11117 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 7th December 2015.
11118 Present: Chairman – T.G. (Terry) Bond, Councillors J. (John) Bennett, A.J. (Tony) Houghton, S.L. (Shirley) Mason, K. (Keith) Palmer, N. (Nigel) Ribbons and P.N. (Paul) Williams, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward, City Councillor N. (Nigel) Goodrich and six members of the public.

11121 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Monday, 2nd November were approved then signed by the Chairman.
11122 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
Councillor Houghton referred to item 11064, regarding mobile phone coverage, and advised that there is no news.
The Chairman referred to: (1) item 11065, regarding overgrown vegetation, and confirmed that a letter has been sent to Highways. Councillor Houghton advised that the Lancashire Fire and Rescue Service have also written. Councillor Bennett added that the bottom end of Crag Road is still in need of attention; (2) item 11077, regarding the Speed Indicator Device, and reported that PC Barr’s application has been turned down due to lack of funds – PC Barr will re-apply in March; (3) item 11088, regarding the Christmas trees, these are now in place, but the lights on the library tree are not working, (4) item 11098, regarding Ash Trees surgery, and informed that Councillor Mason and he had attended the opening.
Councillor Mason referred to item 11101, regarding ‘A’ boards, and reported that one near The Lotts has been moved.
Councillor Bennett referred to item 11104, regarding the playground, and advised that the anti-wrap bearing to the cradle swing has been replaced.
The Clerk referred to: (1) item 11107, regarding the public toilets, and advised that she has had no response from Mr Tony Dunn to date; (2) item 11108, regarding the drain on Shore Road, and reported that she has sent another email to Highways as no action has been taken as yet.
11123 Matters Raised by Members of the Public for Future Consideration
1. A resident asked if more information could be given on correspondence item (a), regarding public transport.
2. Three residents spoke about the possible withdrawal of a subsidised bus service from Silverdale from 2nd April 2016 and made the following points: if the service is withdrawn there might be more cars on the road; there are implications for the train service if no buses stop at the station; buses are a vital part of the infrastructure and service provision should be taken into account when new housing developments are considered; that the parish council consider running a bus service themselves – it was felt that there is a particular need for one around 9.30am and 2pm; that an arrangement be made with the RSPB regarding the use of their car park for those catching the train; if an alternative bus service is provided that it be joined up with Cumbria’s.
11124 Report from City Councillor Nigel Goodrich
Councillor Goodrich reported that: (1) Mr Mark Davies, Chief Officer (Environment), Lancaster City Council (Lancaster CC), has given him a list of verges currently maintained by Lancaster CC on behalf of Lancashire County Council (Lancs. CC). Councillor Goodrich has been asked to identify the verges most in need of attention; (2) a representative from Stagecoach is to attend a Lancaster CC meeting to discuss bus fares. Cuts in services will also be broached.

11127 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Lancs. CC ask for the Parish Council’s views on its proposed parish based public transport scheme;
b) a resident writes with proposals for an independent bus service;
c) the Local Government Boundary Commission write about draft recommendations for their Electoral Review of Lancashire;
d) playground inspection report from Lancaster CC. It was noted that this has been circulated to Members;
e) War Memorials Trust Bulletin;
f) FLAG news.
11128 Planning
(1) It was noted that no planning applications were dealt with under the provisions of Standing Order 25a.
(2) It was noted that no planning decisions had been advised by Lancaster CC.
11129 War Memorial
RESOLVED to defer agenda item 11 until the next meeting of the Council (regarding the possibility of adding Mr Tyson Edmonson to the War Memorial and planting a tree with a plaque).
11130 Arnside and Silverdale Development Plan Document (DPD) and Lancaster CC Local Development Plan
It was noted that South Lakeland District Council and Lancaster CC are preparing a DPD for the whole of the Arnside & Silverdale AONB and have published for consultation a document setting out the Issues that the DPD will need to address and the Options for doing so, as well as a series of maps setting out site options for development or protection. It was noted that the Chairman and Councillor Bennett have drafted a response to the document – this was discussed and some amendments made; it will be published on the Silverdale Parish Council website.
The list of proposed sites for Silverdale within the AONB DPD was looked at and comments made. Members were asked to submit any additional comments to the Chairman before 14th December in order that a response can be submitted before 18th December.
11131 Tender for Tree Felling
Members considered the draft document, which had been prepared by the Chairman, for inviting tenders for the felling and disposal of trees. RESOLVED to amend the document to specify that tree stumps need not be removed and to include a map. It was noted that the deadline for tenders to be submitted is 25th January.
11132 Finance
(a) It was noted that no payments have been received since the last meeting.
(b) It was noted that cheque 1103, payable to Lancaster CC for £173.83 (septic tank charges – toilets), had been cancelled due to the charge being reduced.

(d) RESOLVED to make a donation of £100 (s137) to the ‘Silverdale Contact Group ‘towards the printing of a village directory.
(e) RESOLVED to make a donation of £90 (s137) to the Silverdale Field Day Committee to cover the hire of the Gaskell Hall for the children’s Christmas party.
11133 Annual Parish Meeting
It was noted that the date for the Annual Parish Meeting (Annual Assembly) has been set for 21st March. RESOLVED to invite a representative from the Westmorland Red Squirrels Group to be the guest speaker.
11134 Bus Service
It was noted that Lancs. CC have sent a document seeking the Parish Council’s views on a Lancashire parish based public transport scheme and that if they decide to withdraw funding the Silverdale Shuttle service would be affected as it relies entirely on subsidy; Stagecoach would have to decide if they can continue to run their service within Lancashire (including route 51) as this is partially subsidised. It was further noted that should Lancs. CC withdraw subsidy they would consider providing a minibus to parish councils on a case by case basis.
11135 Code of Conduct
RESOLVED to adopt the Code of Conduct put forward by Mrs Sarah Taylor, Chief Officer (Governance), Lancaster CC, to send a copy to Lancaster CC for their records and to put it on the parish council website.
11136 Items for Information
1. The Chairman reported that: (1) a stock of wood left at Burton Well had disappeared; (2) the wooden frame at the War Memorial, which a member of the public had supplied to keep the wreaths in place, is to be replaced with a metal one.
2. Councillor Palmer advised that scaffolding has been in place on one of the side elevations to Yew Tree House for a number of years.
11137 Suggestions for Future Agenda Items
1. A new dispenser for dog waste bags.
11138 Date of Next Meeting
It was noted that the date of the next meeting is Monday, 4th January 2016. Items for the agenda and reports to reach the Clerk before Monday, 28th December.
