10370 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 3rd June 2013.
10371 Present: Chairman – Councillor T.G. (Terry) Bond, Councillors H.M.E. (Harriet) Bradfield, A.J. (Tony) Houghton, S.L. (Shirley) Mason, K. (Keith) Palmer, N. (Nigel) Ribbons and P.N. (Paul) Williams, the Clerk L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and 2 members of the public.
10372 Apologies for Absence: Councillor A. (Angela) Woods, PC 2866 Tony Marsh and City Councillor K. (Kath) Graham.
10373 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda
Councillor Williams expressed an interest in agenda item 18 in that he is employed (as a member of the public) to clean the toilets.
10374 Minutes of the Previous Meeting
The Minutes of the Annual Meeting held on Thursday, 9th May were approved then signed by the Chairman.
10375 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
Councillor Williams referred to item 10361, regarding PHS, and advised that the sanitary bins are still awaiting collection following the termination of the contract with PHS. RESOLVED that the Clerk contact PHS and give them 30 days to remove the bins.
The Clerk referred to: (1) item 10362, regarding parking at the junction of Hollins Lane and Lindeth Road, and reported that Highways considered laying chippings in the area but felt that this would be unwise as the chippings might spread on to the road; they will consider the problem at their meeting on 5th June and advise this Council on the action to be taken; (2) item 10365, regarding the toilet leak, and advised that Mr Stefan Laws is unable to dig a trench to trace the leak as he considers the work to be specialized.
The Chairman referred to item 10363, regarding visibility at the junction of Hollins Lane and Slackwood, and advised that the owners of the banners are away at the moment and that an article will be sent to the parish magazine covering matters from both the May and June parish council meetings.
10376 Matters Raised by Members of the Public for Future Consideration
None.
10377 Update from the Community Police Officer
A written report from PC Marsh was read by the Chairman; (1) 37 incidents have been reported, of these 5 have been recorded as crimes – damage to the honesty box and bench at The Shore (Members noted that these were 2 different crimes and that the total number of recorded crimes should, therefore, read 6), theft of 2 gates at The Lots, theft of electric fence energiser and batteries from Silverdale Golf Club, theft of mobile phone, theft of an hydraulic breaker, Lindeth Road; (2) in relation to the PACT priorities the police have continued to monitor the parking situation and have monitored the situation by the Co-Operative store and by the clock tower. The police have patrolled the village concerning anti-social behaviour and have had no incidents reported from the Cove Road playing field; (3) the police are aware of the recent meetings concerning the proposed skate park and the division that this is causing in the village and would like to remind people to act appropriately and with respect for each other when discussing the situation; (4) following the concerns over the speed of traffic within the 20mph area a Speed Indicator Display Sign (SPiD) has temporarily been erected on Emesgate Lane. RESOLVED to ask PC Marsh if the SPiD can be used on Lindeth Rd, Stankelt Rd and Cove Rd at various times.
10378 Report from County Councillor Alycia James
Councillor James was not present at the meeting and her report was not available.
Councillor Ribbons pointed out that superfast broadband was due to be rolled out in September 2013 but the date given on the British Telecom website is now the calendar year 2014. RESOLVED to raise the delay with Lancashire County Council.
10379 Report from City Councillor Kath Graham
Councillor Graham was not present at the meeting but she had e mailed her report to the Clerk: (1) Mr Mark Davies, Head of City Council (Direct) Services has apologized for the rubbish not being collected on the day of the beach clean – some bags of rubbish have since been collected from the shore; during the summer months litter bins will also be emptied at the weekends in Silverdale; (2) the Royal application might be on the Agenda for the Planning Committee on the 24th June (to be confirmed).
10380 Reports on any Meetings Attended by Members or the Clerk
None.
10381 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Lancashire Fire and Rescue. Consultation regarding draft integrated risk management plan 2013-17;
b) copy of a letter of complaint to Mark Cullinan of Lancaster City Council (Lancaster CC) about the Silverdale train service being unreliable;
c) Springs View landscapes write to promote their service;
d) a resident writes about the ivy growth on some cherry trees on the northern boundary of the playing field. RESOLVED that the Chairman cut through the ivy stems.
