10311 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Thursday, 4th April 2013.
10312 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors A.J. (Tony) Houghton, S.L. (Shirley) Mason, N. (Nigel) Ribbons, P.N. (Paul) Williams and A. (Angela) Woods, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward, County Councillor S.M. (Sarah) Fishwick, and 2 members of the public.
10313 Apologies for Absence: Councillors H.M.E. (Harriet) Bradfield and K. (Keith) Palmer.
10314 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
None.
10315 Minutes of the Previous Meeting
The Minutes of the Ordinary Meeting held on Monday, 4th March were approved then signed by the Chairman.
10316 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
The Chairman referred to: (1) item 10261, regarding dog waste, and advised that dispensers for dog waste bags are now in place at the entrance to The Lots, Woodwell and The Chase (temporarily fixed to the National Trust sign as the AONB waymarker sign is rotten); (2) item 10286, regarding the proposed skate park, and advised that several people have made positive comments about Councillor Williams’ article in the parish magazine; (3) item 10289, regarding the tree survey, and advised that United Utilities have taken down the trees (identified as in need of felling) at Woodwell; (4) item 10290, regarding Burton Well Scroggs, and advised that a working party will start work on 5th April. He also expressed thanks to the National Trust for their help.
The Clerk referred to: (1) item 10283, regarding the public toilets, and advised that sanitary bins have been installed by the new contractor whose contract took effect on 25th March; (2) item 10291, regarding finance, and advised that the cheque posted to Lancaster City Council (Lancaster CC) didn’t arrive, the cheque has been cancelled and another will be issued.
10317 Matters Raised by Members of the Public for Future Consideration
A member of the public asked if PC Marsh has responded to the query raised at the Annual Parish Meeting about the budget for monitoring the 20 mph zone. The Clerk advised that she has not heard from PC Marsh but will remind him.
10318 Update from the Community Police Officer
PC Marsh was not present at the meeting and his report was not available.
10319 Report from County Councillor Sarah Fishwick
Councillor Fishwick reported that: (1) a new gate has been supplied for the footpath at the back of Churchfields and arrangements are in hand for it to be fitted; (2) she will contact English Nature about the chimney at Brown’s Houses which is considered to be a building at risk; (3) this meeting will be her last as a County Councillor. The Chairman wished to record his thanks to Councillor Fishwick for all her hard work and helpfulness both to the parish council and to him personally; (4) all the pot holes and blocked drains have been dealt with.
10320 Report from City Councillor Kath Graham
Councillor Graham was not present at the meeting and her report was not available.
10321 Reports on any Meetings Attended by Members or the Clerk
Silverdale United Charities
Councillor Mason reported that 2 requests for assistance have been made and the Charity was able to help in both cases.
10322 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Lancashire County Council (Lancs. CC) – notice of decisions following application for Modification Orders under the Wildlife and Countryside Act 1981 part III. Claim number 804/504 – Lancs. CC determined NOT to make an Order as follows: claim for a Public Footpath from Public Footpath 14 to Lindeth Road to be added to be added to the Definitive Map and Statement of Public Rights of Way. Claim number 804/536 – Lancs. CC determined to make an Order as follows: the deletion of part of Public Footpath 14 from near the end of the sea wall onto the foreshore, a distance of approximately 25 metres; the deletion of part of Public Footpath 14 from the foreshore through the gates east of Brown’s Houses to a point near the eastern end of the sea wall – approximately 75 metres; the addition of a Public Footpath from a point on Lindeth Road to the western end of Public Footpath 14, a distance of approximately 15 metres; the addition of a Public Footpath from the western end of Public Footpath 14 to a further point on it, a distance of approximately 100 metres;
b) a response from a resident regarding a grit bin for St John’s Avenue, thanking the parish council, reaffirming their need but declining to take the responsibility to fill it and asking for the Council’s help; it was noted that the Council might wish to consider this request at a future meeting:
c) Lancaster CC’s invitation to use the Community Payback Scheme 2013-14;
d) two letters objecting to the skate park on the grounds of the Silverdale Institute;
e) information about the Lancashire Playing Fields Association;
f) LCR Publication;
g) a brochure on a Commercial Playground Spares Service;

j) LALC send Minutes of their 236th meeting of the Lancaster Area Committee and agenda for the 237th meeting; details of the Quality Parish Scheme Workshop; training for the Certificate in Local Council Administration; an LCTP Training Workshop for new Councillors and Clerks;
k) Came and County (PC insurance) information;
l) Clerk and Council’s Direct.
10333 Planning
(1) It was noted that the following planning applications had been dealt with under the provisions of Standing Order 25a and comments made as indicated:
13/00031/TPO 1 Lindeth Road. Crown reduce and crown thin a group of trees. NO PLANNING OBJECTIONS.
(2) The following applications were considered and comments made as indicated:
13/00035/FUL Silverdale Hotel. Amendments to application. NO PLANNING OBJECTIONS;
13/00280/FUL 14 Cove Road. Construction of dormers to the rear and erection of a single storey extension to the rear. NO PLANNING OBJECTIONS.
(3) It was noted that no decisions had been advised by Lancaster CC.
10334 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
25 (a) Parish Council Property and Functions
It was noted that the Clerk has been in touch with United Utilities regarding the leak to the pipes to the public toilets and has enquired about obtaining a refund for the excessive water consumption, but although they have sent a claim form, it says non-domestic users cannot apply so it unlikely to be successful. Lancaster CC have been notified as it seems that the leak might be due to a pipe having been damaged when the trees were removed last summer (the tree roots were found to be causing the drains to block) and they have asked for a map showing the location of the water meters and a record of water usage. It was noted that the leak should be sorted first but meanwhile the Clerk will obtain a quotation for supplying and fitting a sensor to the toilets so that the toilets flush when used rather than via a constant trickle of water.

10335 Children’s Playground
RESOLVED to defer a decision on whether or not to authorise the purchase of the shredded bark and liner until the Clerk has obtained advice from Lancaster CC on the re-siting of the aerial slide to an area of the playground where rain water drains away more effectively.
10336 Tenders
It was noted that 2 contractors have supplied tenders for grass cutting, Parish Contractor work and the playground (grounds maintenance). RESOLVED to accept Mr Neil Pharaoh’s (Envirocare) tender for grass cutting (£540.00) and the playground ((grounds maintenance) £1,900.00) and Mr Laws’ tender for Parish Contractor work (£1,995.00).
10337 Library
It was noted that Ms Ruth Livesey has contacted the Council about the possibility of funding towards improving the outside of the library as a part of the Arnside and Silverdale art trail. RESOLVED to check with Ms Livesey that permission to carry out any improvements has been granted by Lancs. CC and to ask for details of costings.
