101 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Monday, 6th February 2012.

102 Present:  Chairman  –  Councillor T.G. (Terry) Bond, Councillors H.M.E. (Harriet) Bradfield, K. (Keith) Palmer, N. (Nigel) Ribbons, P.N. (Paul) Williams and A. (Angela) Woods, the Deputy Clerk  –  S.D. (Sue) Hayward and one member of the public.

103 Apologies for Absence: Councillors A.J. (Tony) Houghton (at work) and S.L. (Shirley) Mason (on holiday) and the Clerk  –  L.D. (Denise) Challenor.

104 Minutes of Previous Meeting
 The Minutes of the Ordinary Meeting of the Playground Charity Trustees held on Monday, 3rd October 2011 were approved then signed by the Chairman.

105 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda

106 Receipt of Declarations of Trustees’ Interests Relating to any Items Appearing on the Agenda

107 Matters Raised by Members of the Public for Future Consideration
 A member of the public reported that:
 1.  the fence that was recorded at the October meeting as in need of repair runs parallel to Elmslack Court and is still in need of repair;
 2.  the area from which the bench has been removed has still not been made good despite the resident himself having already paid for the remedial works to be carried out;
 3.  there is a problem with litter and asked whose responsibility it is to pick it up.

108 Lancaster City Council (Lancaster CC) Playground Report
 It was noted that Lancaster CC had submitted a report and the contents were discussed:
 1.  the missing end caps have been replaced;
 2.  the damaged stopper spring to the zip wire had been highlighted but Councillor Ribbons advised that the spring is still effective;
 3.  the elephant ‘mobile’ is in need of repair;  RESOLVED to ask Lancaster CC if they can repair this;
 4.  “rubber surface shrinking” – Councillor Ribbons said that he thinks that the problem is one of the wood separating from the rubber, rather than one of shrinkage, and he will look at how this can be remedied with Mr Michael Knight.  RESOLVED to pay for this repair from playground funds.

109 RoSPA
 It was noted that it is not a condition of the insurers that RoSPA (specifically) inspect the playground (the play area must be inspected annually by a qualified, independent play area consultant; a written record of a weekly routine, visual check is recommended to support the annual inspection).  RESOLVED not to authorise RoSPA to make an inspection in view of the Lancaster CC quarterly inspection and the playground contractor’s weekly inspection.
110 Other Works Necessary
 1.  Councillor Ribbons reported that the handle to the zip wire has been replaced and that urgent repairs are necessary to the ‘Duke Box and Toddler Unit’. It is felt that these repairs are due to a design fault and Members RESOLVED to contact other owners of one of these units to ascertain if they have similar disrepair issues.
 2.  It was noted that a grant application is to be made under the Local Members Grants Scheme for the underlay and bark to the aerial slide and that Councillor Ribbons will refer the application form to the Clerk to complete.
 3.  It was noted that the gate is still in need of repair.  RESOLVED that the Clerk raise this with Mr Knight.

111 Date of Next Meeting
 It was noted that the date of the next meeting is Monday, 5th March 2012.