10381 Planning
(1) It was noted that no planning applications had been dealt with under the provisions of Standing Order 25a.
(2) The following applications were considered and comments made as indicated:
12/01186/FUL The Royal. Notification of amendment to application to erect two semi-detached dwellings. It was noted that there have been problems accessing the information on the website but the original comments still stand.
13/00518/FUL Red Bridge Farm. Resubmission of previously approved application no. 12/01122/FUL for the erection of a double and single storey extension to the front, and single storey extension to the side. PLANNING OBJECTIONS on the grounds that the proposed development would restrict the width of the road (the building opposite already protrudes) causing particular problems for abnormal loads on what is a dangerous corner.
(3) It was noted that no decisions had been advised by Lancaster CC.
(4) It was noted that the Chairman and Councillor Houghton met with representatives from Silverdale Golf Club on site. The Golf Club would like to release part of their land for development (a brownfield site at the North end of the present car park opposite the railway station and adjacent to dwellings). RESOLVED that this Council ask Lancaster CC to consider including the site in the Local Plan.
10382 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
25 (a) Parish Council Property and Functions
It was noted that the Clerk has asked Mr Neil Pharaoh to erect the new (AONB) notice board on the playing field and Mr Stefan Laws to repair the damaged seat on the shore.
25 (b) Non-Parish Council Property and Functions
None.
10383 Finance
(a) Councillor Ribbons conducted the monthly check of all money received by the Council and found the records to be satisfactory. It was noted that there have been the following receipts: 1. £4,783 (£117 increase) – BACS payment from Lancaster CC towards the running costs of the public toilets; 2. £1,364.12 – VAT refund from HMRC.
(b) RESOLVED to authorise payment and sign cheques for the following accounts:
Mr Paul Williams (toilet cleaning) £203.99 (833)
Mr Steve Lamb (website maintenance for the year) £180.00 (834)
10384 Silverdale Institute
It was noted that Silverdale Institute is carrying out a consultation exercise regarding the use of their field. RESOLVED that the Chairman and Councillor Houghton draft a letter stating that this Council notes the objectives of the Institute, recognizes the value of a long-term plan, welcomes the consultation and would like to see the results of the consultation exercise; this Council also offers to work with the Institute if it so wishes.
10385 Skate Park
It was noted the suggested site on Lindeth Road (by Lindeth Close) is not suitable; the Chairman will submit an article to the parish magazine asking for other ideas as to possible sites.
10386 Website
It was noted that only one tender had been received for the maintenance of the website – from Mr Steve Lamb who has reduced his charge to £150 (from £180) as the work has become more predictable. RESOLVED to accept Mr Lamb’s tender of £150 for the year June 2013 to May 2014.
10387 Bench
It was noted that a bench has been offered in memory of Ms Christine Shepherd’s mother (Mrs Beryl Buckley) but, as there is no parish council land available, RESOLVED to suggest that Ms Shepherd approach the National Trust, RSPB, Silverdale Cricket Club or the owners of The Shore.
10388 Toilet Leak
It was noted that Lancaster CC have estimated £1,380.00 + VAT to replace the water supply pipe to the toilets due to a leak on the existing pipe; United Utilities (UU) have estimated £1,103.67 +VAT; it was further noted that UU are unable to relocate the water meter as there is no water main passing the toilet block. RESOLVED to ask UU to carry out the work and to request a temporary water supply during the time that the work is carried out.
10389 Items for Information
1. Members noted that the ‘No overnight camping’ sign on The Shore is rotten.
10390 Suggestions for Future Agenda Items
1. To discuss repairs necessary to refix some of the wall tiles to the public toilets. (All)
2. To discuss installing another dispenser for dog waste bags on Cove Road. (All)
10391 Date of the Next Meeting
It was noted that the date of the next meeting is Monday, 1st July 2013. Items for the agenda to reach the Clerk before Friday, 21st June and copies of reports to reach the Clerk before Monday, 24th June.
