10682 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 2nd June 2014.
10683 Present: Chairman – T.G. (Terry) Bond, Councillors H.M.E. (Harriet) Bradfield, A.J. (Tony) Houghton, S.L. (Shirley) Mason, N. (Nigel) Ribbons and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward and 3 members of the public.

10685 Receipt of Declarations of Members’ Interests Relating to any Items Appearing on the Agenda

10686 Minutes of the Previous Meeting
The Minutes of the Annual Meeting held on Thursday, 8th May were approved then signed by the Chairman.
10687 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
The Chairman referred to: (1) item 10645 f), regarding the Moss Lane – Trowbarrow Quarry footpath, and advised that he has had heard nothing more from the AONB; (2) item 10679, regarding County Councillor James’ absence from meetings, and reported that he will inform the Chairman of Morecambe and Lunesdale Conservative Association that Councillor James was not present at this meeting; (3) item 10677, regarding the proposed temporary skate park – only one person has volunteered to help with supervising and if no more volunteers come forward the hire of the skate park will be cancelled.
Members referred to item 10665 regarding police matters: (1) the Chairman reported that PC Barr has offered to meet with him to discuss the enforcement of the 20mph speed limit, but a date for such a meeting has not, as yet, been arranged; (2) Councillor Mason advised that PC Barr had attended a recent Saturday morning coffee morning in the Gaskell Hall to circulate and introduce himself to those present; (3) Councillor Houghton pointed out that the action listed in a recent communication from the police was reactive rather than proactive; (4) it was noted that in recent months the police reports of monthly action have been received after the parish council meeting has taken place (a list of dates for the meetings has been sent to the police).
The Clerk referred to: (1) item 10663, regarding the election of representatives, and reported that Silverdale Institute have invited the parish council to put forward a representative. RESOLVED that Councillor Houghton represent this council; (2) item 10678, regarding Christmas decorations, and advised that she has had responses from library services and the pharmacy who have both agreed to have a Christmas tree on the outside of their buildings.
Councillor Houghton referred to: (1) item 10601, regarding the level crossing, and asked when Mr Simon Shippard (Level Crossing Manager, Network Rail) will attend a parish council meeting. RESOLVED that the Clerk contact Mr Shippard to arrange a date; (2) item 10636, regarding British Telecom’s (BT) superfast broadband programme, and reported that although BT had said that they would give individual residents the best information they can about the speed of broadband they can expect if residents e mail them with their postcode and telephone number, he had found that such information was not available; (3) item 10645, regarding the Moss Lane – Trowbarrow Quarry footpath, and asked that this council express concern to the landowners about the current lack of access to the quarry for emergency vehicles.
10688 Matters Raised by Members of the Public for Future Consideration
A member of the public spoke about the footpath at the Northern end of Trowbarrow quarry and asked for this council’s support in campaigning for the footpath to appear on the definitive map of Silverdale and for the footpath to be reopened.
10689 Update from the Community Police Officer
PC Barr was not present at the meeting and his report was not available.
10690 Report from County Councillor Alycia James
Councillor James was not present at the meeting and her report was not available.
10691 Report from City Councillor Kath Graham
Councillor Graham reported that a new bin is needed at the cove (the original bin (that was fire-damaged some time ago) has been take away). Members requested that the replacement bin be located to one side of the entrance to the cove (by the bench) so as not to obstruct the view.
10692 Reports on any Meetings Attended by Members or the Clerk
1. AONB
The Chairman reported that Councillor Palmer had attended the AONB meeting on 20th May , “A Local Plan for the AONB”, a full account of which Councillor Palmer had sent to Members by e mail.
2. Woodland Management Committee
The Chairman advised that the Committee met recently and that a report on the condition of the trees on parish land is to be provided, once received this will be discussed as an agenda item in view of the expenditure involved in carrying out the report’s recommendations.
10693 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Lancashire Highway Services send a response regarding speed limits within the Silverdale area; RESOLVED to press them to arrange for a speed limit surveys to be carried out. It was noted that Members would like a reduction in the speed limit to 30mph along Bottoms Lane, Hollins Lane and the parts of Cove Road not already covered.
b) Lancaster City Council (Lancaster CC) consult regarding Local Heritage Assets. The chairman read out the criteria for buildings to be considered for registration as Local Heritage Assets, the list of those buildings currently listed and suggestions for those which should be included. RESOLVED that the criteria and list of buildings be left in the library for the public to see and submit their ideas and that the information be circulated to Members.
c) Questionnaire regarding SpID; it was noted that the questionnaire simply asks which authorities own a SpID.
d) SELRAP publication.
e) Clerk and Council’s Direct.
10694 Planning
(1) It was noted that the following planning application had been dealt with under the provisions of Standing Order 25a:
14/00465/FUL Highfield, Cove Road. Erection of a single storey side extension. NO PLANNING OBJECTIONS.
(2) The following planning applications were considered and comments made as indicated:
14/00538/FUL 5 Castle Bank. Erection of a detached summerhouse. NO PLANNING OBJECTIONS, but it was noted that there are concerns that the building could be further extended/ converted into residential accommodation;
LCC/2014/0080 Bleasdale House School. Emesgate Lane. Single storey extension to create a new entrance to the day school. NO PLANNING OBJECTIONS;
14/00540/FUL 10 Lindeth Road. Erection of two single storey rear extensions. NO PLANNING OBJECTIONS.
(3) It was noted that the following decisions had been advised by Lancaster CC:
Notice of intention to carry out works to trees. 14/0064/TPO 5 Stoneleigh Court, removal of 3 ash trees.
10695 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
25 (a) Parish Council Property and Functions
None.
25(b) Non-Parish Council Property and Functions
It was noted that the Clerk had contacted Highways regarding the finger posts that are in need of repainting and that Highways will provide the paint if a volunteer will carry out the repainting.
10696 Finance
(a) Councillor Bradfield conducted the monthly check of all money received by the Council and found the records to be satisfactory; it was noted that a payment had been received by BACS from Lancaster CC (contribution to the maintenance of the public toilets) – £4878.00.
(b) RESOLVED to authorize payment and sign cheques for the following accounts:

