10977 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 1st June 2015.
10978 Present: Chairman – T.G. (Terry) Bond, Councillors J. (John) Bennett, S.L. (Shirley) Mason, K. (Keith) Palmer, N. (Nigel) Ribbons, D. (David) Sandiford and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward, City Councillor N. (Nigel) Goodrich and four members of the public.

10981 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Monday, 11th May were approved then signed by the Chairman.
10982 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
The Clerk referred to: (1) item 10966 (a), regarding the pillar clock, and advised that on contacting Smiths of Derby to ask them not to service the clock until further notice, they pointed out that the Council is tied in to using them until 2016. RESOLVED that the Clerk investigate other firms ready for when the contract comes to an end and not to accept the Smiths of Derby offer of a discount if payment is made in advance for three years; (2) item 10966 (h), regarding a national project on War Memorials, and reported that she had contacted Civic Voice to inform them of the War Memorials in Silverdale. They replied that the project’s aim is to enable people to assess and record the condition of their local war memorials, with a view to then applying for funding for conservation if necessary, and that training (in Derby) is available for help with this. RESOLVED not to pursue this; (3) item 10966 (i), regarding training for new Councillors in July, and advised that Councillor Sandiford is unable to attend.
The Chairman referred to: (1) item 10966 (c), regarding the sycamores in the playground, and reported that he visited the site and found that there were some sycamores in need of cutting down, but when he returned with tools to cut them down himself he found that the work had been done. RESOLVED that the Clerk write to the residents of the property adjacent to the sycamores to ask if they witnessed the trees being cut down as it appears that someone has acted without permission; (2) item 10966 (f), regarding the post office, and noted that the move to the newsagents is going ahead; (3) item 10966 (g), regarding a Silverdale walk published in Countryfile magazine, and advised that Countryfile will publish a correction to include reference to the tides; (4) item 10972, regarding the station waiting room, and confirmed that he has written to Mr Chris Cutts, Station Manager (Northern Rail), to record an expression of interest in taking the project further and that Mr Cutts has passed the letter on to the Estates Office.
10983 Matters Raised by Members of the Public for Future Consideration
One resident asked if there is any news on the proposed mobile phone mast and pointed out that the signpost on Bottoms Lane is still in need of painting.
10984 Report from City Councillor Nigel Goodrich
Councillor Goodrich reported that: 1. he is now a representative on the AONB Executive Committee; 2. he has received an email from the Morecambe Bay Partnership regarding the new cycleway from Walney Island to Glasson Dock and there will be an inaugural ride of the new route which will pass through Arnside on 13th June and Silverdale on the 14th; 3. he has spoken with a Planning Officer from Lancaster City Council (Lancaster CC) regarding the accessibility of planning applications and Lancaster CC feel that applications are more accessible now than previously, as they available for anyone to see online and not restricted to libraries and town halls.
Councillor Ribbons mentioned that the soakaway at the corner of Bottoms Lane/ Stankelt Road (opposite 55 Stankelt Road) is blocked and that the 30mph sign on Stankelt Road is damaged (before the Bottoms Lane turning as one enters the village).
Councillor Williams asked that Lancaster CC empty the public bins according to the usual summer/ Bank Holiday schedule.
10985 Reports on any Meetings Attended by Members or the Clerk
10986 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Smartwheelie.co.uk write about speed awareness wheelie bin stickers. RESOLVED not to order any stickers as it was felt that they might be a distraction to drivers;
b) a letter of thanks from the Open Gardens organisers for the grant towards advertising with a receipt for £134 enclosed. It was noted that the Open Gardens raised £3,300 for charity;
c) the Post Office write about the decision to move Silverdale Post Office to Silverdale News, 17 Emesgate Lane which will operate as one of their local style Post Office branches with effect from 17th August;
d) Glasdon brochure. It was noted that the brochure includes some benches which might be a suitable design for Silverdale.
10987 Planning
(1) It was noted that the following planning application had been dealt with under the provisions of Standing Order 25a and comments made as indicated:
15/0073/TPO 8 Stoneleigh Court. Felling of one tree. NO PLANNING OBJECTIONS.
(2) It was noted that no decisions had been advised by Lancaster CC.
10988 The Clerk’s report of any action (other than consideration of Planning Applications) taken under the provisions of Standing Order 25
25a) Parish Council Property and Functions
It was noted that the Clerk had authorised the removal (by Mr Stefan Laws) of two rotting stepping posts in the children’s playground to make safe and that Mr Laws has quoted £186 for the renewal of the posts including labour. RESOLVED to instruct Mr Laws to renew the posts.
25b) Non-Parish Council Property and Functions
10989 Finance
(a) It was noted that no payments have been received since the last meeting.
(b) RESOLVED to authorize payment and sign cheques for the following accounts:
Mr S. Laws (contractor £166.25 + £30 (strimming) + £35 (repair of toilet gutters)) £231.25 (052)
Ms P. Stothert (s137 grant (Open Gardens – advertising)) £134.00 (053)

(c) RESOLVED that Councillors claim 45p a mile petrol allowance, or the cost of travelling by public transport (receipts required), by way of remuneration for travelling expenses incurred in connection with Council business.
10990 Seats
RESOLVED to form a new committee to look after the seats and other street furniture in the village, with Councillor Houghton as Chairman and Councillors Bennett and Williams as Members; Mr Laws to be invited to attend for information.
10991 Parish Precept
RESOLVED that Councillors Bennett, Bond, Mason, Palmer, Ribbons, Sandiford and Williams request a dispensation to enable them to participate in and vote on matters relating to the setting of the parish precept (with reference to the Localism Act, 2011) and to ask Councillor Houghton if he wishes to request dispensation also.
10992 Public Rights of Way Improvement Plan
RESOLVED that the Chairman and Clerk write a response to include a request for footpath 22 to be removed and raising the issue of the Trowbarrow – Moss Lane footpath.
10993 Playground Management Committee
It was noted that Councillor Ribbons is unable to commit to representing the Council on the Playground Committee. RESOLVED to ask Mrs June Greenwell and Mrs Carol Hansbury if they would like to join the committee, but to defer discussion of the Council’s representation thereon for three months.
10994 Items for Information
1. The Chairman reported that: (1) he spoke with the Community Police Officer about the two recent burglaries on Lindeth Road and (unrelated) incidents concerning Cumbria View as a result of which police cars have patrolled the area and officers are talking with Cumbria View; (2) the goalposts purchased by the Council for the Institute field have been moved to the playground following the purchase of sturdier goalposts by the Institute.
2. Councillor Mason notified Members that Canon Warren has agreed to become a Trustee of the Silverdale United Charities.
3. Councillor Bennett advised that he is attending a meeting regarding the dedicated Development Plan Document for the whole of the Arnside and Silverdale AONB. It was noted that Councillor Palmer will also attend.
