198 Un-confirmed Minutes of an Ordinary Meeting of the Silverdale Children’s Playground Charity Trustees held in the Silverdale Institute on Thursday, 4th April 2013.
199 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors A.J. (Tony) Houghton, S.L. (Shirley) Mason, N. (Nigel) Ribbons and A. (Angela) Woods, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and one member of the public.
200 Apologies for Absence: Councillors H.M.E. (Harriet) Bradfield, K. (Keith) Palmer and P.N. (Paul) Williams.
201 Minutes of Previous Meeting
The Minutes of the Extraordinary meeting of the Playground Charity Trustees held on Monday, 4th March 2013 were approved then signed by the Chairman.
202 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
None.
203 Receipt of Declarations of Trustees’ Interests Relating to any Items Appearing on the Agenda
None.
204 Matters Raised by Members of the Public for Future Consideration
The member of public asked: 1. why the Trustees are looking at the Playground Trust Deed. The Chairman advised that the history of the age restriction for children playing in the playground is being researched; 2. if the Trustees would consider making the playground an alcohol-free zone.
205 Trust Deed
It was noted that the Declaration of Trust states: “The…ground, and any facilities, or equipment thereon, shall be provided and maintained for the principal benefit of children having an age not exceeding fourteen years, except that the trustees, by resolution, may permit persons of older ages to use some, or all, of the facilities, or equipment, providing always that children of the age of fourteen years and younger shall not be denied the use of any such facilities”. RESOLVED that the Chairman check if Mr Jim Bolton has any recollection as to other documents which might indicate an age restriction, or the origin of the age restriction.
206 Aerial Runway
1. It was noted that Councillor Fishwick had arranged a grant for £450, towards the cost of the membrane and rubber chips, under the Lancashire County Council’s Local Members’ Grant Scheme; 2. RESOLVED, in due course, to transfer £146 from the Silverdale Playground Charity’s bank account to Silverdale Parish Council’s bank account towards the cost of the rubber chips subject to the Clerk checking the minimum amount of funds necessary for the account to remain open; 3. RESOLVED to defer discussing the arrangements for receiving and laying the rubber chips and membrane until the possibility of relocating the runway (within the playground) has been considered.
207 Funding of Future Repairs
It was noted that this was discussed in the Ordinary meeting of Silverdale Parish Council held on 4th April.
208 Trip Hazards
It was noted that the Lancaster City Council Playground Inspector has not met with the Chairman yet and so there was no update on solutions to the trip hazards (minute 172).
209 Date of Next Meeting
It was noted that the date of the next meeting is Thursday, 9th May 2013.
