The Clerk to
respond that Cllr’s AGREED the chimes are an integral part of the village between the hours of 8am to 8pm
and could not support their cessation.
e) An offer from Mr Ledger of a memorial seat which he would like on the shore (emailed 3/11) – AGREED
f) Agenda for Skipton East Lancs Rail Action Partnership’s meeting on November 8th (emailed 3/11)
g) GrantScape write about the Ørsted Community Benefit Funds (emailed 4/11) – Ørsted is the company who
set-up the offshore windfarm in the Morecambe Bay and the Fund is to support the coastal regions where
they operate. Cllr Bennett to investigate the possibility of applying for funding to help towards the
renovations of the public toilets.
h) An invitation to ‘COP 26 – What does it mean for community energy?’ on the 18th of November from 10am
to 12pm (emailed 11/11).

12988. Working Group (WG) and Street Scape Matters:
a) Public Toilets Update – the WG are considering all options regarding improving or replacing and are
currently seeking the advice from the Estates Manager at Lancaster City Council on how to move forward.
The Clerk has been inspecting the cleanliness of the toilets throughout the month and is happy to report a
vast improvement and are now being done to the standard expected. Cllr Ferguson raised the issue of Risk
Assessments for the toilets and suggested this be a future agenda item.
b) Emergency Plan – still a work in progress. The generator supplied to B4RN needs to be investigated to find
out if it is still in operation and if or when it gets tested. Residents to perhaps be reminded a generator is in
operation to enable B4RN to continue to supply the internet following a power cut and that battery
operated routers are available to purchase for such occasions. Cllr Fletcher has also suggested organising a
group of strategically placed volunteers around the Parish to help communicate the Emergency Plan to their
neighbours and identify those residents who may need support in the event of an emergency. Following the
recent events of storm Arwen, Cllr Bond has suggested a map of where the electricity is divided across the
village so it can be identified which households may need assistance more effectively.
c) Decorative Village Sign – to be put on hold until the AONB information signs have been confirmed and are in
place.
d) AONB information signs – AONB to fund the design costs, leaving the Parish Council with the printing and
installation. Discussions ongoing as to the site locations and content.
e) Repair of the Millennium Clock currently estimated at £447.00 + VAT – further options to be explored before
price can be justified.
f) Traffic Management – the WG has now written to Lancashire County Highways requesting a meeting but as
yet have had no dates proposed. A survey has been complied for residents to respond with regards the
current bus provision in Silverdale and future transport options, the results of which wil help form part of
the Transport Management Plan.
12989. Woodland Matters
a) Tree Donation from EForests Ltd – Cllr Bond has responded and requested 200 native trees, without berries,
to be used around Burton Well and by the left-hand stone wall in the playground to try and deter the
feeding of the horses. Cllr Bond is awaiting further information as to whether his request has been accepted
and if confirmed will then organise a working group to assist in their planting.
b) Tree Donation from the Woodland Trust – Cllr Fletcher has secured confirmation of 135 saplings for the
Parish during March ’22.
c) Submitted Tenders for the work at Burton Well Scroggs and Burton Well Lane. – only one tender received by
Westmorland Tree Care Ltd, as they are familiar with the site, Cllrs AGREED for the quote to be accepted and
for the expenditure of £600+VAT.
12990. Playground Matters – Following storm Arwen, an extra Playground inspection was carried out on the 28th of
November and no damage or other issues were reported. Cllr Bennett is meeting with Lancaster City Council this
week to discuss the list of outstanding works required in the park and to obtain a formal quote for the works to be
completed. Once this is received, Cllr Bennett will circulate to Cllrs for approval.
12991. Noted that an updated list of allocated Council tasks was circulated to Cllrs on 5th December and a copy
placed of the Parish Council notice board.
12992. Annual Assembly, 17th March 2022 – Cllr Houghton to liaise with Bay Search and Rescue for a representative
to be a guest speaker.

12993. Community First Responders Provision – Cllr Ferguson highlighted once again how there is now only 3
trained responders in the village which does not give enough for 24hr coverage, which they were able to provide in
the beginning. Volunteers are waiting over 18 months for training which is simply unacceptable given the pressures
on the ambulance service and the assistance having 24hr coverage could have for them. County Cllr Williamson is
happy to write to NWAS to try and highlight the issue and apply some pressure. PS Brown also attends a weekly
multi-service meeting so will bring the subject up there with the representative from NWAS and give any feedback to
the Parish Council.
12994. Items for Information:
a) Thanks given to Denise for providing the delicious festive refreshments during the meeting.
b) The Christmas Elves are all in place throughout the village and initial feedback has been extremely positive.
Thanks given once again to Cllr Higham and her company Keenedge Ltd for providing and organising the elf
hunt for the children in the Parish.

14 Working Groups/Streetscape
• Toilet Group Update. Considering all options regarding improving, replacing (which means they would close for some time and need significant funding) or closing altogether.
• Emergency Plan Trial run through. To discuss any issues found. To decide what to do to ensure the torches have useable batteries.
• Village Sign. Whether to apply to our County’s “Parish Champion” for a grant for a village sign (4 Options, £249 to £384) as proposed in email of 12/11/21. If so, to choose the photograph font and design shape.
• AONB information signs. Update on progress and whether to apply for a grant from the “Parish Champion”.
• To authorise the repair and expenditure of the Millenium Clock currently estimated at £447 net.
• To note there is a new Memorial seat on the way for the Shore, it is hoped it will be in place before 20th December.
• An update from the Traffic Management Working Group.

15 Woodland Matters
a) To consider Andrew from ‘eforests.co.uk’offers to donate trees to plant usually 150 plus and where they could be placed. (Emailed 1/11/21)
b) To consider the Tenders submitted for the work at Burton Well Scroggs and Burton Well Lane.

16 Playground – To receive a report on any urgent actions that have been taken and to consider any other issues raised in either the Lancaster CC quarterly, or Parish weekly inspections.

17 To note that the update of the list of allocated Council tasks has been circulated.

18 To plan the Annual Assembly for 17th March 2022.

19 To discuss what can be done to improve the First Responders provision for residents in Silverdale. Currently only three trained and two waiting for training.

20 To receive Items for Information.

21 To receive items for consideration for a future agenda.

22 To note that the date of the next meeting is 6th January 2022. Items for the agenda to reach the Clerk by 10am on 29th December 2021 please.
