7393 Minutes: of a Special Meeting of the Silverdale Parish Council held in the Silverdale Institute on Thursday 24th July 2003.

7394 Present: Chairman – Councillor C.J. (John) Eden, Councillors T.B. (Bernard) Fryer and A.W. (Arthur) Graves, the Clerk – P.G. (Peter) Challenor, County & District Councillor S.M. (Sarah) Fishwick and nine members of the public.
7395 Apologies for Absence: Councillors J. (June) Greenwell and R.M. (Ralph) Henderson,

7396 Suspension of Standing Orders

RESOLVED that Standing Order 28 be suspended, in order to permit members of the public and of the Council to enter into public discussion, subject to control by the Chairman.

7397 Ridgway Park School

Several members of the public addressed the meeting. It was agreed that the following comments will be forwarded to Lancaster City Council, in addition to, but not as part of, the consultation response to the amendment for Planning Application 02/01034/FUL:

There were nine members of the public present (four of whom were known to be from outside of this Parish). Four persons addressed the Council, but their comments appeared to be supported by the remaining members of the public.

Copies of documents have been obtained, and telephone conversations have taken place, which lead those who spoke to believe that some of the submissions made by the school and/or its agents, in connection with the four Planning Applications (Schemes 1,2,3 & 4), are erroneous. As the persons who spoke believe these matters to constitute “significant misinformation”, they questioned the validity of the Permissions already granted, and of any which may be granted on the basis of the current Applications. Furthermore, they made the point that the current provision of bedrooms is more than adequate for the maximum figure set by DFES for registration purposes, and that there has not been an application to increase the figure.

It was also stated that enquiries had revealed that the School has not applied for National Care Standards Registration and is not therefore permitted to accommodate children on a ‘year-round’ basis.

It was also agreed that the Clerk will supply to the Planning Department copies of (a) a letter received from Mr Bridden (Headteacher, Ridgway Park School), dated 15th July 2003, and (b) a letter received from Mr Clark (Department for Education and Skills), dated 21st July 2003.

7398 Reinstatement of Standing Orders

Standing Order 28 was reinstated for the remainder of the meeting.

7399 Planning

The following application was considered and comments made as indicated:

02/01034/FUL – Ridgway Park School (scheme 2) – amendment to application – notional cross section: This Council requests that a condition be imposed to ensure that the Limestone Pavement is fully protected during construction work. OBJECTIONS to the Scheme, submitted in October 2002, are reiterated.