10697 Parish Plan
Members reviewed the aims of the Parish Plan with regards the village centre and RESOLVED to arrange a meeting with Lancaster CC with a view to engaging Lancaster CC with this council’s ideas regarding the village centre and those ideas being fed into any discussions between Lancaster CC and those considering submitting planning applications.
10698 War Memorial Gardens
The wording for the plaques was discussed. It was noted that the Clerk had obtained a quotation for stainless steel plaques and that each plaque would cost £27 for the words to be laser printed (the cost might be a little more than £27 as the agreed wording differs slightly than that quoted for). RESOLVED that the Clerk check the prices charged by other firms before ordering the plaques. Further RESOLVED that each plaque be mounted onto a stone boulder (the stone will need to be sourced).
It was noted that a soldier who died in 1944 and is buried in St. John’s churchyard is not commemorated at the War Memorial and that this may be because he is commemorated in Cawood, Yorkshire with which he is also associated. RESOLVED that the Clerk look into this.
RESOLVED that the Clerk ask Mr Stefan Laws to quote for pressure-washing the Memorial and to ask Mr Laws to carry out the work if the cost is no more than £100. RESOLVED that the Clerk obtain quotations for replacing the missing letters once the Memorial has been pressure-washed. Further RESOLVED to ask Mr Laws to quote for replacing 2 of the trees and that the Clerk seek advice as to the optimum time for planting them.
10699 Website
It was noted that Mr Steve Lamb has submitted a tender for the maintenance of the website; RESOLVED to accept Mr Lamb’s tender of £150 for the year June 2014 – May 2015.
10700 The Royal
RESOLVED to ask Lancaster CC for the necessary forms to apply for registration of The Royal (building, garden and car park) as a community asset under the Localism Act, 2011.
10701 Contactor Issues
It was noted that Envirocare had not cut the grass at St. John’s Avenue and Woodwell for some time prior to their contract coming to end in May (and had not invoiced for the work).
RESOLVED to:
1. pay Mr Laws (the current contractor) for the extra hours required to cut the grass at his first visit;
2. ask Mr Laws to keep separate records for work carried out in connection with the 2 contracts he has with the council (grass cutting and parish contractor);
3. remind him to plan the time he takes for each task;
4. ask him to repair the benches as necessary and to tidy and weed the area around all benches.
10702 Parish Precept
RESOLVED that Councillors Bond, Houghton, Mason, Ribbons and Williams request a dispensation to enable them to participate in and vote on matters relating to the setting of the parish precept (with reference to the Localism Act, 2011) and to ask Councillors Palmer and Woods if they wish to request dispensation also.
10703 Financial Regulations
Members reviewed the Financial Regulations and it was noted that no changes were required.
10704 Items for Information
1. Councillor Houghton reported that: (1) the large bin at Woodwell (opposite ‘Kayes’) is rotten;
(2) the fire service have provided Silverdale’s fire engine with inflatable walkways for use when walking over quicksand.
2. The Chairman said that he had received a letter from a resident advising of the need for a replacement bin at the cove.
10705 Suggestions for Future Agenda Items
1. Discuss the re-opening of the footpath at the Northern entrance to Trowbarrow quarry and look into its designation as a public footpath instead of permissive. (All)
2. The registration of The Silverdale Hotel and The Woodlands Hotel as community assets. (All)
10706 Date of Next Meeting
It was noted that the date of the next meeting is Monday, 7th July 2014. Items for the agenda and copies of reports to reach the Clerk before Monday, 30th June.
